Canada Immigration for Nurses Prioritized in Latest Provincial Nominee Program Draws from Nova Scotia

Provincial Nominee Program from Nova Scotia released the details of its Labour Market Priorities Stream nomination draws held in February 08. The province seemed to prioritize Canada immigration for Nurses in its new provincial draws.

Nova Scotia Nominee Program (NSNP) issued 278 Letters of Interest to Canada Express Entry candidates having at least 3 years of professional work experience as registered nurses or registered psychiatric nurses. They are expected to fulfil the criteria under the National Occupational Classification (NOC) 3012 to get provincial nominations.

These foreign-trained nurses were expected to have a qualifying Canadian Language Benchmark (CLB) score of 9 in all English or French abilities (reading, writing, listening, and speaking).

The invited candidates have 60 calendar days to submit a complete application along with proof of claimed proficiencies to NSNP for successfully getting their provincial nomination certificate.

Nova Scotia Provincial Nominee Program Targets 25,000 Newcomers Each Year

The Atlantic province attracts foreign talent with specialized skills or occupations that match identified labor shortages. The province also seeks to retain international students after they graduate from any institution in the province.

The Atlantic province now aims to attract 25,000 newcomers per year. With the province’s current immigration retention rate at 71 per cent, the ambitious target seems achievable.

Apart from operating its Provincial Nominee Program to attract skilled immigrants, Nova Scotia also selects eligible candidates through the federal Atlantic Immigration Program (AIP).

British Columbia Provincial Nominee Program Issued 126 Invitations Under New Tech Draws

The British Columbia Provincial Nominee Program (BC PNP) held its third tech draw of 2022. It resulted in invitations to apply for provincial nominations under its new permanent Tech stream.

British Columbia Provincial Nominee Program Tech draw is a fast-track, employer-driven immigration program. It targets international students and in-demand tech workers including engineers to apply for provincial nominations. 

February 01 BC PNP Tech draws nominated 126 such tech workers to eventually qualify for Canada permanent residency. 

The invited candidates must meet the requirements of either Express Entry or Skills Immigration provincial categories to qualify. Both these categories are managed by the Skills & Immigration Registration System (SIRS). Eligible profiles are assessed and evaluated on SIRS based on criteria like age, education, work experience, language proficiency, and others. 

Invited candidates had a provincial score of 80 points and above in this draw. The average qualifying score witnessed in previous draws was 75 points. 

The Provincial Nominee Program gives interested aspirants to live and work in British Columbia and a path to Canada permanent residency in a few years.

Qualify for Upcoming British Columbia PNP Tech Program 

Generally, the Provincial Nominee Program requires eligible candidates to have work experience and a valid job offer. BC PNP Tech program requires immigration candidates to have work experience in one of 29 eligible occupations. 

Some in-demand tech occupations include: 

  • Web designers & developers, 
  • Graphic designers, and illustrators, 
  • Software engineers and designers, 
  • Civil Engineers, 
  • Mechanical Engineers,

So far in 2022, British Columbia has issued 840 invitations to apply for provincial nomination.

Migration to Australia Resumes from February 21 After Two Years of Closed Borders

Prime Minister of Australia Scott Morrison confirmed today the opening of Australia borders to all valid visa holders from February 21 onwards. Over the recent months, Australia gradually relaxed restrictions for long-term residents and international students, reviving skilled migration to Australia in 2022.

Migration to Australia through State Nominations: Foreign-Trained Engineers & Healthcare Professionals in Demand

Now Track Your Canada Family Sponsorship Visa Status Online

True to the announcements made earlier last week, Immigration Minister for Canada Sean Fraser launched a new immigration application tracker for Canada family sponsorship visa. The new online tracker portal will benefit applicants for spousal, common-law, and dependent child sponsorship.

We will also introduce a new Permanent Residence Application Tracker in February 2022 for spouses and dependents, to allow clients to easily access their application information and status online,” a government media release said.

Following the pilot run of digitizing Canada Immigration applications, IRCC reduced the average processing times for spousal sponsorship applicants to 12 months for new applications.

As of December 2021, there were 54,683 spousal sponsorship applicants and 8,848 children and other family class applicants waiting for a decision.

Permanent Residence through Canada Family Sponsorship Visa

Alberta Provincial Nominee Program Sets Qualifying Score of 346 in First Draw of 2022

The Canadian province of Alberta released details of its second draw of 2022 held on January 18. The Provincial Nominee Program draw targeted eligible immigration applicants registered in the Canada Express Entry pool.

