Canada’s Latest Express Entry Draw Results – February 28, 2024

Immigration, Refugees, and Citizenship Canada (IRCC) conducted its first Express Entry draw of the week, releasing the latest Express Entry draw results. The draw, which took place on February 28, 2024, issued 1,470 Invitations to Apply (ITAs) in a general or all-program draw for eligible candidates from all three Express Entry-managed programs.

Candidates required a minimum Comprehensive Ranking System (CRS) score of 534.

Express Entry is a system designed to manage immigration applications. Furthermore, it accelerates the processing of applications. This is for economic immigration candidates applying under three programs. These programs are the Federal Skilled Worker Program, the Canadian Experience Class, and the Federal Skilled Trades Program.

In 2023, Canada conducted 19 all-program draws, 5 draws for Provincial Nominee Program (PNP) candidates, and 6 draws for French speakers. Furthermore, there were 3 draws for healthcare occupations. Additionally, there were 2 draws each for STEM occupations, skilled trades, transport jobs, and agriculture and agri-food occupations. To round out the year, there was a Federal Skilled Worker draw.

Latest Express Entry Draw Results Review

Fast forward to 2024, and Canada has already conducted eight draws. Among these, five were all-program draws, one was for French language proficiency, and two were for specific occupational categories.

This draw follows three others that occurred between February 13-16th. On February 13th IRCC held its second general draw of the month, inviting 1,490 candidates who had a minimum CRS of 535. These were followed by two targeted draws for healthcare and agriculture and agri-food occupations, which required candidates to have a CRS score of at least 422 and 437 respectively.

Canada invites 3,500 Healthcare Professionals with CRS 422 and above in the Latest Express Entry Draw!

The IRCC has issued 3,500 invitations exclusively for healthcare professionals in the 2nd Express Entry Draw 284 this week. The focus for this draw was mainly on healthcare occupations with a  minimum Comprehensive Ranking System (CRS) score of 422 and above.

Just a day before, on February 13, the IRCC held its previous draw, an all-program EE draw that resulted in the issuance of 1,490 ITAs for qualified candidates in a general draw or the all programs draw with a minimum CRS score of 535 from all the three Express Entry programs.

The first healthcare draw of 2024 is this one! It displays a notable decline in its CRS cut-off score and continues from 13th Feburary’s general draw. This is probably because category-based draws only choose the best applicants from a single category within the Express Entry pool.

Marc Miller Takes Over From Sean Fraser As Canada’s Immigration Minister

On the 26th of July 2023, Justin Trudeau, the prime minister of Canada welcomes Canada’s new Immigration minister, Marc Miller as the new member of the parliament for Ville-Marie-Le Sud-Ouest –Île-des-soeurs in Montreal, Quebec.

Former minister of immigration, Sean Fraser is now elected as the new minister of Housing, Infrastructure, and Communities. Marc Miller has now progressed from being a minister of Crown-Indigenous Relations and taken over from Sean Fraser.

Canada Immigration

Marc Miller – New Immigration Minister of Canada

Marc Miller was born and raised in Montreal. He graduated from the Université de Montréal in Political Science and his law degree from McGill University. He was a practicing lawyer and also served as an infantry soldier in the Canadian Armed Forces before entering into politics. Miller was first elected to Canada’s Parliament in 2015.  He also has authored articles on constitutional and human rights law.

In 2017 Minister Marc Miller delivered a statement in the House of Commons in Mohawk. He has been a strong advocate for increased federal investment in affordable housing, public transit, and the Canada child benefit for the welfare of Canadian citizens.

Why Canada Changes its Immigration Minister

Every two years prime ministers of Canada shuffle their cabinets. The reason for conducting a shuffle results in replacing poor-performing ministers, promoting people who have done a good job by the prime minister, and providing an opportunity to restructure their policies and public communications. These cabinet ministers are responsible for their respective departments of the executive branch of the government in the areas of their purview.  This is also to emphasize the government’s economic priorities. The last big cabinet shuffle happened on October 2021 followed by the federal election that year. The minister of Immigration is responsible for Immigration, Refugees, and Citizenship Canada (IRCC) which also includes passport services, immigration, and temporary residence.

Canada is expecting 1.45 million newcomers within the next 3 years as this is a mandate set by the Government of Canada which is overseen by the Liberal Party. The immigration policy s likely to change if a new political party wins the election. In such a case, Minister Marc Miller as a member of the Liberal Party will continue with the mandates set by the federal government. For more news and updates, get in touch with CanApprove!

