Health Care Sector Continues to Have High Job Vacancies 

The report found the job vacancy rate in the health care and social services sectors has risen sharply to 149,700 vacancies or 6.3%. This is a significant increase in the vacancy rate as it is 40.8% higher than it was in May 2021.

The accommodation and food sector saw 171,700 job vacancies in June, an increase of 6.6%. The retail trade sector saw 15,200 more job vacancies since May, meaning that 15.3% more jobs became available for prospective employees. 

The state of job vacancies in five other key Canadian job industries for June 2022 are as follows: 

  • Construction: 89,200 job vacancies
  • Manufacturing: 82,800 job vacancies
  • Professional, scientific, and technical services: 72,200 job vacancies
  • Transportation and warehousing: 49,000 job vacancies
  • Finance and insurance: 41,200 job vacancies

Ontario PNP Invites 680 Masters Graduates to Apply for Provincial Nominations

The Canadian province of Ontario held a new provincial draw under its ‘base’ masters graduates provincial stream on August 30. 

PNP NewsThe ‘base’ masters graduates provincial stream allows recent International student graduates holding a master’s degree from an eligible Ontario institution to register for immigration. 

All the 680 invited candidates under Masters Graduate stream required their Expression of Interest (EOI) score to be above 37 in order to secure their invitation for a provincial nomination. Additionally, 101 candidates were invited through the PhD Graduate Stream as part of the Ontario Immigrant Nominee Program (OINP). PhD Graduate Stream candidates who applied over the same period had minimum scores of 26 and above.

A provincial nomination is no less than a guarantee to obtain a Canadian permanent residence (PR) visa.

Invited candidates now have about 14 days to complete the application process and pay the application fee of $1,500. 

About Ontario Masters Graduate Stream

Canada’s vibrant labour market continues to attract more global students to immigrate to Canada for work & study. Data from Statistics Canada reveals that three out of every 10 international students transition to permanent residency in Canada within just 10 years of first receiving their study permit.

Latest Saskatchewan draw invites the highest number of candidates

The Saskatchewan Immigrant Nominee Program’s recent Expression of Interest (EOI) draw was held on September 1, 2022, which invited 941 candidates. It’s the highest number of invitations issued this year of the SINP single draw.

This latest Saskatchewan draw draw issued invitations only for two popular categories of International Skilled Worker (ISW), Express Entry, and Occupation in Demand. 312 candidates are invited from the Express Entry and 629 candidates from the Occupation in Demand category. The minimum score points of both categories are 61.

NOC codes that are invited

  • 2263 – Inspectors in public and environmental health and occupational health and safety
  • 3143 – Occupational therapists
  • 3211 – Medical laboratory technologists
  • 3212 – Medical laboratory technicians and pathologists’ assistants
  • 3214 – Respiratory therapists, clinical perfusionists, and cardiopulmonary technologists
  • 3215 – Medical radiation technologists
  • 3216 – Medical sonographers
  • 3219 – Other medical technologists and technicians (except dental health)
  • 3234 – Paramedical occupations
  • 4151 – Psychologists

Increase of ITAs issued in the recent Express Entry Draws.

Express Entry draw has been paused for almost 18 months from December 2020 and the draw resumed recently on July 6. It was the fifth all-program Express Entry draw that held with no specific program. Both Canadian Experience Class (CEC) and Federal Skilled Worker Program (FSWP) were eligible to be invited.

During the pause of the Express Entry draw in 2020, CEC and other Provincial Nominee Programs (PNP) conducted their draws. On September 2021, CEC draws were also paused. The covid spread around the globe was ferocious during the time and it’s why the IRCC planned to pause the immigration programs and imposed strict travel regulations.

There was a notable increase of ITAs on the recent draws issued by Immigration, Refugees, and Citizenship Canada (IRCC). 2750 ITAs were issued with the minimum CRS cut-off of 516.

It is noticed that since all-program draws resumed, the number of invitations issued has been growing rapidly. Exactly 250 invitations are being increased every draw. For instance, the first July draw invited 1500 candidates, and on the second draw, it was 1750.

