Exclusive Interview: Minister Discusses Canada Express Entry Reforms

Immigration Minister was in Toronto to speak at Collision, one of the world’s largest technology conferences. There he gave an exclusive interview to CIC News discussing various changes in the Canada Express Entry system and creating more immigration pathways for foreign workers and students.

Canada-immigration-news

Minister discussed the new Bill C-19 which is currently in consideration in the Senate. The new bill, if passed, will allow Canada to invite Express Entry candidates based on an economic goal.

The new authorities would allow IRCC to include selection factors that would support Canada’s labor needs based on sector, region, and language competencies. The minister said that in doing so, Canada would be able to select more immigrants who are already primed for success in the labor market.

The goal is really to maximize the contribution that a newcomer can make in their communities so they’re set up for success when they arrive, but also that they’re going to meet the needs of the community where they’re going to reside,” Fraser said.

I expect we’re going to see a potential increase of retention rates have opened up because people are coming in where they know they have opportunities because that was the basis of their invitation to apply.”

All-Program Canada Express Entry Draws Resume from July 06

Canada is also resuming FSWP draws from July 06.

Immigration, Refugees, and Citizenship Canada (IRCC) paused Canada Express Entry invitations to apply (ITA) for permanent residence to Federal Skilled Worker Program (FSWP) and Federal Skilled Trades Program (FSTP) candidates in December 2020 amid the pandemic.

One of the latest reports from World Education Services (WES) suggests strong demand for FSWP draws. Most candidates who are eligible to qualify under it will go ahead with the Canadian immigration process despite the uncertainty created by the pandemic.

Since September 2021, ITAs for Canada PR were also stopped for Canadian Experience Class (CEC) candidates. The return to all-program draws from July 06 will be welcome for FSWP, FSTP, and CEC candidates alike.

How to apply for PR via Canada Express Entry?

Eligible candidates upload need to create an online profile on the official website. The profiles are then awarded scores based on the Comprehensive Ranking System (CRS). It factors in human capital characteristics such as age, education, language skills, and work experience.

When all-program draws resumes, IRCC is expected to invite those profiles with the highest CRS scores to apply for permanent residence.

Job Vacancies In Canada Sees Record-High In 2022

Finding a job in Canada is deemed prosperous as the latest report from Statistics Canada saw job vacancies climbing to 957,500 in the first quarter of 2022. The largest job vacancies in Canada are in the healthcare and social assistance sectors, along with the construction, manufacturing & retail trade sectors.

PNP News

At the national level, Canada saw the pool of unemployed people shrinking as job vacancies grow. In statistical terms, the unemployment to job vacancy ratio was 1.2 in the first quarter, down from 2.3 in the same quarter of 2020.

First-quarter (Q1) in Canada constitutes the months of January, February, and March.

Healthcare Sector in Canada Continues to Have High Job Vacancies

The health care and social assistance sector reached another all-time high at 136,800 vacancies. The construction sector is also seeing record high numbers of vacancies. In Q1 2022, Canadian construction employers were seeking to fill 81,500 vacant positions.

Job vacancies in Canada are continuing on an upward trend in the manufacturing and retail trade sectors. Finding a job in Canada in manufacturing peaked at 87,400 last quarter, and retail trade employers were seeking 114,600 jobs.

Job vacancies in Canada in the professional, scientific, and technical services sectors saw a little change than in previous years as employers were looking to fill 68,800 positions.

Yet, Canadian employers are facing significant hiring challenges

Despite the record-high job vacancies in Canada, there were nearly 34 newly hired employees for every 100 job vacancies. By comparison, in Q1 of last year, there were about 48 new hires for every 100 vacancies, and 82 in the first quarter of 2016 when comparable data first became available.

Canada is finding innovative ways to address the lack of skilled talent through immigration.

About 1 million new immigrants will be nominated for Canada PR under various economic-class programs including the Express Entry system and Provincial Nominee Programs over the next three years.

Thousands of foreign skilled workers, entrepreneurs, and international students will benefit from these immigration-friendly measures.

Unemployment Rate Fell Across the Three Immigrant Cohorts

Earlier in May 2022, Statistics Canada made a few other observations with respect to the unemployment rate among Canadian immigrants. The results are likely to boost immigration to Canada in the near future:

  • PR immigrants within the last five years: The unemployment rate fell to 7.8 per cent among immigrants, compared to 8.3 per cent in April.
  • Immigrants who gained PR between 5 to 10 years ago: fell to 5.8 per cent compared to 6.3 per cent in March.
  • Immigrants who gained permanent residence 10 years ago or more: It stood at 4.6 per cent in April compared to 4.8 per cent in March.