Canada Announces New Work Permit for U. S. H1-B Visa Holders

As things stand, H1-B specialty occupation visa holders from the United States are now eligible to apply for work and reside in Canada. Canada launched a website that invites highly skilled immigrants or H1-B visa holders of the United States to apply and work in their country. This new scheme focuses on tech workers holding an American H1-B visa. This is the first time that a country has generated an immigration program based on another country’s immigration system.

This new scheme allows 10,000 work permits which are considered beneficial for Indians hugely on H1-B visas in the US. With that being said, over 70% of H1-B visa recipients every year are from India. This scheme was introduced by Canada’s Immigration Minister, Sean Fraser, on 27th June 2023.

It aims at improving the labor mobility in North America. This measure impacts a large number of workers in high-tech industries both in Canada and the United States and their family members.

Why Canada wants US H1-B, visa holders?

It is thin on the ground to invite immigrants from other countries to work and reside. However, Canada’s immigration department entirely relies on the American Immigration system. The reason why Canada targets H1-B visa holders is because of the problems these visa holders face in the US.

The US H1-B visa is tied to employment and if any H1-B visa holder loses his/her job, they only have 60 days to find a new employer with visa sponsorship or leave the country. Indians who hold H1-B visas live with uncertainty even if they have a job because of the country-based green card quota system.

By observing these challenges faced by people, Canada implemented this scheme that became beneficial to the H1-B visa holders who face struggles in the US. On the contrary, Canada’s way to getting permanent residency is relatively easy. The US H1-B visa holders in Canada will be able to switch to the Canadian PR program.

What does the scheme offer?

The scheme offers the following to US H1-B visa holders:

  • The US H1-B visa holders can get an open work permit in Canada.
  • This open work permit allows applicants to reside, study, or work in Canada for up to 3 years.
  • Applicants do not require a job offer or acceptance from a Canadian college to apply for the scheme.
  • The spouses and dependents of the application will also be allowed to reside, work, and study for 3 years under the program.
  • This scheme is likely to run for 1 year or till the quota of 10,000 applicants. It does not include family members of the primary applicant.

Elon Musk, The CEO of Tesla Motors, stated that Canada’s scheme is a smart move. Canada is fundamentally schlepping off on the American Immigration system’s efforts in picking the world’s best talent to allure them to its country. For all US H1-B visa holders, this could be the right opportunity for you! If you’re looking for more information and guidance connect with CanApprove right away!

Canada held yet another Express Entry draw on 12th July 2023

Canada held its latest round of Express Entry invitations on the 12th of July, 2023. The Immigration, Refugees, and Citizenship Canada (IRCC) invited 3,800 candidates in a French language category-based draw with a minimum score of 375 in the Comprehensive Ranking System (CRS).

Check Your CRS Scores

The Express Entry draws are conducted at regular 2-week intervals. The IRCC issued 3,800 invitations to apply for permanent residency in Canada in the new category-based Express Entry draw to Francophone candidates. Some of the factors that the IRCC determines are the timing, frequency, CRS score cut-off, and many other factors including the labor market and the economy of Canada.

Express Entry Results of 11th July 2023

On the 11th of July, the IRCC invited 800 candidates in an all-program draw. For candidates to get invited through this draw, they must require a minimum CRS score of 505 which is higher than the 3 category-based selection invitations yet lower than the 511 CRS score required for candidates in the draw conducted on the 4th of July 2023.

Rounds of Invitations

The IRCC conducts different rounds of invitations every year. The three main rounds of invitations are the General round of invitations, program-specific rounds of invitations, and category-based rounds of invitations.

1. General Rounds of Invitations

The IRCC invites the highest-ranking candidates in the Express Entry pool on any one of the 3 programs held by the Express Entry. The 3 programs are:

  • Federal Skilled Worker Program
  • Federal Skilled Trades Program
  • Canadian Express Class

2. Program-specific Rounds of Invitation

In the program-specific rounds of invitation, the IRCC invites applicants eligible for a particular Express Entry program relevant to the Provincial Nominee Program.

3. Category-based Rounds of Invitation

In the category-based Express Entry Draws, Canada’s Immigration Minister, Sean Fraser, implemented a category to meet a specific economic goal. With this, the IRCC invited the highest-ranking applicants in the pool who are suitable for the targeted category.

Express Entry Round of Invitations

The Immigration, Refugees, and Citizenship Canada (IRCC) pulls efficient candidates into the pool using a credit-based system called the CRS score calculator. The process of inviting candidates by the IRCC goes like this:

  • The IRCC chooses the type of draw.
  • It decides the number of candidates to be invited to apply.
  • Then, the IRCC picks out the highest-ranking candidates and,
  • Sends out the invitations to apply.