The Alberta Immigrant Nominee Program (AINP) issued Notification of Interest (NOIs) to 350 Express Entry candidates to apply for provincial nominations. The western province targeted Express Entry candidates having a higher Comprehensive Ranking System (CRS) score of 346 points than the previous draw. The average qualifying score remains around 300.

All the invited candidates are now one step closer to applying for permanent residence (PR) in Canada through the federal Express Entry system.

Canada PR Through AINP Express Entry Stream 

The federal Express Entry system is an application management database to streamline federal immigration programs for permanent residency to foreign applicants. It manages applicants under four federal programs – the Federal Skilled Worker Program (FSWP),  the Canadian Experience Class (CEC), the Provincial Nominee Program (PNP), and the Federal Skilled Trades Program (FSTP).

Alberta is attracting Chemical Engineers, Metallurgical & Material Engineers, Petroleum Engineers for Canada PR through Canada PNP.

There are two significant advantages of receiving a provincial nomination under AlNP:

  • Qualifying CRS score remains as low as 300, unlike any other provincial draws,
  • Those who receive the provincial nomination will automatically get an additional 600 CRS points added to their overall score.

All the registered profiles receive a score based on the Comprehensive Ranking System (CRS). Candidates get points for factors including their age, education, work experience, language ability in English or French, and others. The varying degree of scores will help the government determine a prospective immigrant to succeed in Canada’s labor market.

It means that candidates are effectively guaranteed an invitation to apply for permanent residence in the upcoming federal Express Entry draw. As a matter of fact, the latest Express Entry draw invited a record 1,070 candidates with prior provincial nominations to apply for permanent residency.

Major requirements to receive provincial nominations under this stream include strong ties to Alberta. It includes family ties or graduation from any University or College in Alberta, or those who can support the government’s economic development and diversification priorities.

Candidates are also required to have adequate work experience in an eligible occupation. The AINP only provides a list of occupations that are ineligible for the stream’s requirements.

The province had already launched a new immigration program to expedite provincial nominations for Canada Express Entry candidates in 2022 & beyond.

According to the population estimates, Alberta welcomes about 40,000 new immigrants every year.

Alberta’s total share of immigrants in Canada is approximately 13 per cent, the third-highest in the country, after Ontario (44.7 per cent) and British Columbia (15.8 per cent).

Canada Express Entry: 1070 PNP Candidates with Cut-Off Score 674 Invited to Apply for Canada PR

Immigration, Refugees and Citizenship Canada (IRCC) held a record-breaking Canada Express Entry draw on February 02. A staggering 1,070 invitations went to PNP candidates to apply for Canada PR. Canada Express Entry Draw 215 targeted domestic temporary workers or skilled foreign workers with prior provincial nominations.

The increased draw size resulted in one of the lowest qualifying scores at 674. Registered candidates with provincial nominations are eligible for the automatic addition of 600 CRS points, effectively guaranteeing them an invite to apply for permanent residence in Canada.

Canada Express Entry Draws in 2022

Express Entry draws for Canada PR reinvented itself right after the pandemic. IRCC is focussing on inviting temporary residents to apply for Canada PR. Such candidates either qualified under Canada Experience Class or under any one of the Provincial Nominee Programs.

A departure from the previous Canada Express Entry draws is noticed. IRCC says 42% of invitations in 2020 went to candidates who had Canadian education, up from 28% in 2019.

Canada Express Entry draws invited nearly 114,431 immigration candidates to apply for Canada PR in 2021. However, since September last year, IRCC has only been holding PNP-only Canada Express Entry draws. All the invited candidates in Canada Express Entry PNP-draw have demonstrated their connection to a province or territory. It is through familial ties, work experience, or study experience in that province or territory.

Experts are of the view that the immigration levels in Canada will only increase in the coming years. In fact, Canada is aiming to admit more than 241,500 economic-class immigrants through the likes of Express Entry, the Provincial Nominee Programs, Quebec immigration, among other pathways in 2022.

Immigration aspirants choose Canada because of its direct permanent residence pathway. A PR invitation through the provincial nomination route is not a direct pathway, however, is very effective to secure your chances of applying for Canada PR.

All the registered profiles are then assessed and ranked based on a Comprehensive Ranking System (CRS).

