668 Invitations Issued In Ontario Tech Draw 

The Canadian province of Ontario recently held its fifth Tech Draw of 2020. The nomination draw took place on December 15 inviting a total of 668 Express Entry candidates to apply for a provincial nomination.

All the invited candidates had their profiles registered in the federal Express Entry pool. And by virtue, all profiles were evaluated based on a Comprehensive Ranking System (CRS).

December 15 ensured that all the invited candidates had qualifying CRS scores between 460 and 468. Candidates did not require a job offer, but they needed at least one year of work experience in one of the following tech occupations:

  • NOC 0213 Computer and information systems managers
  • NOC 2147 Computer engineers
  • NOC 2172 Database analysts and data administrators
  • NOC 2173 Software engineers and designers
  • NOC 2174 Computer programmer and interactive media developers
  • NOC 2175 Web designers and developers

 

With the latest Tech draw, Ontario has issued a total of 9,082 invitations in 2020 across its Human Capital Priorities stream, French-Speaking Skilled Worker stream, and Skilled Trades stream.

How To Receive Nominations From An Ontario Tech Draw

Begin by registering your Express Entry profile online. 

Express Entry is an application management system for three federal economic-class immigration programs: Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class. The profiles are ranked based on their age, work experience, education, and language proficiency in English or French. 

 

Ontario’s Human Capital Priority stream recognizes candidates from the Federal Skilled Worker Program and the Canadian Experience Class.

People who received invitations have 45 days to submit a complete application for a provincial nomination. Later, they can approach the Immigration, Refugees, and the Citizenship Canada (IRCC) to apply for a permanent residence.

Canada Welcomed 158,600 New Immigrants Since March 2020

The latest data released by the Immigration, Refugees, and Citizenship Canada (IRCC) showed the second strongest growth for new immigrant arrivals to Canada since the start of the coronavirus pandemic.

Canada welcomed about 15,100 new immigrants in the month of October 2020. It is about the same level it welcomed the previous month, September 2020. The strongest month during the pandemic came in June when Canada admitted 19,100 new permanent residents.

While aspiring Canada PR candidates & other immigrants rejoice with the latest data, Canada used to welcome some 25,000-35,000 new immigrants per month. In October 2019, Canada welcomed 31,000 immigrants, meaning that immigration has more than halved on a year-over-year basis.

Last year alone, Canada managed to welcome over 341,000 new immigrants to support its economy as well as society. The disruptions caused by the pandemic, challenges in confirmation of permanent residence (COPR) holders coming to Canada, and Canada’s coronavirus travel restrictions resulted in about welcoming 158,600 immigrants in the first 10 months of 2020.

Provincial Nominee Program Draws

Only British Columbia issued invitations to apply for a Provincial nomination to eligible candidates last week.

December 8 BC PNP draws invited 256 candidates registered in the Skilled Workers and International Graduates categories under the Skills Immigration (SI) and Express Entry BC  (EEBC) streams.

Any foreign skilled worker who has a registered profile in the federal Express Entry pool and has given their expression of interest to get nominated by British Columbia can qualify under the EEBC stream. Likewise, those without an Express Entry profile and less work skills may qualify under Skills Immigration stream. 

Each nominated candidate had a minimum Provincial score between 77 and 97. The scores are awarded based on factors like the level of education, work experience, proficiency in English, and location of employment.

Canada Approves Coronavirus Vaccine

Immigration to Canada becomes even more attractive as Health Canada gave its approval to use COVID-19 Vaccine developed by Pfizer and BioNTech Manufacturing.

Most experts suggest that this would boost the already increasing immigration levels in Canada. Although Canada was equally affected by the pandemic as like the rest of the world, the country kept its immigration system functioning throughout the lockdowns.

Canada Among Top ‘Safe And Stable’ Countries For International Students

Navitas Insights conducted two surveys, first in May 2020 and the other in September 2020,  assessing the situation of overseas education and ranking major study destinations based on their response to tackling the impact of pandemic. 

The survey puts Canada ahead of countries like New Zealand, Australia & the US. It viewed Canada not only as a ‘safe and stable’ study destination but also being ‘open and welcoming’ for economic-class & family-class immigrants. 

The report read, “Students who wish to travel to Canada only need to be attending a college or university that has obtained approval on its COVID-19 readiness plan from their respective provincial governments. It does not matter where the student is traveling.

