Ontario Invited 112 Immigrant Entrepreneurs in 2020

Ontario held this year’s fifth nomination draws for entrepreneurs on October 26.  

The Ontario Immigration Nominee Program (OINP) targets individuals who are looking to start a new business or buy an existing business in the province. Such individuals are given a temporary work permit in Ontario and only if the individuals complies with their investment plans will they be offered a permanent residence in Canada

Over the years, Ontario has successfully attracted many such individuals to boost its economy. October 26 draws issued nominations to 21 candidates who had Expression of Interest (EOI) scores between 142 and 200. 

An EOI system is not to apply but only to show one’s intent to be considered for provincial nominations. It is a points-based system and depends on factors like: 

  • Business Concept- maximum 74 points
  • Investment Factors- maximum 46 points
  • Human Capital Factors- maximum 80 points

 

Minimum Eligibility Requirements

After receiving temporary work permit in Ontario and establishing a business as per the plan, the candidates must met the following requirements to be considered for a provincial nomination: 

  • Language proficiency at a Canadian Language Benchmark (CLB) 4 level or equivalent;
  • Meet the residency requirements of the program, like physically residing in the province for 75% of the period;
  • Nominees must also continue to meet the conditions of the Performance Agreement with Ontario.

 

OINP is also actively nominating foreign workers specializing in Tech occupations like,

  • Computer and information systems managers (NOC 0213)
  • Computer engineers (NOC 2147)
  • Database analysts and data administrators (NOC 2172)
  • Software engineers and designers (NOC 2173)
  • Computer programmer and interactive media developers (NOC 2174)
  • Web designers and developers (NOC 2175)

Canada Focuses More On French-speaking Immigrants  

Canada has recently announced its decision to prioritize the entry of more francophone, or french-speaking populations outside the Quebec region. The country is looking upto 4.4% French-speaking immigrant population outside of Quebec by 2023. 

The announcement paves way for any foreign-based skilled worker even without prior work experience in Canada can apply for permanent residence through the Express Entry system. The Immigrants, Refugees, and Citizenship Canada (IRCC) will now award a maximum 25 points for their language skills in French, as against 15 points before. Candidates who are proficient in both English and French can score upto 50 points, up from 30 points before. 

 

Outcomes of STEM migrants in Canada

Statistics Canada released a report noting the economic outcomes of Science, Technology, Engineering, Mathematics (STEM) educated immigrants in Canada.

In terms of occupational outcomes, more than half of STEM-educated immigrant workers held non-STEM jobs. It is not seen as a matter of concern as STEM skills are valued in many other occupations with good economic compensation, say Finance, Accounting, Economics, etc.  

The study also found that STEM-educated immigrants that entered Canada through the Canada Experience Class (CEC) program did relatively well compared to others. Any interested candidate is required to have at least one year of skilled work experience in Canada before they could apply to become permanent residents.

Canada Unveils its Historic Immigration Levels Plan

October month is ending on a historic note with Canada releasing its Immigration Levels Plan for 2021-2023. 

It is for the first time that Canada will welcome over 400,000 immigrants for permanent residence every year till 2023. A snapshot of target levels is as below:

  • 2021: 401,000 immigrants for Canada PR
  • 2022: 411,000 immigrants for Canada PR
  • 2023: 421,000 immigrants for Canada PR

Earlier in March, just a week before the world went into lockdown, Canada pledged to welcome 341,000 new immigrants in 2020. Although the targets are unlike to be met, the Express Entry draw may cross 100,000 invitations to apply for Canada PR. 

 

Travel Restrictions Extended by One Month

Canada extends the ongoing travel restrictions by another month till November 30. These travel restrictions have been since March 18. Since then, several relaxations have been brought in place to avoid any adverse impact of immigration.

British Columbia Continues its Good Run with 354 Nominations for Canada PR

The results of British Columbia Provincial Nominee Program (BC PNP) draws held October 27 are now out. A total of 354 foreign skilled workers received an invitation to apply for a provincial nomination through its Express Entry and Skills Immigration streams.

Express Entry BC and Skills Immigration Streams

For any candidate to receive a provincial nomination from British Columbia, registration under Skills Immigraion Registration System (SIRS) is mandatory. 

Under the SIRS, the applicants’ profiles are evaluated and issued a score based on level of education, work experience, proficiency in English and location of employment. The maximum scoring is done out of 200 points. 

October 27 issued nominations under the Skilled Worker, International Graduate, and Entry-Level and Semi-Skilled subcategories. Below given is the minimum score required for receiving an invitation for a provincial nomination.

Saskatchewan Releases Results of Two PNP Draws Held October 21 and October 7

Saskatchewan has made the results of recently held nomination draws public. Two draws held under Saskatchewan Immigrant Nominee Program (SINP) had nominated over 1000 eligible candidates under Express Entry and Occupation-in Demand categories.

In 2020 so far, 3,040 candidates have received invitations under the Express Entry category in 2020. And around 3,018 candidates have received invitations under the Occupations In-Demand category.

SINP Express Entry & Occupation-in Demand Category

SINP has a dedicated stream which is connected to the federal Express Entry pool. Express Entry manages skilled worker applications for the Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), and Canadian Experience Class (CEC).

In order for any candidates to receive an invitation from Saskatchewan to apply for a provincial nomination, they must mandatorily submit an SINP Expression of Interest (EOI) profile.

An SINP EOI profile is evaluated on the candidate’s age, education, work experience, language skills, and ties to the province. Based on these criteria, the candidates are scored out of 100 on its International Skilled Worker Points Assessment Grid.

