1,034 Express Entry Candidates Receive Nominations Under Ontario Skilled Trade Stream

Ontario Immigrant Nominee Program (OINP) held its newest Express Entry Skilled Trades draw on April 26. The latest OINP draw issued 1,034 invitations to apply for provincial nominations to eligible Express Entry profiles that qualified under the Ontario Skilled Trade stream.

Ontario invited Express Entry candidates whose Comprehensive Ranking System(CRS) scores range between 300 and 461 in this provincial draw. All the interested candidates are evaluated and assessed out of 600 points based on their core human capital like age, work experience, language proficiency, and education among others.

Eligible candidates with qualifying CRS scores get invitations to apply for provincial nominations from OINP, as in this case, it is under the Ontario Skilled Trade Stream. Typically, candidates with work experience in skilled trade occupations like Heavy-duty equipment technicians, Industrial electricians, Plumbers, Welders, Construction electricians, HVAC technicians, etc. may get nominated.

Additionally, any profile registered in the federal Express Entry pool and receiving a successful provincial nomination is eligible for an additional 600 CRS points, making a total of 1200 points. This will effectively guarantee an invitation to apply for Canadian permanent residency in upcoming federal Express Entry draws.

Ontario Skilled Trades Stream Opens PR Pathways for CEC Candidates

Ontario Skilled Trades Stream linked to the Express Entry pool offers an alternate pathway to Canadian permanent residency via Federal Skilled Worker Program (FSWP) and Canadian Experience Class (CEC) candidates.

Issuing invitations for permanent residency is the exclusive domain of the federal government. A provincial nomination may, however, fast-track the total time taken to receive an invitation to apply for Canada Permanent Residency.

How to Qualify for Ontario Skilled Trades Stream?

In order to receive provincial nominations under the Ontario Skilled Trades Stream:

  • Candidates need to be living in Ontario with a valid work permit.
  • They also need to have a minimum of one year of full-time work experience or the equivalent of part-time work.
  • They must have completed this work experience in the province in a skilled trade listed in Minor Group 633 or Major Group 72, 73, or 82 under Canada’s National Occupational Classification (NOC).

In Canada, Prince Edward Island (PEI) launches Occupations in Demand Stream under PEI Provincial Nominee Program (PNP). This new stream is inclined to welcome Nurse aides, Truck drivers and more in-demand occupations on the island province.

  • Nurse aides, orderlies, and patient services associates (NOC 3413)
  • Transport Truck drivers (NOC 7511)
  • Construction trades helpers and labourers (NOC 7611)
  • Light duty cleaners (NOC 6731)

The Occupation in Demand Stream, which comes under the PEI PNP Workforce Category, aims to fill its workforce. Employers in Prince Edward Island can recruit workers from inside and outside Canada.

Who is eligible to apply?

The launch of Occupations in Demand Stream comes with a set of eligibility requirements:

  • Must have a full-time or non-seasonal permanent job offer from PEI employer from 4 occupations.
  • have 1-year work experience related to the job offered in PEI
  • be 18 to 59 years old
  • completed a secondary school Diploma

Latest Express Entry Draws Issues 829 Invitations for Canada PR Exclusively for Provincial Nominees

Immigration, Refugees, and Citizenship Canada (IRCC) held a new Canada Express Entry draws on April 27. The federal department issued another record-breaking 829 invitations to provincial nominees or PNP candidates to apply for Canada PR. The latest Express Entry draws targeted domestic temporary workers or skilled workers in the federal pool who already received provincial nominations.

The increased Express Entry draw size resulted in a lower qualifying CRS score of 772. Candidates in the Express Entry pool successfully obtaining provincial nominations are eligible for a bonus of 600 CRS points, effectively getting invited to apply for permanent residence.

Since September last year, IRCC has only held Canada Express Entry draws for PNP candidates, ignoring Federal Skilled Worker, Federal Skilled Trades, and Canada Experience Class candidates. However, IRCC may resume Express Entry Draws for FSWP & CEC in ‘early July’ of 2022.

All the registered profiles are then assessed and ranked based on a Comprehensive Ranking System (CRS).

Such profiles are evaluated on a total of 1200 points. The human capital criteria like

  • age,

  • work experience outside Canada,
  • language proficiency in English/French,
  • spouse adaptability,
  • Canadian study experience, etc. are considered for evaluation purposes.

In absolute terms, Canada made about 156,000 permanent residence decisions between January 1st and March 31, 2022. In addition, IRCC processed over 100,000 work permit applications in the first quarter of 2022, about 50 per cent more than the same period last year.