Best Time to Plan Your Immigration to Canada

Amid pandemic disruption to international mobility, immigration to Canada kept unemployment rates low by increasingly converting the status of temporary residents located in Canada to permanent residents.

With increased economic activity in Canada on the rise, eligible skilled workers will now be targeted to fulfil the increased job vacancies in Canada and qualify for permanent residency.

Express Entry Latest Draws Invites 636 Provincial Nominees to Apply for Canada PR

Immigration, Refugees, and Citizenship Canada (IRCC) held Canada Express Entry draw 225 on June 22. The federal department issued 636 invitations to provincial nominees to apply for Canada PR in the Express Entry latest draws.

study-abroad

The draw size in the latest Express Entry draw 225 is the second largest since March. The lowest-ranked candidate had a score of 752 points and a tie-breaking rule was also applied in this Express Entry latest draws.

IRCC applies the tie-break rule to avoid disputes in the rankings under the express entry system. This is particularly helpful in cases where two or more candidates end up with the same CRS score.

OVERVIEW OF EXPRESS ENTRY DRAW 225
Record-breaking Draw Size 636 invitations to apply for Canada PR.
Rank Required to be Invited to Apply 752nd or above
Higher Express Entry Cut-off Minimum CRS score required was 752.

Automatic addition of 600 points to their base human capital score, candidates effectively required only 152 points to qualify.

Tie-break rule applied PNP-linked Express Entry profiles submitted before April 19, 2022, at 13:45:45 UTC were considered.

The Express Entry latest draws target domestic temporary workers or skilled workers in the federal pool who already received provincial nominations.

Anybody with work experience in popular in-demand occupations like Health, Business, Finance, Sales, or Engineering/IT has a good chance of qualifying for Canda PR.

Another major development concerning Express Entry is in its final stages of discussion in the Canadian Parliament. It will allow IRCC to issue target occupation-specific nomination draws which was not the case earlier.

Is It the end of PNP-specific Express Entry Draws?

Immigration Minister Sean Fraser revealed in a recent conversation with CIC News that his department is “tentatively” looking to resume all-program draws on July 6.

This is possible with the overall improvement in Express Entry application backlogs at 31,603 compared to 40,889 profiles at the end of April.

IRCC had withheld all-program draws since the beginning of 2021. Canada fulfilled most of its Express Entry annual targets by issuing invitations to candidates with prior provincial nominations or Canadian experience.

Furthermore, since September 2021, IRCC is only issuing Canada PR invites to PNP profiles registered in the federal Express Entry pool.

Although all-program draws could resume in two weeks, it may not be the end of PNP draws forever. IRCC will continue to hold PNP-specific nomination draws to support the economic development of regional Canada.

Will Express Entry CRS Score Go Down?

As of June 6, 2022, the number of candidates in the Express Entry pool is most with CRS ranging between 351-400, followed by those profiles with CRS 451-500.

Candidates in the Express Entry pool with provincial nominations are eligible for a bonus of 600 Comprehensive Ranking System (CRS) points, effectively getting invited to apply for permanent residence in nominations draws as the latest Express Entry draws.

IRCC has a history of surprises with dropping the CRS score to mere 75 points and inviting up to 27,332 candidates to apply for Canada PR on 13th February 2021.

Canada is pursuing one of the most ambitious immigration levels in its history. The country is targeting to welcome 411,000 in 2022, and 421,000 in 2023. Over 60% of the said target will be achieved through economic-class programs like Express Entry & Provincial Nominee Programs. This is most likely to decrease CRS requirements to qualify.

IRCC is also set to resume all-program Express Entry draws from July 2022 which will invite eligible candidates for PR from the Federal Skilled Worker Program (FSWP) and the Canada Experience Class (CEC). This could lower the qualifying CRS requirement.

How to Apply for Canada PR via Express Entry?

Immigration aspirants choose Canada because of its direct permanent residence pathway. A PR invitation through the provincial nomination route is not a direct pathway, however, is very effective to secure your chances of applying for Canada PR.

Canada has decided to cut Express Entry admissions in half for 2022 mainly due to increasing backlogs in the FSWP & CEC applications in the pool. However, intake levels will increase up to 111,500 by 2024.

Any prospective candidate who seeks to obtain permanent residence in Canada must register on Canada Express Entry online portal.

All the registered profiles are then assessed and ranked based on a Comprehensive Ranking System (CRS).

Such profiles are evaluated on a total of 1200 points. The human capital criteria like

  • age,
  • education,
  • work experience outside Canada,
  • language proficiency in English/French,
  • spouse adaptability,
  • Canadian study experience, etc. are considered for evaluation purposes.

