The recent public opinion survey on immigration was conducted by Environics Institute, a reputed social research non-profit organization. All the findings were based on telephonic interviews with 2,000 Canadians between September 8 and 23, 2020.

Top Canada Immigration Events between 09-October to 16-October 2020

Yet another week passed by and Canadian Immigration looks busy as always. Here are some quick highlights on the major events concerning those who wish to apply for a permanent residence in Canada

#1 Will Canada exceed 100,000 Express Entry Invitation for Canada PR in 2020?

The Immigration, Refugees, and Citizenship Canada (IRCC) held its 165th Express Entry draw last week and it looks like Canada is enroute to issuing 100,000 Invitations to Apply (ITAs) for permanent residence in 2020.

Prior to the unprecedented travel impositions since March 18, the Immigration Minister Mendicino had promised to welcome upto 342,000 permanent residents in 2020. Following his Canada Immigration Levels Plan for 2020-2022, upto 91,800 candidates are to be invited through Express Entry in 2020 alone.  

Express Entry is not a visa type but a federal nomination management system for three immigration programs- the Federal Skilled Workers Program (FSWP), the Federal Skilled Trades Program (FSTP) and the Canadian Experience Class (CEC). In addition to these, the registered profiles can be considered for nomination under specific provincial program streams. 

Any foreign candidate with/without job offer or Canadian work experience can register themselves in the Express Entry database. Coming good on the Comprehensive Ranking System (CRS) score will enable them to obtain a permanent residence in Canada. A CRS score is mainly based on age, education, work experience and language proficiency in English or French and scored out of 1,200 points.

The total number of ITAs issued in 2020 is about 82,850. All draw sizes have remained in the range of 3,900 to 4,500 invitations issued per draw. And if IRCC follows its set pattern, we can expect new Express Entry draws on October 28, November 11, November 25, December 9, and December 23. 

This is enough to guarantee 100,000 ITAs for Canada PR through Express Entry draws in 2020. 

#2 Express Entry Candidates gets Provincial Nominations

Over the years, Provincial Nominee Programs(PNPs) have emerged as the best alternative to Express Entry draws to obtain permanent residence in Canada. Continuing the good run, British Columbia and Ontario issued its respective nomination draws. 

British Columbia invited 417 PNP candidates to apply for a provincial nomination through Express Entry BC and Skills Immigration streams. 

In order to receive a provincial nomination from any stream under the British Columbia PNP, one has to register themselves under the Skills Immigration Registration System (SIRS). SIRS takes into account the core human capital features like age, education, work experience, English proficiency and also provincial connections like familial ties, etc. A candidate in SIRS is scored out of 200 points.

Ontario pulled off another massive Tech Draw with 772 provincial nominations. It targeted Express Entry candidates with occupation in the following categories: 

NOC 0213 Computer and information systems managers
NOC 2147 Computer engineers
NOC 2172 Database analysts and data administrators
NOC 2173 Software engineers and designers
NOC 2174 Computer programmer and interactive media developers
NOC 2175 Web designers and developers

A successful provincial nomination can fetch upto 600 CRS points. It shall effectively guarantee one a successful invitation to apply for a permanent residence in Canada through PNP-linked Express Entry draw.

#3 How to Sponsor your Parents & Grandparents for Canada Immigration?

Canada has kept its 2020 Parents & Grandparents Program open till November 3. 

The official window from October 13 to November 3 is to receive the interests from eligible sponsors. One can fill the online interest registration form here. IRCC will further invite up to 10,000 people at random to formally apply within 60 days for sponsoring their parents or grandparents to migrate to Canada.

#4 What are the Surveys telling us about Canada Immigration? 

Two major surveys: Canada Labour Force Survey for September month and Gallup global survey on most preferred destination for immigration emerged last week. Both saw Canada in a good light for immigrants planning to migrate to Canada in such times.

The September Labour Force Survey saw a rapid rise in employment rate among immigrants in Canada. The overall employment rate rose by 2.1% in September which is higher than the jump of 1.4% in August month. The employment rate in Canada now is 3.7% of its pre-coronavirus levels, i.e. 720,000 jobs. This means bigger gains for immigrants in Canada despite the economic shutdown following the imposed travel restrictions. The additional focus given to family immigration will further attract more foreign talent to immigrate to Canada. 