Provincial governments pick candidates who have work experience in an occupation that is potentially required within the province. Most PNP streams pick out candidates who are in occupations such as healthcare, agriculture, and technology because of the labor shortages in these employment sectors. These category-based selection rounds will endure throughout the year along with the general invitation rounds and new announcements in the upcoming weeks. Five of Canada’s provinces have nominated candidates through PNP this week

British Columbia, Alberta, Quebec, Manitoba, & PEI invite candidates in this week’s PNP results

Immigration is collective ownership when it comes to Federal and provincial governments. The Provincia Nominee Program allows provincial governments to pull in economic immigration candidates who are befitting to economically establish within the nominated province. Provincial governments pick candidates who have work experience in an occupation that is potentially required within the province. Most PNP streams pick out candidates who are in occupations such as healthcare, agriculture, and technology because of the labor shortages in these employment sectors.

Pnp-finder-1

The IRCC acquired a similar approach and has begun holding category-based selection draws for Express Entry applicants on a federal level. On 28th June 2023, IRCC invited the first 500 Express Entry candidates based on their healthcare occupations. Around 1500 will be invited on the 5th of July along with a draw for applicants in Science, Technology, Engineering, and Mathematics (STEM) occupations during the same week.

Provincial Immigration Results June 23rd – 29th 2023:

1. Quebec

Quebec does not have a PNP. It has a specific agreement with the federal government that offers the province to pick all of its economic immigrants. Applicants in Quebec for permanent selection were invited to apply on the 22nd of June by the Ministry of Immigration, Francization, and Integration. Candidates are expected to score a minimum of 626.

2. British Columbia

British Columbia holds draws every week on Tuesdays. On the 27th of June, the province invited more than 180 BC PNP applicants by draws. The largest draw was a general draw that also include tech occupations. 130 candidates were invited from the Skilled Worker, International Graduate, Entry-Level, and Semi-Skilled streams. The Minimum Skills Immigration Registration System (SIRS) score ranged from 109 for international graduates to 106 for Skilled Workers and 87 for Entry-level and Semi-Skilled candidates.

3. Alberta

Alberta published results for 3 draws under the Alberta Advantage Immigration Program (AAIP) that happened between June 20 and June 22. Albert sent NOIs to 125 candidates on the 22nd of June in the family connection and primary occupation in demand with a CRS score not less than 306. Candidates are selected based on work experience for occupations in demand and already have their family living in the province such as parents, siblings, or spouse.

4. Manitoba

Under a special measure for Ukrainians affected by the ongoing unrest, Manitoba invited 49 people who must meet specific eligibility criteria for the Skilled Worker Overseas pathway of the Manitoba Provincial Nominee Program (MPNP). The holders of Canada-Ukraine Authorization for Emergency Travel (CUAET) working in Manitoba for almost 6 months under any occupation may be eligible to apply under the Skilled Worker in Manitoba Pathway.

5. Prince Edward Island (PEI)

Prince Edward Island invited 90 candidates on 29th June to apply under its labor and Express Entry categories PEI tends to hold draws probably every two weeks by focusing on applicants either with a local job offer, graduates from a PEI institution, and candidates in the Express Entry pool as well.

The category-specific draw for STEM professionals to start from July 5 – IRCC

Perceiving the demand and potential for STEM professionals, the Canada Express Entry system has now been reformed to provide an adequate trail for highly skilled people who come under STEM occupations. Canada considers STEM occupations pivotal as it aims at meeting the significantly growing demand for skilled talent that drives to contribute to Canada’s economic growth.

Announcement of the First STEM Round of Category-Based Selection

The Honourable François-Philippe Champagne, Minister of Innovation, Science and Industry, announced the first STEM round of category-based selection under the Express Entry. He quoted,

“One of Canada’s greatest strengths is its ability to attract talent. This new STEM-focused category-based selection round will support our science and technology sector and its workforce, by attracting even more of the skilled talent that companies need to drive innovation and realize their growth potential. Combining its unparalleled ability to attract talent with the innovative capacity of its entrepreneurs, Canada is the best place in the world to start and scale a technology company.”

Find Course

He also stated that the Category-based selection is set to open during the week of 5th July. This draw will focus on candidates with STEM expertise, including occupations like Data scientists, software developers, programmers, mathematicians, statisticians, and actuaries, electrical and electronic engineers.