 

Express Entry

Express Entry is one of Canada’s main immigration pathways for experienced, skilled newcomers. It’s the main managing system for other immigration programs like Federal Skilled Trades Program (FSTP), Federal Skilled Worker Program (FSWP), Provincial, Nominee Program (PNP), and the Canadian Experience Class (CEC).  Candidates eligible in the Express Entry pool will be issued invitations to apply for any one program.

 

What is the Invitation to Apply (ITA)

The ITA is an automatically generated letter sent to Express Entry applicants via their online account. ITAs are given to applicants who place first in a round of invitations based on their Comprehensive Ranking System score (CRS).

Once they receive the invitation, the candidate can apply for permanent residency. IRCC officer will decide on the approval of permanent residence after conducting all the necessary procedures.

IRCC is expecting to make a change in 2023 to give Express Entry the authority to issue invitations to the individuals that target with specific work experience, language ability, or education believing that it gives major labor force and economic support. So, in the future, the CRS score could become less vital. Also, Canadian immigration minister Sean Fraser proposed a statement at the collision during a technology conference, “If we can project skills that are needed over the next 20 to 30 years, we can bring people who can hit the ground running and make a major economic impact.” This proves that Canada is open to a huge number of immigrants.

Canadian Immigration Applications Going 100% Digital From September 23

Canadian Immigration Minister Sean Fraser on September 1 announced new measures to digitize immigration services. Canada is also promising new exemptions, more application status trackers to improve client experience and reduce immigration backlogs.  Immigration, Refugees, Citizenship and Canada (IRCC) will begin transitioning to 100% digital applications for most permanent residence programs on September 23.

By spring 2023, seven more permanent residence and temporary residence programs will have application status trackers like the one launched in February for spousal, partner and dependent child sponsorship applicants. 

Canada already has the citizenship application status tracker that launched in May 2021. It will be expanded to include access to representatives like CICC-certified consultants sometime this month. 

Fraser said in the release. “As we look to strengthen our immigration system by updating our technology, people – our clients – must be at the center of all that we do. By adding resources where they are needed, and leveraging technology to make processing faster and applying easier for our clients, we can give newcomers and new citizens the welcoming experience they deserve.”

Earlier IRCC raised the need to update aging technology to meet current demand aggravated by the recent pandemic. At the end of July, about 54% of immigration applications in the system have been there longer than the service standard

IRCC is targeting to process 80 per cent of new applications within their service standards.

In this context, IRCC will start publishing monthly data on their website and share more information in the coming weeks on additional measures being undertaken to improve the current system for immigration. Canadian Immigration Applications Going 100% Digital From September 23

IRCC plans to welcome more than 431,000 permanent residents in 2022. As of August 22, Canada has targeted over 300,000 permanent residents to Canada, surpassing the milestone earlier than in any previous year. In the same period, about 349,000 new work permits have been issued, including 220,000 open work permits (OWP). An OWP allows permit holders to work anywhere in Canada in most occupations. Most likely beneficiaries include spouses of principal applicants. 

Study permit applications in Canada also saw 31% increase over 2021 levels with 360,000 permits finalizing so far in 2022.

Immigration, Refugees, and Citizenship Canada (IRCC) held an all-program Express Entry draw on August 31. Canada issued a record 2,750 invitations to apply (ITA) with a lower qualifying Comprehensive Ranking System (CRS) of 516 points.

August 31 draw is the fifth all-program Express Entry since July 06, as it resumes after a gap of nearly 18 months. 

Canada invites registered Express Entry candidates to apply for permanent residency who qualifies for Federal Skilled Worker Program (FSWP), Canada Experience Class (CEC), Federal Skills Trades Program (FSTP), or with successful provincial nominations.

Advantage for International Students Under the Canada Express Entry

Thanks to the latest update from IRCC, Express Entry candidates will now be eligible for Canadian educational credential points for online programs between March 2020 and August 2022.

Usually, online education does not count for CRS points if more than 50% of the program was completed through distance learning. 

The latest Express Entry reform relaxes evaluating rules for candidates who studied online during the pandemic. 

The report reads the new measure applies to those who earned a Canadian degree, diploma, or certificate online during the eligibility period – March 2020 and August 2022. 