Almost 94 percent of the Canadian residents said migrants living in their country was a good thing. 95 percent of them felt migrants being in their neighborhood was a good thing. Those who said a migrant marrying into their family was a good thing comprised 91 percent. These responses were a part of the Migration Acceptance Index. 

Based on this Migration Acceptance Index, Canada now ranks No.1 in the most preferred migrant destination global survey conducted by Gallup. Canada ranks ahead of Australia at No.4 and USA at No.6 among all the other 145 survey countries. 

Two major announcements towards the end of October will determine the future course of Canadian Immigration: one that relates to the new Immigration Mandate Letter from Prime Minister Justin Trudeau and another being a revised Canada Immigration Levels Plan for 2021-2023.

All the 772 invited candidates chosen from the federal Express Entry database are eligible to apply for a provincial nomination. A provincial nomination will eventually lead to permanent residence in Canada

The Ontario Immigrant Nominee Program (OINP) issued targeted Notifications of Interest (NOIs) under its Express Entry Human Capital Priorities (HCP) stream.

#1 Qualifying Score: As candidates having only registered Express Entry profile were considered, the qualifying score was based on their Comprehensive Ranking System (CRS). A CRS score is given to candidates based on their human capital factors like age, language proficiency, work experience and education qualification. The score is given out of 1200 points.

#2 Occupation of invited candidates: All the 772 candidates had a mandatory one year or more of work experience in one of the following occupations:

Ontario Tech Draw – Simplified Procedure To Apply

All necessary requirements to register an Express Entry profile also applies to Ontario Tech Draw. Candidates need not have a job offer but at least one year of work experience in any of the six tech occupations mentioned above. 

Express Entry is a database management system for any foreign skilled workers with/without a job offer to show their interest to migrate to Canada for permanent residence. Those with provincial nomination like the one from Ontario Tech Draw will get preferential treatment to obtain permanent residence. It is through an addition of upto 600 CRS points. 

Invited candidates have 45 days to submit a full application for their provincial nomination.

Canada Express Entry issues over 80k ITAs for Canada PR in 2020

Immigration, Refugees and Citizenship Canada (IRCC) held its largest ever nomination draw in the month of October since the inception of Express Entry system in 2015. It has now issued over 82,850 invitations to apply (ITAs) for a permanent residence in Canada in the year 2020 alone. 

Express Entry draw is not a visa type but a database management system to select eligible candidates for three federal programs – Federal Skilled Workers Program (FSWP), Canadian Experience Class (CEC), Federal Skilled Trades Program (FSTP).

A select group of candidates with prior provincial nominations may also find themselves eligible to apply for permanent residence alongside the nominated candidates.   

The first nomination draw of the month held October 14 invited foreign skilled workers with/without a job offer or even a work experience in Canada.  

Ever since the lockdown was imposed from March 18, IRCC had held specific Express Entry draws targeting candidates either with provincial nominations or canadian work experience.  The 165th Express Entry draw is also noteworthy because it considered candidates belonging to the FSWP category, i.e. candidates who had not previously lived or worked in Canada to apply for permanent residence

Quick Highlights on 165th Express Entry Draw

#1 Largest ever Draw Size: IRCC issued a total of 4,500 invitations to apply (ITAs) for Canadian permanent residence in its latest Express Entry draw. This is a humble increase of 300 ITAs over previous Express Entry draws in 2020.

#2 Qualifying CRS remains the same: Any profile to be registered in the Express Entry pool is assessed and ranked on a Comprehensive Ranking System (CRS) that considers core human capital factors like age, work experience, education and skills in English or French. 

Following the declining trend in the CRS cut-off score, the latest draw required candidates to have their CRS scores equal to or above 471 for selection. The minimum required CRS score for qualification remains the same as from the previously held all-program draw

#3 Tie-break rule: Often there arises a situation where candidates end up having the same CRS score. Here is where IRCC uses its tie-break rule to rank a particular candidate higher. The timestamp used in the latest draw was September 1, 2020, at 12:11:23  UTC. 