This announcement has set a landmark in Canada’s commitment to pulling in top global talent and establishing its position in research, development, and innovation. It also conforms to the efforts and recruitment of the Canadian government to raise the STEM workforce concerns and builds on the recent launch of the Tech Talent Attraction Strategy.

How STEM Professionals Contribute to the Economic Growth

The Honorable Sean Fraser, Minister of Immigration, Refugees, and Citizenship stated, “Canada’s ability to remain at the cutting edge of science, technology, engineering and mathematics depends largely on our country’s ability to recruit top talent from around the world. I’m excited to announce this STEM category-based selection round with my colleague, Minster Champagne, which will increase access to permanent residence for skilled workers with STEM experience. We look forward to welcoming these talented and innovative newcomers to our country.”

By announcing the STEM category-based selection, he mentioned that the category-based choices will help address labor needs that contribute to the economic goal. These category-based selection rounds will endure throughout the year along with the general invitation rounds and new announcements in the upcoming weeks. Canada’s first Category-based Express Entry draw extends invitations to healthcare professionals in the upcoming week

Immigration, Refugees, and Citizenship Canada (IRCC) launched the introduction of new selection categories for Express Entry applicants. This week, It held the first ever category-based express entry draw that extended invitations for healthcare professionals as well. Moreover, these categories are highly dependent on the candidate’s occupation and  work experience in a particular in-demand field.

Pnp-finder-1

IRCC states that these new categories were chosen based on labor market information that also include projections and input from stakeholders across the country. These categories aim at supporting Canada’s economic concerns and facilitate francophone immigration outside of Quebec

The new categories chosen for 2023 are:

  • Healthcare occupations
  • Science, Technology, Engineering, and Math (STEM) occupations
  • Trade and Transport occupations
  • Agriculture and agri-food occupations
  • French Language proficiency

The categories mentioned above are in-demand and considered important to build a strong economy and labor for Canada. Besides this, Healthcare and STEM stand out from the crowd for the number of eligible occupations,

Healthcare Occupations

One of the important causes for labor shortages in Canada is the low birth rate and aging population. Statistics prove that 9 million Canadians will turn 65 by 2030. This will result in high demand for the healthcare system in the coming years. By addressing this, IRCC is prioritizing immigration candidates with healthcare experience who could help fill the 144,500 vacant positions in the healthcare and social assistance sector, accounting for 17.7% of all unfilled jobs as of March 2023 (Statistics Canada).

Some of the eligible occupations for the new category-based draws come under the healthcare category that also include:

  • Audiologists and speech language pathologists
  • Dentists
  • Dieticians and nutritionists
  • General practitioners and family physicians
  • Kinesiologists and other professional occupation in therapy and assessment
  • Medical laboratory assistants and related technical occupations
  • Medical laboratory technologists
  • Medical radiation technologists
  • Medical sonographers
  • Nurse aides, orderlies and patient service associates
  • Nurse practitioners
  • Nursing coordinators and supervisors
  • Occupational therapists
  • Optometrists
  • Physician assistants, midwives and allied health professionals
  • Physiotherapists
  • Psychologists
  • Registered nurses and registered psychiatric nurses
  • Respiratory therapists, clinical perfusionists and cardiopulmonary technologists
  • Specialists in clinical and laboratory medicine
  • Specialists in surgery
  • Veterinarians
  • Massage Therapists

STEM Occupations

The demand for STEM occupations, especially in fields like Information, Communications, and Technology (ICT) industry is immensely growing. According to the ICT report Information, Communications and Technology industry revenues reached an estimated $242 billion in 2021.

Canada is called the Artificial Intelligence (AI) hub with 1,032 AI and machine learning companies. Invest in Canada reports that Canada ranks fourth for its global competitiveness in AI implementation, innovation, and investment.

However, the retirement rate and fast technological advancements create a skill gap in the labor force causing employers in Canada to hire less qualified candidates which decreases in business growth.

The occupations listed in the category-based draws that come under STEM are:

  • Architecture and science managers
  • Business systems specialists
  • Civil Engineers
  • Computer and information systems managers
  • Computer systems developers and programmers
  • Cybersecurity specialists
  • Data scientists
  • Database analysts and data administrators
  • Electrical and electronics engineers
  • Industrial and manufacturing engineers
  • Information systems specialists
  • Mathematicians, statisticians, and actuaries
  • Software developers and programmers
  • Software engineers and designers
  • Web designers

IRCC states that it will be ranking candidates using the Comprehensive Ranking System (CRS) and those applicants with higher scores are  most likely to receive an Invitation to Apply for permanent residence.