The latest British Columbia PNP draw nominations are valid for approximately six months from the date of confirmation.

During this time period, you can apply with IRCC under the Provincial Nominee Class and receive an invitation to apply for permanent residence through fortnightly Express Entry nomination draws. You may receive an additional 600 points under the Comprehensive Ranking System (CRS) of the Express Entry system.

In fact, the recent Express Entry draws targeted 932 candidates with prior provincial nominations. All the invites had a minimum CRS score of 796. It meant that they required only 196 points to score on CRS to qualify! The remaining 600 points were to be added automatically for receiving provincial nominations.

As of June 6, 2022, the number of candidates in the Express Entry pool is most with CRS ranging between 351-400, followed by those profiles with CRS 451-500. This shows it is very easy to reach the 196 points mark!

Major Policy Changes & Skilled Immigration to Australia Expected To Improve Following Election

Australia elected its 31st Prime Minister on May 23, 2022, following the Parliament majority secured by the Australian Labor Party. A new Minister for Immigration, Citizenship, and Multicultural Affairs is also appointed following the 2022 federal elections.

Canada-immigration-news

As a result, immigration experts expect policy changes based on the Labor Party’s liberal stance on skilled immigration to Australia and related issues.

In the run-up to the last election in 2019, the Labor Party declared that it aimed to overhaul key areas in Australia’s work visa program, however, it couldn’t be continued as the Coalition Party won the election.

Expected Changes in Skilled Immigration to Australia

The new Australian government may streamline the permanent and temporary migration programs, providing pathways to permanent residency and citizenship for visa holders working under successful arrangements and those that have priority skills that are in shortage in Australia.

Many foreign nationals under existing and future visa programs will likely benefit from a more streamlined process and pathway to Australian permanent residency.

The immigration department may also plan to reform the regional migration program to encourage skilled migrants to take up jobs in rural and regional locations only where skill gaps exist.

Moreover, the government is also keen on reducing the exploitation of temporary overseas workers. They could bring in adequate protection under Australian workplace law for them to get paid in accordance with Australian standards.

Western Australia has already opened state nominations to Overseas Skilled Workers & Graduates in over 330 occupations. Learn more about it here.

IRCC Shows Improvement In Express Entry Canada Immigration Application Backlogs

Canada remained highly committed to meeting its record immigration level of over 400,000 new permanent residents even during the pandemic, and now experiencing high Canadian immigration application backlogs.

Canada-immigration-news

Despite an improvement in Express Entry backlogs along with Quebec skilled workers and PNP inventory, the overall Canadian immigration application has grown by nearly 260,000 persons over the past month. Immigration, Refugees, and Citizenship Canada (IRCC) backlogs have grown to 2.4 million persons.

While the reason for the rise in Canada immigration application backlogs is multiple, the recent spike is due to a significant increase in the temporary residence application.

Economic-Class Under Express Entry Stays Strong

The inventory of the three Express Entry programs has improved over the past month. It stands at 31,603 persons compared to 40,889 at the end of April.

The Canadian Experience Class (CEC) inventory is 6,088 persons, compared to 7,522 persons on April 29.

The Federal Skilled Worker Program (FSWP) inventory is 25,081 persons compared to 32,883 persons.

The Federal Skilled Trades Program (FSTP) inventory is 434 persons compared to 484 persons in late April.

IRCC may soon go back to its pre-pandemic service standard of processing most Express Entry applications within six months.

The inventory of Quebec skilled workers has declined to 27,146 persons compared to 32,130 in late April.

The Provincial Nominee Program (PNP) inventory has also declined to 68,221 persons compared to 72,194 persons.

So, is now a good time to apply for Canadian immigration, despite the bulging backlogs? Get your profile analyzed by our immigration experts today.

Canadian immigration is still going strong. It has reinvented itself temporarily to specifically target immigration aspirants with prior Canadian work/study experience. About 42 per cent of invitations in 2020 went to candidates who had Canadian education, up from 28% in 2019.

IRCC is resuming Express Entry draws to target Federal Skilled Worker Program (FSWP) & Canada Experience Class (CEC) candidates. Usually, Canadian immigration application under FSWP belongs to off-shore aspirants with no prior work/study experience in Canada.

Canada has even publicly declared its intention to increase the mass immigration of skilled workers, and international students in 2022 & beyond to settle there permanently.

Australian Visa Application Backlogs To Be Prioritized To Improve Skilled Immigration

In an attempt to rebuild the immigration-friendly status of Australia, the Australian immigration minister has ordered the Department of Home Affairs to fast-track Australian visa applications. This is mostly aimed at addressing the shortage of skilled talents.