This meant that all candidates with a CRS score above 471 before the selected date and time were eligible to receive an ITA in this invitation round.

This is just the 30th draw of 2020 and the overall tally of ITAs issued has almost crossed the 80k feet. The annual allocation target for 2020 is 91,800. The exact count of issued ITAs till date is 82,850. It is the highest ever issued ITAs for Canada PR to welcome foreign skilled workers with/without job offers or Canadian work experience.

The unemployment rate in Canada stood at 9.0% in the month of August. It is encouraging for aspiring immigrants to know that the rate has been declining for consecutive four months. 

 

Province-wise rise in employment

Ontario being the most populous province in Canada added the largest number of jobs. With 168,000 new jobs in September, the province regained nearly 95% or more employment of its pre-pandemic levels. Among the western provinces was British Columbia that reported the highest increase in jobs. It reached over 95% of the pre-pandemic levels. It was not an encouraging month for Atlantic provinces as Prince Edward and New Brunswick showed decline in employment gains whereas Nova Scotia showed some rise in employment levels.

Express Entry inches closer to the 80,000 landmark

The vast majority of the employment gains were in full-time positions with solid growth in services sectors. This is expected to benefit recent immigrants in Canada. This also opens up a lot of opportunities for foreign skilled workers, who wish to move to the country permanently for a better career.

Since its inception in 2015, the Express Entry system has been the preferred pathway to obtain Canada PR for several economic-class including foreign skilled, semi-skilled workers, and international graduates. A registered profile in the Express Entry pool is utilized for consideration among three federal immigration programs- the Federal Skilled Workers Program (FSWP), the Canadian Experience Class (CEC), and the Federal Skilled Trade Program (FSTP). 

These profiles are evaluated based on a Comprehensive Ranking System (CRS), thereby upholding the merit-based immigration system. 

A CRS score is dependent on human capital factors like age, education, work experience, and proficiency in English or French. Your spouses’ adaptability skills may secure some points towards your overall CRS score. Candidates without a job offer can also register themselves in the Express Entry system.

In addition, a dedicated stream from any Provincial Nominee Program (PNP) may make use of registered candidates to issue them a provincial nomination. Such a nomination will fetch an additional 600 CRS points and thereby guarantee an invitation to apply (ITA) for permanent residence in the subsequent Express Entry draw. 

The Immigration, Refugees, and Citizenship Canada (IRCC) held the largest nomination draw with a draw size of 4200 ITAs for Canada PR. The 164th Express Entry draw required the candidates to have a qualifying CRS score of 471 for receiving an ITAs. 

The exuberant draw size and the increasing number of ITAs issued already pushed the total tally to 78,350 in 2020. This is only to reveal the popularity of the Express Entry pathway for several foriegn skilled workers without a job offer or Canadian experience to seek permanent residence in Canada.

Australia unveils its 2020-21 Immigration Levels Plan

Due to an unexpected burst of pandemic, the Federal Budget was delayed from its usual month of May. It was later released in the first week of October. And Immigration is slated to play a significant role in Australia’s economic recovery and response to COVID-19. 

The Department of Home Affairs published its 2020-21 Immigration Levels Plan on the outcome of the Federal Budget. On the outlook, Family Immigration streams are seen to be the biggest gainer with 82% increase in allocations. It also issued clarification regarding English language requirements for partner visas in a separate press release.

The total planning levels remained at 160,000 for 2020-2021. However, in comparison to last year’s allocations for individual programs, the differences are stark. 

As expected, the General Skilled Migration (GSM) visas took a significant backlash with a downfall of about 55% over the last year. It is aimed at highly skilled foreign workers under Subclass 189 – Skilled – Independent visa, Subclass 190 – Skilled – Nominated visa, and Subclass 491 – Skilled Work Regional (Provisional) visa.

Net overseas migration (NOM) which includes permanent and some temporary visa holders, is expected to fall from 154,000 last program year (2019-20) to -72,000 (more people departing Australia than arriving) by the end of 2021. However, it will gradually increase to around 201,000 by 2023-24

New PNP Draws

The last week seemed to be a week of records as both provincial nominee programs from British Columbia and Manitoba unique nomination draws.