Such profiles are evaluated on a total of 1200 points. The human capital criteria like

  • work experience outside Canada,
  • language proficiency in English/French,
  • spouse adaptability,
  • Canadian study experience, etc. are considered for evaluation purposes.
Mr. Basheer is in the construction industry with more than 10 years of experience. He entered the Express Entry pool with a CRS score of 140 points. He had also submitted his profile to the Canadian province of Ontario. 

Also, Ms. Basheer never worked or studied in Canada. 

He was soon considered to apply for a provincial nomination. This made his CRS score rise to 740. This is sufficient to receive ITA in this Express Entry draw.

WES Canada Study: High Interest Among Aspirants to Apply for Canada Immigration

In a new survey, over 13,000 prospective immigrants showed strong interest to move to Canada. The World Education Services (WES) Canada survey saw 93 percent of respondents “more interested” in continuing with their plans to apply for Canada immigration despite the pandemic.

The results from the survey are interesting to discuss, especially in the time when Canada is investing over $85 million to improve immigration processing times.

Comparing its previous survey, WES reports no decrease in interest among aspirants to plan for their Canadian immigration between 2020 and till now. In fact, 58 per cent of respondents were interested in immigrating to Canada due to the Canadian government and the health care system’s ability to manage the pandemic. Only 21 per cent of respondents look to delay their plans in light of increasing application backlogs at IRCC and a decrease in jobs in their field.

Canada’s economy improved in 2021 and the country currently has its highest job vacancy rate on record with nearly 1 million available jobs.

IRCC Reduces Processing Time for New Canada Immigration Applications

Canada allocated $85 million in its 2021 Budget to improve immigration services and increase new Canada immigration applications in the coming years. Keeping this in mind, Immigration Minister Sean Fraser in an interview laid out a roadmap for immigrating to Canada in 2022.

Fraser hopes to improve immigration services by returning to processing service standards for study permits, work permits, and permanent resident card renewals by the end of 2022. Using the $85 million budget, his department is also working on systems to reduce processing times for visitor visas and proof of citizenship.

Minister promises to make about 147,000 permanent residence final decisions in the first quarter of 2022 itself. His department is looking at options for Express Entry candidates in Canada who may have to leave their jobs or go back to their home countries while IRCC holds off on draws for certain candidates,

Digitizing Canada Immigration Applications

Canada is sitting on more than 1.8 million backlogs. People waiting on decisions include citizenship applicants, temporary foreign workers, families, students, refugees, and visitors. The Express Entry backlog alone stands at about 119,000 applicants as of December 2021.

Canada will introduce a new Permanent Residence Application Tracker in February 2022 for spouses and dependents, to allow applicants to see their application information and status online.

Minister is confident of reducing the backlogs by digitizing more Canada immigration applications. Here are some initiatives already in place or yet scheduled to be implemented soon:

  • The online application portal will be fully implemented in the spring or summer of 2022. IRCC has achieved some initial success with a pilot run. It allowed average processing times for spousal sponsorship applicants to return to the service standard of 12 months for new applications.
  • The actual anticipated processing times for economic immigration programs are much longer than what it says on the government website. Minister said his department is introducing an improvised online processing times tool to give IRCC clients more up-to-date estimates of how long it will take to process their Canada immigration applications.
  • IRCC is using advanced data analytics to speed up Temporary Resident Visa (TRV) Canada immigration applications, reducing assessment time by 87 per cent.
  • Since April 1, 2020, Canada has sworn in 170,000 new Canadians with the help of online testing, an online application tracker, and virtual citizenship ceremonies.

Interview: Minister Lays Roadmap to Apply for Canada Immigration in 2022 & Beyond

In a recent TV interview, Canada’s Immigration Minister Sean Fraser offered fresh insights on the prospects to apply for Canada immigration. The interview was aired on Prime Asia TV Canada and discussed a number of topics relating to Canadian immigration.

Mr. Fraser spoke on a wide range of immigration topics including the
new mandate letter, current backlogs while applying for Canada immigration, newer avenues for international students to plan their study in Canada, and prioritizing Parents & Grandparents Program (PGP), as he discussed how the federal government is planning to mitigate the impacts of COVID-19 pandemic. 

Currently, Canada has two normal years’ worth of immigration applications in the inventory, but it does not mean IRCC will not consider new applications, reaffirmed Minister. 

Immigration to Canada as Nurse to be Prioritized

Immigration Minister Sean Fraser confirmed plans to allow more foreign health care workers to settle in Canada in the upcoming months. Experts say it will boost opportunities for immigration to Canada as Nurse as there are roughly about three health care workers for every senior in Canada, and the labor shortage issue will only keep growing.