After receiving an invitation for provincial nomination, the applicants can use their Express Entry profile to receive an additional 600 points towards their Express Entry Comprehensive Ranking System (CRS) score. This will effectively guarantee an invitation to apply for permanent residence in Canada in the subsequent IRCC draws. 

Saskatchewan has a separate program for occupations who face labour shortages. This stream is Occupations In-Demand category and it is available to immigration candidates who do not have an Express Entry profile. 

While one would require no job offer or Canadian work experience to apply for a provincial nomination from Saskatchewan under Express Entry category, work experience in specific occupations is a must to apply under Occupation-in Demand category.

Canada to focus more on French-speaking or bilingual Express Entry candidates

The move is in line with Canada’s aim to increase francophone, or french-speaking population outside the Quebec region. The country looks upto 4.4% of French-speaking immigrants outside of Quebec by 2023. 

In a bid to attract more Express Entry registrations, the government announced additional incentives to candidates with French-speaking or bilingual proficiency.

Now any foreign skilled worker even without prior work experience in Canada and having a good proficiency in French can apply for permanent residence through the Express Entry system. The benefit for such candidates is that they receive an additional 25 points for their language skills in French. The maximum that they got until now is 15 points. 

Bilingual candidates, i.e. proficiency in both English and French, may now fetch upto 50 points, up from 30 points before. 

Later, the Canadian minister for immigration Mendicino took to social media exclaiming his government’s vision for economic growth and long-term prosperity through immigration.

Will Express Entry cross 100,000 invitations for Canada PR in 2020?

The Immigration, Refugees, and Citizenship Canada (IRCC) recently held its 165th Express Entry nomination draws and it seems like Canada will surpass the 100,000 milestone in issuing Invitations to Apply (ITAs) for permanent residence in 2020. 

Soon after the travel ban was imposed from March 18, it was expected that Express Entry draws would stop and may not achieve its annual target of 91,800 ITAs. But as a matter of fact, the exact opposite happened. IRCC innovated with specific-draws under CEC and PNP categories. 

 

Experts are pointing out various reasons for the high number of Express Entry ITAs for Canada PR in 2020. Some are: 

  • All the invited applicants in 2020 will be able enter Canada only in 2021 as it takes at least six months to complete the entire process. 
  • Following the lockdown, the government reduced the refugee intake and this has been compensated with more intakes under economic-class immigration programs. 
  • Further, the shortfall in intakes under Provincial Nominee Programs(PNPs) and Quebec immigration programs are covered by Express Entry draws. 

 

Express Entry is an electronic application management system for three immigration programs- the Federal Skilled Workers Program (FSWP), the Federal Skilled Trades Program (FSTP) and the Canadian Experience Class (CEC). In addition to these, the registered profiles can be considered for nomination under specific PNP streams. 

Coming good on the Comprehensive Ranking System (CRS) score will enable them to obtain a permanent residence in Canada. A CRS score is mainly based on age, education, work experience and language proficiency in English or French and scored out of 1,200 points.

The report shows that the Express Entry candidates enjoy better job prospects than Non-Express Entry candidates. The employment rate among the Express Entry immigrants in the first year after immigration is 95% as compared to 87% for non-Express Entry immigrants.

IRCC Study shows better job prospects for Express Entry immigrants in Canada

The Immigrations, Refugees and Citizenship Canada (IRCC) has recently released a report on its study on the Express Entry system in Canada. In fact, this is the first such report since the launch of Express Entry system for permanent residence in 2015. It dwells into the outcomes of employment prospects, income levels, occupation skill levels of Express Entry immigrants over the non-Express Entry immigrants between 2015 and 2018. 

The report shows stronger outcomes for Express Entry immigrants over the non-Express Entry immigrants in the Canadian labour market. The employment rate among the Express Entry immigrants in the first year after immigration is 95% as compared to 87% for non-Express Entry immigrants.

The details of Provincial Nominee Program (PNP) draws held by the Canadian province of Prince Edward Islands (PEI) last week show positive signs of recovery.

Quick Highlights on October 15 PEI PNP draw

  1. a) Nominations under the PEI Express Entry & Labour Impact Categories: As per the press release, PEI issued a combined 187 nominations under Express Entry and Labour Impact category. 

 

Express Entry stream is aligned with the federal pool of candidates. Eligible candidates in the federal pool are scored on a Comprehensive Ranking System (CRS). A CRS is based on age, education, language proficiency in English or French and work experience. 

The high-scoring candidates under each draw may qualify under three immigration programs- the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC) and the Federal Skilled Trades Program (FSTP). In addition to it, unique streams from PNPs also select such candidates. 

The Labour Impact Category is for foreign nationals who have a valid job offer in PEI, and have support from their employer. It is divided into three streams: Skilled Worker, Critical Worker, and International Graduate.

Any Express Entry or Labour Impact must separately create an Expression of Interest (EOI) profile with PEI PNP in order to be eligible for provincial nominations. 

 

EOI profiles are given points based on the province’s unique points grid. October 15 PEI PNP draw required the candidates to get a qualifying score of 97 provincial points. 

  1. b) Nominations under the Business Impact Category: PEI nominated a total of 27 candidates under the Work Permit Stream. It is a dedicated entrepreneur immigration pathway for foreigners willing to own and operate a business in the province. 

 

These candidates also had to create a EOI score and had to score a qualifying score of 184 in the October 15 PNP draw.