British Columbia invited 72 skilled workers especially from the Informational Technology field where Manitoba held its 100th nomination PNP draws. Upon receiving a nomination from any province, one can apply with the Immigration, Refugees and Citizenship Canada (IRCC) to obtain their permanent residence in Canada.

Parents and Grandparents Program (PGP) Reopens

Good news is that Canada is treating family immigration on par with its economic immigration program. 

The Minister for Immigration, Marco Medicino earlier tweed, “Now, more than ever, family reunification is an important component of Canada’s immigration system. It plays a key role in attracting, retaining and integrating the best and the brightest from around the world.”

Following which ICCRC will accept requests from eligible sponsors to support their parents or grandmothers to migrate to Canada. The window starts from October 13 and ends on November 3

ICCRC will scrutinize the requests received and send invitations to selective sponsors to make a formal application. A PGP allows any Canadian permanent residence to support their foreign parents or grandparents financially to migrate to Canada.

Economic Recovery in the Month of September Report

A brief from Canada labour force report for the month of September reveals that the employment rate among the immigrants in Canada almost doubled as in the month of August

Immigrants who had landed in Canada more than five years ago saw a 1.7 per cent increase in employment. Also the unemployment rate for the month is now comparable with the USA. Even though it is higher than pore-COVID-19 levels, the overall rate is manageable and soon to recover. 

The September Labour Force report only points out to economic recovery and brighter prospects for immigration to Canada. 

 

International Students May Soon be Allowed in Canada

Here is some cheering news for international students – Canada is set to open borders for those who opt to study in Coronavirus-ready institutions. 

In a big relief to student communities, Canada will be allowing international students to travel to Canada from October 20, provided their designated-learning institutions are pre-approved for a coronavirus-readiness plan. A designated-learning institution is a college/university which is approved by the respective provincial or territorial governments to host international students. Additionally, these institutions must now have a coronavirus-readiness plan approved by the health authorities of their respective place of location.

Canada Ranks No.1 Migrant Destination in latest Gallup Survey

The latest global survey from Gallup, a US-based statistics company, ranked Canada at the No.1 position in the most preferred destination for migrants in the present times. Canada ranks above Australia which is at No.4 and the USA which is at No.6. 

Canada has a long and successful history of immigration. Following the backlash of coronavirus pandemic, Canada is uniquely recovering by revising its Immigration Levels Plan for 2021-2023, issuing new Immigration Mandate Letter, achieving annual allocation targets of Provincial Nominee Programs, Express Entry nominations have almost neared 80k.

Manitoba reaches 4k provincial nominations in its 100th PNP draw

Manitoba Provincial Nominee Program (MPNP) reached yet another milestone by conducting its 100th nomination draw since the beginning of the program in 2014.

The latest PNP draw held October 8 resulted in 191 invitations for immigration candidates to apply for a provincial nomination for permanent residence. With this, the overall tally of invitations issued by MPNP reached upto 3,671.

Eligibility Requirements

Skilled Worker in Manitoba must have a full-time permanent job offer from an employer in Manitoba
Skilled Workers Overseas need to have an established connection to Manitoba, like close family ties in the province
International Graduates International students that graduate from any institution in Manitoba may be nominated if they have in-demand skills

People willing to be considered for a nomination by MPNP must be registered under its EOI system. Such candidates are ranked out of 1,000 points which is based on human capital factors like language (English/French skills), education, work experience, Manitoba connections.

Draw Size and Required Provincial Score

The invitations to apply for provincial nomination is popularly known as Letters of Advice to Apply (LAAs). These LAAs are given to eligible candidates provided they have qualified for Expression of Interest (EOI) score for each category.

Canada Stands To Be Most Preferred Migrant Destination, finds a latest Gallup Survey

Canada and its immigration policies have yet again been recognized at a global level. Canada now ranks No.1 in the most preferred migrant destination global survey conducted by Gallup. 

Gallup, Inc. is an American analytics and advisory company and is widely known for conducting public opinion polls. 

Canada has a long history of immigration and it was given a boost with the coming of Express Entry system in 2015. It was now possible for foreign skilled workers to migrate to Canada without a job offer or a Canadian work experience.