These candidates may now be eligible for CRS points even if the program was entire: completed online, from outside Canada, or through part-time studies.

Additionally, thousands of expired PGWP holders can extend their open work permit status by 18 months. This will also help them transition to permanent residence and will allow them to continue working in Canada while they wait.

There is no recent update to the Super Visa program

The Super Visa allows parents and grandparents of Canadians to stay in Canada for an extended period of time. They can stay in Canada for up to five consecutive years without renewing their visitor status. Furthermore, parents and grandparents can enter Canada multiple times with the Super Visa for up to 10 years.

To be eligible for the Super Visa, the applicant can be a parent or grandparent of a Canadian citizen or permanent resident. 

No other dependents are included as an applicant for the Super Visa.

Other eligibility requirements include: 

  • A signed letter from a child or grandchild that invites the applicant.
  • A promised financial support for the applicant for the duration of the visit.
  • Applicant should have medical insurance from a Canadian insurance company with one-year validation from the date of the entry. It should hold nearly$100,000 of emergency coverage.
  • The applicant’s child or grandchild must also be able to demonstrate that they can meet the low-income cutoff (LICO) requirements. This is to show that they are financially stable to support their family member.

Q2. What is ‘maintained status’ in Canada and how to get it? 

Section 181 of the the Immigration and Refugee Protection Regulations (IRPR) defines ‘Maintained status’ in Canada that allows temporary residents to retain legal status in Canada, say after expiry of term or otherwise, while waiting for IRCC to process their application to extend their temporary stay. 

Usually, all temporary residents have an automatically imposed condition that they are required to leave Canada after their work permit expires.

IRCC recommends submitting your extension application before your existing status expires to avoid complications.

Q3. Has Canada increased the transition period for distance learning to help international students pursue studies online? 

Yes, Canada has extended the Distance learning measures upto to August 31st, 2023 in order to give more time for international students to return to Canada. 

During the recent border restrictions, international students were given an option to pursue their studies in enrolled Canadian universities or institutions online while living abroad. They are also eligible to apply for a post-graduation work permit (PGWP) after course completion. 

PGWP allows recent graduates to work full-time in Canada and gain work experience to qualify for permanent residence soon after one year under Canada Experience Class (CEC) Express Entry program. 

International students studying abroad or who submit a study permit application before August 31st 2022 will be able to continue to complete up to 100% of their program online, without affecting their eligibility for a PGWP. 

Some international students may not have their application processed on time to begin their studies in person for the fall 2022 intake period.

Saskatchewan Held Two EOI Draws Inviting over 1200 Profiles For Provincial Nominations

 Saskatchewan Immigrant Nominee Program (SINP) released the nomination results of two recent weekly EOI draws held on August 18 and August 25. The provincial draws invited 1,297 immigration candidates to apply for a provincial nomination for Canadian permanent residence (PR).

Both the SINP draws invited eligible profiles registered under Express Entry and Occupation-In-Demand candidates. EOI draw requires interested candidates to get their profile assessed on a score out of 100 according to the International Skilled Worker Points Assessment Grid. 

The province favours candidates with bilingual capability in both English and French. The highest-scoring candidates are then issued an invitation to apply for a provincial nomination from Saskatchewan.

August 18 EOI draw invited 668 candidates to apply for provincial nominations under Express Entry and Occupations-In-Demand categories with minimum scores of 67. While August 25 EOI draw invited 629 candidates under the same categories with minimum scores of 65. 

The invited candidates have work experience as managers or executives in IT, Healthcare, Agriculture, or Service industries.

Qualifying for Upcoming Saskatchewan PNP Draws

Saskatchewan is showing a departure from its usual pattern by holding PNP draws on a weekly basis throughout July. Otherwise, the province used to hold draws once per month.

In order to be considered for nominations under the upcoming Saskatchewan Immigration Nominee Program (SINP) draws, candidates must register their Expression of Interest (EOI) profile with the provincial authority. 

Candidates must demonstrate their commitment to meaningfully settling in Saskatchewan by demonstrating their work experience, education, language ability, age, and connections to the province.

All the invited candidates must have valid Educational Credential Assessments.