Here is a simplified procedure to obtain a Canadian study permit:

 

  • Identify your desired University/College in Canada. 
  • Apply for your desired study program and wait for a letter of acceptance from your Canadian Institution. 
  • Based on the letter, you will then be required to submit an application to Immigration, Refugees, and Citizenship Canada (IRCC) in order to obtain a study permit.

Mandatory documents include language proficiency certificates (IELTS/TOEFL), the letter of acceptance from the DLI, proof of financial stability (enough money to pay for your tuition for the first year), health certificate.

Canadian Immigration Becomes Even More Attractive As It Approves COVID-19 Vaccine

A sigh of relief for the anxious population in Canada as well as immigration candidates as Health Canada provided its first approval for a coronavirus vaccine on December 9, 2020.

Canada becomes the third country in the world to authorize a vaccine for COVID-19 after the United Kingdom and Bahrain. Approval was given to a coronavirus vaccine developed by Pfizer and BioNTech Manufacturing.

Canada has also targeted to favor more bilingual immigration candidates by awarding additional CRS points to their Express Entry or provincial EOI profile. 

Canada held another major Express Entry draw, inviting 5,000 successful candidates to apply for permanent residence. With this, Canada has invited over 100,000 Express Entry candidates in a single year, a feature that was never achieved since its launch in 2015. Most Canada PNP has also achieved their annual allocation targets for issuing a provincial nomination for Canada PR, despite the successive ban on international travel.

Latest British Columbia PNP Invites 256 Immigration Candidates to apply for Canada PR

Just a day before the historic Express Entry draws, the provincial authorities of British Columbia issued invitations to 256 eligible immigration candidates to apply for a provincial nomination for a Canadian permanent residence at a later date.

December 8 draws invited candidates registered in the Skilled Workers and International Graduates categories of the British Columbia Provincial Nominee Program (BC PNP) Skills Immigration (SI) and Express Entry BC  (EEBC) streams.

Any foreign skilled worker who has a registered profile in the federal Express Entry pool and has given their expression of interest to get nominated by British Columbia can qualify under the EEBC stream. 

 The federal Express Entry pool manages a database of eligible candidates qualifying for three economic immigration programs – the Federal Skilled Worker Class, Federal Skilled Trades Class, and Canadian Experience Class. Further, each profile is ranked against each other based on a Comprehensive Ranking System (CRS) which takes into account the core human capital – age, education, work experience & language proficiency in English or French. 

While Express Entry is earmarked for highly skilled foreign workers who have post-graduation degrees or more work experience, those with a college diploma or less work experience can be eligible for a provincial nomination under the SI category.

It is mandatory to register oneself under the province’s Skills Immigration Registration System (SIRS) for any candidate willing to receive a provincial nomination from British Columbia. 

Under the SIRS, the applicants’ profiles are evaluated and issued a score based on their level of education, work experience, proficiency in English, and location of employment. The maximum scoring is done out of 200 points. 

December 8 BC PNP draw issued provincial nominations for Canada PR for the following category of candidates with the qualifying provincial score: 

  • SI – Skilled Worker: 95
  • SI – International Graduate: 95
  • SI – Entry Level and Semi-Skilled: 77
  • EEBC – Skilled Worker: 97
  • EEBC – International Graduate: 97

All the invited candidates under EEBC can now apply with the Immigrations, Refugees, and Citizenship Canada (IRCC) to be nominated in the subsequent Express Entry draws. Their nomination is certain as enter the nomination pool with an additional 600 points added to their previous Comprehensive Ranking System (CRS) score.

The Immigration, Refugees, and Citizenship Canada (IRCC) held its 169th Express Entry draws on December 9, after a gap of two weeks. The draw is historic for the fact that Canada surpassed the “100,000 ITAs for Canada PR” milestone even before the end of 2020. The actual tally of ITAs issued so far now stands at 102,350. 

 

Express Entry draws allows for the flexibility of inviting any foreign skilled workers with/without a job offer or without any Canadian work experience to apply for permanent residence.

Quick Highlights on 169th Express Entry Draw

1 Draw Size Remains At 5,000 ITAs: As in the previous Express Entry draws, IRCC issued 5,000 invitations to apply (ITAs) for permanent residence in Canada. 

Candidates who qualified for three immigration programs – the Federal Skilled Workers Program (FSWP), the Federal Skilled Trades Program (FSTP) and the Canadian Experience Class (CEC) – were eligible to be nominated in the December 9th draw. 