Top 10 most accepting countries for migrants

The survey also ranked the top 10 most accepting countries in the world for migrants in the year 2019. The survey used a Migration Acceptance Index. 

The Migrant Acceptance Index is based on three questions:

  • How the local population felt about migrants living in their country, 
  • How they felt about them becoming their neighbors, and
  • How much do they agree on migrants marrying into their family.

The index was first prepared taking in responses from 140 different countries in 2016 and 2017, which was updated again in 145 countries in 2019. The higher the index score, the better the country is for immigration. 

Almost 94 percent of the Canadian residents said migrants living in their country was a good thing. 95 percent of them felt migrants being in their neighborhood was a good thing. Those who said a migrant marrying into their family was a good thing comprised 91 percent.

Based on the results, Canada ranks on the top followed by Australia at the fourth place and the United States at the sixth. Canada was awarded a whooping 8.46 on the Index out of a possible 9.0. Australia got 8.28 while the US was awarded 7.95 on the index. The index also signifies Canada’s need for immigration to maintain a strong economy. 

In recent years, Canada is also focussing a lot on family immigration programs on par with economic programs, for instance, the Parents and Grandparents program will open from October 13 and the Immigration, Refugees and Citizenship Canada (IRCC) will accept requests for sponsoring immediate family members till November 3. 

Back in 2017, Canada was ranked fourth. However, major improvements in annual allocation targets for both federal and provincial programs, the growing xenophobia in the United States and immigrant-friendly measures by the Justin Trudeau-led Canadian government has helped Canada grab the No.1 spot.

Latest British Columbia invites IT workers under Express Entry and Skills Immigration PNP category

Continuing its nominations streak, British Columbia Provincial Nominee Program (BC PNP) invited 72 immigration candidates in the technology sector to apply for a provincial nomination for permanent residence.  

The nominations in the BC PNP draw held on October 6 were issued through BC Tech Pilot as the province majorly targeted candidates from the Information Technology (IT) sector. 

Such candidates were selected from Skilled Worker and International Graduate subcategories in both the Express Entry BC (EEBC) and Skills Immigration streams.

Eligibility Requirements 

Any candidate willing to secure a Provincial nomination from British Columbia will have to be registered under its Skills Immigration Registration System (SIRS).

The registered profiles are assessed and evaluated based on level of education, work experience, English proficiency and location of employment. Candidates scoring above a particular cut-off Provincial score gets nominated. 

The minimum required score for applicants in October 6 draws was 80. 

 

In fact, the cut-off score seems to be the same since mid-June. 

 

All the nominated applicants will get up to 30 calendar days from the date of invitation to submit their complete application via the BC PNP Online registration system.

If approved, the applicants can use their provincial nomination to apply for permanent residency in Canada. All they have to do is apply with Immigration, Refugees and Citizenship Canada (IRCC) and register for the PNP-specific Express Entry program. 

Express Entry is not a Visa option but a federally managed immigration database to select candidates with/without job offers or Canadian work experience under the three federal programs. 

Any candidate is selected based on their Comprehensive Ranking System (CRS) score which is based out of 1200 points. Candidates with a Provincial nomination may get upto 600 points, thereby effectively guaranteeing a permanent residency in a subsequent Express Entry draws

The current state of nomination draws at BC PNP

All seems quite well at BC PNP. Despite the imposed travel restrictions, BC PNP had already issued over 6,000 nominations to apply for Canada PR in 2020.  

Infact, only a few other provinces such as Ontario, Saskatchewan, Manitoba have been able to issue more provincial nominations this year. 

The month of September was very eventful for BC PNP as it held seven nomination draws. It resulted in inviting nearly 1500 candidates to apply for provincial nominations throughout the month. The province even released its largest nomination draw in 2020 giving away 450 nominations under Express Entry and Skills Immigration category. 

British Columbia Tech Pilot is regarded as a game-changer since its launch in 2017. It is a BC PNP dedicated stream to eligible candidates even with no permanent, full-time job offer but having work experience in one of the 29 in-demand Tech occupations in the province. The province is most likely to extend the pilot program’s validity by another year. Otherwise, it is even considering making it a permanent stream.