Minister is expecting close co-operation from Canada Provincial Nominee Programs to increase the immigration of foreign-trained Nurses in Canada.

Express Entry Draws & PR Programs for International Students

There’s some work that needs to be done to get there, but I’m committed to doing that work,” Fraser said in reference to the new mandate letter, which calls to find pathways to permanent residence for international students and temporary foreign workers. 

The million-dollar question still remains, ‘when will IRCC resume regular Canada Express Entry draws?’ Immigration, Refugees, and Citizenship Canada (IRCC) have failed to conduct a regular nomination draw since December 2020. This excluded the major category of off-shore candidates who qualify for the Federal Skilled Worker Program (FSWP). Off-late, IRCC is only inviting candidates with prior Provincial Nominations to apply for permanent residency. 

During the interview, Fraser threw light on his department’s intention to resume FSWP & CEC draws for Express Entry soon. He also expressed his interest in exploring simpler permanent residence pathways for international students. 

PGP Stream remains a Challenge

“One of the things that makes PGP the most challenging stream is the demand we have given the spaces that are traditionally available,” Fraser said.

Minister admitted the challenge of accommodating about 200,000 applicants in some 10,000 allowed spaces for the Parents & Grandparents Program (PGP) in any given year. 

Under PGP, Canadian citizens and permanent residents can sponsor their parents and grandparents to immigrate to Canada. Parents and grandparents who are eligible under this program may apply for Canada immigration to obtain permanent residency. Further, doors to apply for Canadian citizenship will also open. 

On the criticism of the present lottery system for the selection of eligible sponsors, Fraser said, “although it does not work out for everyone it does put everyone on equal footing.” Minister is also actively seeking feedback from colleagues to devise a better methodology for PGP applications this year.

Current Backlogs to Apply for Canada Immigration 

A recent internal memo of IRCC referred to the processing time of 20 months for FSWP candidates and about 8 months for CEC candidates. 

Fraser cleared the speculation of everyone having to wait for this long to apply for Canada immigration through Express Entry. Meanwhile, he promised to continue holding Provincial Nominee Program (PNP)-specific Express Entry draws. 

Minister acknowledged Canada’s dependence on foreign skilled workers. He saw 100% of labor force growth in recent years came from foreign workers. However, the issue of slow work-permit processing still remains. 

Minister is confident about addressing the problem with Canada’s $85 million budget to improve the immigration system. Fraser anticipates the Trusted Employer Stream will reduce barriers for employers that have a good track record of hiring foreign workers.

Ontario Held its First Canada Express Entry Skilled Trades Draw of 2022

Ontario Provincial Nominee Program has actively invited eligible candidates throughout January 2022 under various nomination streams. The latest provincial draw held recently on January 27 is Ontario’s first Express Entry Skilled Trades stream draw of 2022. It targeted 1,032 Canada Express Entry candidates to apply for provincial nominations.

Ontario invited candidates who entered the federal Express Entry pool between January 27, 2021 and January 27, 2022. These invited candidates qualified for either Federal Skilled Worker Program or Canada Experience Class program. Additionally, no job offers were required to get the invites under the Skilled Trades stream.

They have 45 calendar days to apply for the provincial nomination.

Among the invited candidates included Technicians in Telecom, Construction & Automobile Industry and Contractors/Supervisors in Oil & Gas, Agriculture Industry. They belonged to skilled trade listed in Minor Group 633 or Major Group 72, 73, or 82 under Canada’s NOC.

Earlier this month, Ontario issued invitations to eligible Nurses, Bankers, and Food Service Managers with active Canada Express Entry profiles to apply for provincial nomination.

Qualifying for Canada Permanent Residency with Provincial Nominee Program

The federal immigration department is solely responsible for issuing permanent residency. A provincial nomination may, however, fast-track the total time taken to receive an invitation to apply for Canada Permanent Residency.

Ontario Immigration Nominee Program (OINP) issues provincial nominations to eligible skilled workers under its famous Human Capital Priorities stream. The province also invites candidates already registered in the federal pool under its Tech draw.

Those with provincial nominations like the one from Express Entry Human Capital Priorities (HCP) stream or Ontario Tech Draw or Express Entry Skilled Trades stream will get preferential treatment to obtain Canada permanent residency.