Latest Manitoba PNP Draws Invites 303 including Express Entry Profiles for Canadian Immigration

The Manitoba Provincial Nominee Program (MPNP) held a new set of Canadian immigration draws on April 21. The latest Expression of Interest (EOI) Manitoba PNP draws led to 303 new Letters of Advice to Apply (LAA) for provincial nominations. It may further lead to obtaining a Canadian permanent residency.

The prairie province of Canada invited a mixed pool of on-shore as well as off-shore immigration candidates. They qualified for various Manitoba PNP immigration streams while some were also registered under the Canada Express Entry pool to apply for provincial nominations.

Here are the results from the latest draw:

  • Skilled Workers in Manitoba – 201 invitations with a minimum EOI score of 707;
  • Skilled Workers Overseas – 61 invitations with a minimum EOI score of 708; and
  • International Education Stream – 41 invitations with no EOI score requirement.
  • Additionally, about 46 invitations went to candidates registered in the federal Express Entry pool.

What are EOI Manitoba PNP Draws?

An Expression of Interest or simply EOI is another fancy word for your online profile. MPNP maintains a pool of eligible candidates who are willing to receive provincial nominations and qualify for Canada PR.

An EOI profile must not be mistaken to be an application for Canadian immigration itself. The profile is evaluated and assessed for 1,000 points based on core human capital, mainly work experience, education, and language proficiency.

The validity of the EOI profile registered for nominations under any Manitoba PNP draws is one year. Any eligible skilled worker, either on-shore or off-shore, may expect LAAs for provincial nominations.

Latest British Columbia PNP Draw Issues 175 Invitations to Apply for Canadian Immigration

The latest round of British Columbia PNP draw held on April 19 resulted in about 175 new invitations to apply for Canadian immigration. The westernmost province simultaneously held three separate provincial draws in addition to the general provincial nominee program draw to apply for Canadian immigration.

The eligible candidates included foreign workers and international students who were already registered under the Skills Immigration (SI) and Express Entry BC (EEBC) provincial nominee program streams.

The first general British Columbia PNP draw issued a total of 147 invitations to apply for provincial nominations that could eventually result in Canada permanent residency. Candidates with the minimum provincial scores between 77 and 125 points only received invitations. They include Skilled Workers, recent International Graduates or Entry Levels, and Semi-Skilled workers.

Active profiles in the federal Express Entry pool also received invitations to apply for Canadian immigration under this Provincial Nominee Program draws.

The second occupation-specific British Columbia PNP draw targeted three specific occupations:

  • 20 early childhood educators (NOC 4214) with scores of at least 70;
  • 07 healthcare professionals with scores of at least 70;
  • about five animal health technologists and veterinarians (NOC 3114 and NOC 3213) with scores ranging between 70- 78.

The provincial nominee program’s Skills Immigration Registration System (SIRS) manages applications under the two skilled immigration programs. Registration and profile assessment based on education, work experience, and language skills form the core selection criteria.

Permanent Residency in Canada via Provincial Nominee Program

The “two-step migration” process is now the most preferable pathway for economic-class immigrants to apply for Canadian immigration.

Eligible candidates may qualify for a temporary resident visa and gain work experience in Canada. Based on their Canadian work experience, they may apply for permanent residence either through the provincial nominee program or Canada Experience Class (CEC).

Recent statistics show that the share of those admitted within the provincial nominee program is at 46% and the share of those landing via CEC increased from 8% to 19%, in 2015.

The provincial nomination from British Columbia is valid for approximately six months from the date of confirmation.

During this time period, you can apply with IRCC under the Provincial Nominee Class and receive an invitation to apply for permanent residence through fortnightly Express Entry nomination draws. You may receive an additional 600 points under the Comprehensive Ranking System (CRS) of the Express Entry system.

In fact, the recent Express Entry draws targeted a record-breaking 787 candidates with prior provincial nominations. All the invites had a minimum CRS score of 782. It meant that they required only 185 points to score on CRS to qualify! The remaining 600 points were to be added automatically for receiving provincial nominations.

IRCC Plans to Restart FSWP Express Entry Draws by “Early July”

Minister Sean Fraser held a media conference announcing more certainty for Canadian immigration candidates. Among major announcements relating to immigration, FSWP Express Entry draws are expected to resume by July.

Federal Skilled Worker Program (FSWP) offers a direct pathway to Canada permanent residency without prior work experience or education in Canada. Any skilled professional with enough hours of work experience and Canadian equivalent education can apply. Canada favors the entry of skilled professionals like Nurses, Software Engineers, Civil Engineers, Web Developers, Accountants, Data Analysts, or Financial Planners to qualify under FSWP Express Entry draws.