Additionally, candidates already in the federal Express Entry pool need to register another EOI and choose Saskatchewan. 

Route to Permanent Residency 

On successfully receiving an invitation to apply (ITA) for a provincial nomination, candidates are awarded an additional 600 points toward their Comprehensive Ranking System (CRS) score. It will effectively guarantee an ITA for Canada PR in the subsequent Express Entry draw conducted by IRCC.

Latest PNP Draw From Prince Edward Island Extends 121 Invites For Provincial Nominations 

Canada is expected to admit over 80,800 new immigrants through Provincial Nominee Program (PNPs) in 2022. Following this is a new nomination draw held by the Prince Edward Island Provincial Nominee Program (PEI PNP) on August 18.

PEI ended up issuing 121 invitations to apply (ITAs) for a provincial nomination under either one of the three streams: Express Entry, Labour Impact, and Business Impact. 

Over 117 invitations were issued to Express Entry and Labour Impact candidates and the remaining 04 invitations went to Business Impact candidates who had a minimum point threshold of 97.

Qualify for Canada PR Under PEI PNP

Provincial Nominee Programs (PNPs) are designed to accommodate the specific and specialized labor market demand of Canada’s provinces and territories. A successful provincial nomination will act in favor of reducing the time taken to obtain permanent residency at a later stage. 

In order to be considered for nominations under PEI PNP provincial draws, candidates must create an Expression Of Interest (EOI) profile with the province. EOI profiles are given points based on the province’s unique points grid. The highest-scoring candidates are then invited to apply through monthly draws.

PEI PNP Express Entry & Labout Impact category

If a candidate is already registered in the federal Express Entry pool, they could qualify for provincial nomination under the PEI PNP Express Entry category. 

Foreigners like Skilled Workers, Critical Workers, and International Graduates with a valid job offer in PEI, and having support from their employer may qualify under the Labour Impact category. 

PEI PNP Business Impact category

Prince Edward Island also favors the immigration of foreign entrepreneurs to boost its economy. Such candidates are issued invitations under the Work Permit Stream, which is for foreign entrepreneurs who want to own and operate a business in PEI. They required a provincial score of above 80 points in order to receive nominations. 

Further, eligible candidates with a successful provincial nomination can apply to the Immigration, Refugees, and Citizenship Canada (IRCC) for permanent residency.

Minister Unveils New Plans To Improve Canadian Immigration Applications Backlog

Immigration, Refugees and Citizenship Canada’s (IRCC) is working hard and introducing new measures to tackle the increasing immigration backlog. The federal department is planning to hire 1,250 new employees by late fall in order to speed up processing capacity. Also, it has already launched a new website for public tracking of the immigration backlog.

Canada is expected to decrease application wait times and invite more new applications to be processed on par at pre-pandemic levels with these new measures. IRCC is keen to deliver on its earlier promise to return back to earlier service standard of six months for Express Entry programs.

Immigration Minister, Sean Fraser was in Vancouver when he detailed the media about the ongoing work at IRCC to reduce application backlogs, address labour shortages, and improve client experience. 

Immigration Backlog Data to Publish Monthly

IRCC raised the need to update aging technology to meet current demand aggravated by the recent pandemic. At the end of July, about 54% of immigration applications in the system have been there longer than the service standard

IRCC is targeting to process 80 per cent of new applications within their service standards.

In this context, IRCC will start publishing monthly data on their website and share more information in the coming weeks on additional measures being undertaken to improve the current system for immigration.

Right Time to Immigrate to Canada 

IRCC welcomed 405,0000 new permanent residents to Canada in 2021, with a 2022 target of 431,000 based on the Immigration Levels Plan. Canada is on track with nearly 275,000 new permanent residents arriving between January 1 to July 31. 

In the same period, about 349,000 new work permits have been issued, including 220,000 open work permits (OWP). An OWP allow permit holders to work anywhere in Canada in most occupations. Most likely beneficiaries include spouses of principal applicant. 

Study permit applications in Canada also saw 31% increase over 2021 levels with 360,000 permits finalizing so far in 2022.

Canada has even publicly declared its intention to increase the mass immigration of skilled workers, and international students in 2022 & beyond to settle there permanently.