We are anticipating the draw sizes to remain more or less the same in 2021 since:

 

  • The exuberant target of welcoming over 200,000 new immigrants each year through economic-class programs. 
  • The reduced refugees intake temporarily is replaced with more number of immigrants intakes under the economic class immigration

 

2 Minimum CRS Remains The Same: Express Entry is not a Visa type but a profiles management system for federal immigration programs and specific provincial nominee programs. 

Every registered profile in the Express Entry pool is evaluated using a Comprehensive Ranking System (CRS). This ranking system factors in the core human capital like age, work experience, education, and skills in English or French. 

The profiles are scored upon a maximum of 1200 points. 

December 9 Express Entry draw maintained the same level of qualifying CRS as 469 from the previous draw. 

A recent update in CRS evaluation allows Canada to favour more bi-lingual candidates (proficiency in English and French) to qualify for Canada PR through Express Entry. 

 

3 Tie-break rule: More than one candidate may end up with the same CRS score. Here is where IRCC uses its tie-break rule to rank a particular candidate higher. 

The timestamp used in the latest draw was June 4, 2020, at 22:26:05 UTC in order to receive an invitation.

This meant that all candidates with a CRS score above 469 before the selected date and time were eligible to receive an ITA in this invitation round. 

We have noticed that IRCC is clearing the Express Entry pool by inviting candidates who failed to get invitations earlier and now had a good chance of getting invited.

Express Entry Draws in 2020

Canada has now issued a total of 102,350 ITAs for permanent residence so far in 2020 as against its allocated target of 91,800 ITAs.

A recent report from Statistics Canada outlines the performance of international students in Canadian Institutions in the period before forced online learning became the temporary alternative. It pegged the past enrolment rate in post-secondaries in Canada at three times the rate of domestic students.

1)International student enrolments more than triple within a decade: If the figures were to be true, in a span of ten academic years from 2008 to 2018, enrolments for international students tripled from 101,000 to more than 318,000.

Minister Appears Before Parliamentary Committee On The Canadian Immigration System 

A Standing Committee of Canadian Parliament recently convened a meeting with Immigration Minister Merco Mendicino as part of a study on the effect Coronavirus has had on Canada’s Immigration System. 

 

They took questions from members of parliament on the Standing Committee, reaffirming the recovery of the immigration system.

Minister Mendicino exclaimed a 232% year-on-year increase in the processing of applications under the Provincial Nominee Program (PNPs) which saw a 232% year-over-year increase.

The minister responding to a question on the future of immigration said that the government will continue to apply policy flexibilities to minimize the disruptions caused by the pandemic, including those that affect the Caregiver Program. Positions in healthcare and other essential services are being prioritized over other areas, which does not necessarily mean that hospitality sector positions are being ignored.

 

He also assured the members of the committee that Canada is validating the feasibility of offering a pathway to permanent residence for workers who are contributing to essential parts of the economy. Occupations like doctors, pharmacists, nurses, and other support workers will be prioritized. 

 

Canada has already opened up an immigration option for asylum seekers working in healthcare. The government would look to temporary workers and students next.

 

Responding to a question on the expiry of a post-graduate work permit visa, Mendicino said, “No international student is going to be removed by virtue alone of having an expired visa. We will allow for a period of time for them to restore that status.

Canada Introduces Online Citizenship Test

After eight months of cancelling the offline citizenship test due to forcible lockdowns, Canada will soon conduct the test online. 

According to data from the IRCC, close to 85,000 eligible candidates are awaiting to take the test, as on September 7. Candidates who had their citizenship tests cancelled owing to the pandemic as well as those who are on the waiting list will be given preference. 

The proposal for the online citizenship test is being implemented on an experimental basis. Only after proofing its efficacy will Canada look to offer the online services to more citizenship applicants.

Canada Citizenship Test Format

The candidates need to confirm their identity through submission of personal information. Once done, the applicants have at least 21 days to complete the test at a convenient time. The system will monitor the response of candidates using a webcam throughout the duration of the test. 

 

Eligible candidates can take the Canada Citizenship test online in any of the two official languages: English or French. Just like the offline exam pattern, the online Canada Citizenship test will have 20 choice-based questions, which need to be answered within 30 minutes. 

 

A total of 75% marks are needed to qualify for the test, i.e., the candidates must answer at least 15 questions correctly out of the total of 20 questions. All the questions are expected out of topics like the history of Canada, Politics, Economy, Geography, Laws, rights, and responsibilities of a Canadian citizen. 

 

Note: There is no test for English or French proficiency to obtain Citizenship.