Additionally, Immigration, Refugees, and Citizenship Canada (IRCC) will issue open work permits to the immediate family members included in a principal applicant’s permanent residence application who are outside of Canada.

Canada is also keen on retaining more international student graduates to offer them permanent residency. Immigration, Refugees and Citizenship Canada (IRCC) will extend open work permit for up to 18 months to all Post-Graduation Work Permit (PGWP) holders whose visa expires between January and December 2022.

IRCC Processed More Immigration Applications

IRCC cut Express Entry backlogs by more than half since September 2021. It was then, that IRCC stopped inviting CEC profiles to apply for Canada permanent residency. From nearly 112,000 people in September 2021 to 48,000 in March 2022, the number of permanent resident decisions has doubled in the first quarter of 2022 compared to the same period in 2021.

Canada Express Entry Draws During the Pandemic

While a provincial nomination is not the same as a permanent residence, it can increase one’s chances of obtaining Canada permanent residency status.

FSWP was the main source of foreign skilled immigrants to Canada until recently when IRCC decided to focus on inviting and processing CEC & PNP candidates. IRCC had not held even a single FSWP Express Entry draws in 2021. Canada Express Entry draws have relied on Provincial Nominee Programs (PNP) only since September last year.

All the recent Express Entry nominees had a successful provincial nomination and were already registered in the Express Entry pool. For instance, in the latest Express Entry draws, Canada invited 787 PNP candidates to apply with CRS scores of at least 782.

Provincial nominees with active Express Entry profiles are awarded 600 points over and above their usual Comprehensive Ranking System (CRS) score. This may guarantee an invitation to apply for Canada permanent residency in upcoming PNP-specific Express Entry draws.

New Brunswick’s pilot project employs 80 Internationally Educated Nurses and plans for large recruitment ahead!

80 Internationally Educated Nurse (IEN) have been recruited through a recruitment program in New Brunswick, Canada. And 150 more nurses are all set to migrate and work through this program in the next 12 months. Furthermore, the federal government is actively planning to bring in more IENs to increase their workforce and develop the healthcare system.

New Brunswick’s Health minister Dorothy Shephard has made it clear that this move will increase the workforce to suffice the shortages of nurses. This program works with a coalition of provincial departments such as Health and Post-Secondary Education, Training and Labour, and New Brunswick’s Department of Employment and Social Development of Canada. The program is considered successful, with many internationally educated nurses interested in New Brunswick’s recruitment program.

This program supports nurses with immigration, employment, and eligibility requirements. Post-Secondary Education, Training, and Labour Minister Trevor Holder expressed delight and said it was encouraging to see many new nurses hired through the program.

Changes in the working hours for the nurses, an increase in the hours has come into effect. This move by NB will open more opportunities and interest from IENs to serve the people of New Brunswick.

Who are Registered Nurses?

Internationally educated nurses from other countries can apply to become Registered Nurses or Licensed Practical Nurses to work in New Brunswick and other provinces. IENs can become professional nurses in Canada who come under any of the three groups:

  • Registered Nurses (RN) – NOC Code: 3012
  • Licensed Practical Nurses (LPN) – NOC Code: 3233
  • Registered Psychiatric Nurse (RPN) – NOC Code: 3012

With the necessary eligibility requirements set by the Association of New Brunswick, IENs can apply, practice nursing, and settle in Canada. With the help of the IEN navigation service, it can take between 12 to 24 months to become Registered nurses in New Brunswick.

Manitoba PNP Invites 278 Candidates including Express Entry to Apply for Canada Immigration 

The Manitoba Provincial Nominee Program held a new set of immigration draws on April 07, the details of which were released recently. The province issued 223 new Letters of Advice to Apply (LAA) for Canada immigration.

The prairie province of Canada, Manitoba invited a mixed pool of on-shore as well as off-shore candidates qualifying across various Manitoba PNP streams and some registered under the Canada Express Entry pool to apply for provincial nominations. 

Here are the results from the latest draw:

  • Skilled Workers in Manitoba – 156 invitations with a minimum EOI score of 739;
  • Skilled Workers Overseas – 33 invitations with a minimum EOI score of 683; and
  • International Education Stream – 34 invitations with no EOI score requirement.
  • Additionally, about 30 invitations went to candidates registered in the federal Express Entry pool. 

All the invited Canadian immigration applicants are now one step closer to obtaining permanent residency from Immigration, Refugees, and Citizenship Canada (IRCC).

Qualify for Apply for Canada Immigration through Provincial Nominee Program

Interested applicants are required to register their Expression of Interest (EOI) with the province. Further, the registered profile is evaluated and ranked out of 1,000 points for their human capital factors such as age, education, work experience, language proficiency, as well as their connections to the province. 