Quebec Invites Nurses Among 512 Various Professionals for Canada Permanent Residency

Quebec immigration Arrima draw held on January 13 issues 512 invitations to eligible foreign skilled workers to apply for Canada permanent residency. Quebec invites Nurses, Computer Engineers, Technicians, Designers, and Educators for Quebec Selection Certificate (CSQ).

All the invited candidates had already submitted their Expression of Interest (EOI) under the Quebec Skilled Worker Program. They are required to have profiles in the Arrima system for Quebec immigration with scores of at least 602 points to qualify for this draw.

The latest draw is Quebec’s first of 2022. The province invited a total of 3,564 candidates to apply for Quebec immigration through Arrima in 2021 and qualify for permanent residency.

Quebec has returned to the target of welcoming over 50,000 immigrants in 2022 after four years of cutting immigration by 20 per cent. About 65 per cent will arrive through economic-class immigration programs.

Quebec invites nurses regularly and attracts Engineers, Designers, Educators, and international students who are in search of better career opportunities. However, Quebec immigration programs are distinct from federal & other provincial immigration programs to obtain Canada permanent residency.

Quebec Invites Nurses for Canada Permanent Residency 

Arrima system is a dedicated online portal to submit EOI for Quebec immigration under the Skilled Worker Program. It is modelled after the federal Express Entry system.

Under the new EOI system for Quebec immigration, nurses or interested candidates create a profile in Arrima. Equivalent to the Comprehensive Ranking System (CRS) in the federal Express Entry system, candidates are ranked in Arrima based on score which is dependent on factors such as their age, education, proficiency in French, area of training, and work experience.

Technically, an EOI is not regarded as an application but is only a way for interested candidates to notify the Government of Quebec that they would like to be considered for the Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ).

Eligible candidates are invited to apply for a CSQ based on either their scores or other factors such as labor shortages in the province’s outlying regions. Those who apply for and receive a CSQ are required to apply for Canada permanent residency through the federal Immigration Ministry that verifies medical and criminal admissibility.

Latest British Columbia PNP Draw Issues 289 Invitations to Apply for Canada Immigration

The British Columbia Provincial Nominee Program held a new set of provincial nomination draws on January 25. A total of 289 new invitations got issued to apply for Canada immigration. The eligible candidates include foreign workers and international students. They are already registered under the Skills Immigration (SI) and Express Entry BC (EEBC) provincial nominee program streams.

The provincial nominee program of British Columbia held two draws simultaneously on January 25: one general draw and another occupation-specific draw. This has been in practice since February this year.

The first general draw issued a total of 264 invitations to apply for Canada immigration.  Candidates with the minimum provincial scores between 77 and 114 points only received invitations. They include Skilled Workers, recent International Graduates or Entry Level, and Semi-Skilled workers.

Active profiles in the federal Express Entry pool also received invitations to apply for Canada immigration under this Provincial Nominee Program draws.

The second specialist provincial draws targeted two in-demand occupations:

  • retail and wholesale trade managers (NOC 0621), and
  • restaurant and foodservice managers (NOC 0631)

About 25 invitees are eligible to apply for Canada immigration with scores of 114 and above.

The provincial nominee program’s Skills Immigration Registration System (SIRS) manages applications under the two skilled immigration programs. Registration and profile assessment based on education, work experience, and language skills form the core selection criteria.

Permanent Residency in Canada through Provincial Nominee Program

The “two-step migration” process is now the most preferable pathway for economic-class immigrants to apply for Canada immigration.

Eligible candidates may qualify for a temporary resident visa and gain work experience in Canada. Based on their Canadian work experience, they may apply for permanent residence either through the provincial nominee program or Canada Experience Class (CEC).

Recent statistics show that the share of those admitted within the provincial nominee program is at 46% and the share of those landing via CEC increased from 8% to 19%, since 2015.

The provincial nomination from British Columbia is valid for approximately six months from the date of confirmation.

During this time period, you can apply with IRCC under the Provincial Nominee Class and receive an invitation to apply for permanent residence through fortnightly Express Entry nomination draws. You may receive an additional 600 points under the Comprehensive Ranking System (CRS) of the Express Entry system.

In fact, the recent Express Entry draws targeted a record-breaking 1,036 candidates with prior provincial nominations. All the invites had a minimum CRS score of 745. It meant that they required only 145 points to score on CRS to qualify. The remaining 600 points were to be added automatically for receiving provincial nominations.

British Columbia has issued over 11,000 invitations to apply for Canada immigration in 2021. The province is only expected to increase its intake levels in 2022.