This will potentially qualify them for receiving LAAs through the Skilled Workers in Manitoba, Skilled Workers Overseas streams, or International Education Stream. 

Skilled Worker Overseas Stream for Off-Shore Candidates

The Skilled Worker Overseas Stream (SWO) includes both a dedicated Canada Express Entry Pathway and a direct provincial pathway.

Priority is given to Immigrant Applicants with close family connections, or language proficiency, training, and experience to find jobs quickly 
  1. a) Manitoba Express Entry Pathway: For international candidates who have an active Canada Express Entry profile & wish to qualify for provincial nomination. However, having a successful provincial nomination will guarantee an invitation to apply for Canada immigration by virtue of 600 additional CRS points.
  1. b) Human Capital Pathway: For international skilled workers with skills, training, and experience in one of Manitoba’s In-Demand Occupations. 

Skilled Worker in Manitoba Stream for On-shore Candidates

The Skilled Worker in Manitoba Stream (SWM) is based on the specific needs of Manitoba employers. 

  1. a) Manitoba Work Experience Pathway: For applicants currently working in Manitoba on temporary work permits, through the Temporary Foreign Worker Program, or as international graduates from any province. 
  1. b) Employer Direct Recruitment Pathway: For applicants from overseas with job offers from approved Manitoba employers.

Qualify for Provincial Nominations if You Studied in Manitoba 

The International Education Stream (IES) is dedicated to international graduates from Manitoba colleges and universities. The criteria to work for at least six months in their field before applying for an MPNP nomination no longer apply here. 

It has three pathways:

  1. a) Career Employment Pathway: Completed a one-year or longer course from an eligible post-secondary Manitoba institution and have a full-time job offer in a Manitoba In-Demand occupation related to the completed degree. 
  1. b) Graduate Internship Pathway: Masters and Doctoral degree holders who have completed Mitacs Accelerate or Elevate internships can apply for nomination through internships even without a job offer in the province.
  1. c) Student Entrepreneur Pathway: Completed a two-year or longer course from an eligible post-secondary Manitoba institution and have six months of business operation experience in Manitoba. The best part is no specific minimum personal net worth requirement is mandated.

Canada Express Entry Draws: 787 Provincial Nominees Invited to Apply for Canada PR

Immigration, Refugees, and Citizenship Canada (IRCC) held a new Canada Express Entry draws on April 13. The federal department issued 787 invitations to eligible candidates to apply for Canada PR. All the invited candidates in this Express Entry draw were domestic temporary workers or skilled workers who already had a provincial nominee certification. 

OVERVIEW OF 220th EXPRESS ENTRY DRAWS

Record-breaking Draw Size 787 invitations to apply for Canada PR. 
Lower Express Entry Cut-off  The minimum CRS score required was 782. 

Automatic addition of 600 points to their base human capital score, candidates effectively required only 182 points to qualify. 

Tie-break rule applied?  IRCC applies the tie-break rule to avoid disputes in the rankings under the express entry system. This is particularly helpful in cases where two or more candidates end up with the same CRS score. 

No tie-break rule was applied. 

Express Entry draw size declined even though the qualifying CRS score was reduced to 782, reduced by 3 points compared to the previous draw. The interesting thing to note here is that provincial nominees in the Express Entry pool receive an additional 600 CRS points. This guarantees them an invitation to apply for permanent residence in Canada. 

Since September last year, IRCC has only held Canada Express Entry draws for Provincial Nominee Program (PNP) candidates. Highly-skilled worker candidates under Federal Skilled Worker, and Canada Experience Class candidates are being ignored for Canada PR nominations. All we know is that Minister Sean Fraser has hinted at resuming Express Entry Draws for FSWP & CEC anytime in the spring of 2022. 

Apply for Canada PR as Provincial Nominees

Immigration aspirants choose Canada because of its direct permanent residence pathway. A PR invitation through the provincial nomination route is not a direct pathway, however, is very effective to secure your chances of applying for Canada PR. 

Canada has decided to cut Express Entry admissions in half for 2022 mainly due to increasing backlogs in the FSWP & CEC applications in the pool. 

Canada will return to normal Express Entry admissions levels by 2024 when it targets the arrival of 111,5000 Express Entry immigrants then.

Additional 600 points are added to eligible candidates in the Express Entry pool by virtue of receiving a provincial nomination. This makes the total evaluation of Express Entry candidates based on 1200 points. The profile is valid for 12 months and can be reviewed every year to maximize the chance of qualifying for Canada PR.