Australia-immigration

The new minister for Immigration, Citizenship, Migrant Services, and Multicultural Affairs, Andrew Giles declared the clearing of a backlog of Australian visa applications a priority.

Processing outstanding visa applications is a priority for the Australian government. I have raised my concerns with the current state of visa processing with the Department of Home Affairs, and we are committed to ensuring that visa applications are processed in a timely manner,” said the new minister.

The previous government did not publish data on the number of applications for skilled worker visas. However, the total number of skilled temporary visa holders in Australia has fallen from a peak of 195,000 in 2014 to 96,000 in 2022.

The priority of the new government is to make the skilled migration system more accessible and responsible.

Australia PR Open to Overseas Skilled Workers & Graduates

Commencing in the 2022-23 program year people residing overseas are now eligible to be considered for Western Australia (WA) State nomination. Receiving state nominations can open doors for immigration to Australia.

The invitations to apply for WA state nomination will be decided via the ranking system. The regional government will give preference to applicants who are:

  • International graduates from any institution in Western Australia, OR
  • with work experience in over 330 occupations, AND
  • currently residing in WA, followed by those residing in Australia, and then those residing overseas.

Why Apply for Immigration to Australia?

Australia is among the immigration-friendly developed nations that received a record of overseas applications to study and work in the country before the pandemic.

With the dangers of the COVID-19 pandemic receding away, the new Morrison Government calls for increasing permanent skilled migration numbers. The cause to increase immigration to Australia post-pandemic is reflected well in Australia’s federal budget for 2022-23

The Australian government has fixed the 2022-23 permanent migration program ceiling at 160,000 places.

Here are a few advantages of qualifying for immigration to Australia:

  • Subsidized healthcare & education for immigrants

As of June 6, 2022, the number of candidates in the Express Entry pool is most with CRS ranging between 351-400, followed by those profiles with CRS 451-500.

Candidates in the Express Entry pool with provincial nominations are eligible for a bonus of 600 Comprehensive Ranking System (CRS) points, effectively getting invited to apply for permanent residence in nominations draws as the latest Express Entry draws.

IRCC has a history of surprises with dropping the CRS score to mere 75 points and inviting upto 27,332 candidates to apply for Canada PR on 13th February 2021.

Immigration, Refugees, and Citizenship Canada (IRCC) in a press release makes major reforms in the parents and grandparents Super Visa. The reforms is based on Bill C-242 which is currently making its way through Parliament.

study-abroad

The new reforms will come into effect from July 04, 2022:

  • The length of stay for Super Visa holders will be increased to five years per entry into Canada from the previous two years per entry.
  • People who currently have a Super Visa also have the option to request to extend their stay by up to two years while in Canada. This could allow current Super Visa holders to stay in Canada for up to seven consecutive years.
  • Canada’s Immigration Minister will have the authority to designate international medical insurance companies to provide coverage to Super Visa applicants in the future. Previously, candidates were forced to buy medical insurance only from a Canada-based company.

“… The enhancements to the super visa program allow family members to reunite for longer in Canada, which helps everyday Canadian citizens and permanent residents succeed and contribute to society…” said Canada’s Immigration Minister Sean Fraser.

About the Parents and Grandparents Super Visa – Canada Family Sponsorship 2022

The Parents and Grandparents Super Visa is a multi-entry visa that is valid for up to 10 years. According to IRCC, Canada issues approximately 17,000 Super Visas per year.

Alternatively, Super Visa is offered as an alternative to the Parents and Grandparents Program (PGP).

Applicants under PGP may even obtain permanent residency. Further, doors to apply for Canadian citizenship will also open.

Prior to the pandemic, IRCC was exploring other ways to manage the PGP. as the demand to sponsor parents and grandparents far exceeds the number of spots. In a given year, IRCC receives interest from some 200,000 sponsors but offers some 20,000 immigration spots through the PGP.

Who can apply for the Super Visa?

Parents or grandparents of Canadian citizens and permanent residents may be eligible to apply for the Super Visa. The applicants may be required to meet specific conditions set forth by the visa office through which they will be applying.

It is important to note that no dependents can be included in this application. Only parents or grandparents, together with their spouses or common-law partners, may be included on an application for the Super Visa.

Who is eligible to become a sponsor for Super Visa?

Any child or grandchild who is already a Canadian permanent resident or a citizen may be eligible to become a sponsor for the Super Visa.

The sponsors for parents and grandparents super visa will need to prove that their household meets the required minimum necessary income. This proof may consist of the following documents:

  • Notice of Assessment (NOA) or T4/T1 for the most recent tax year;
  • Employment Insurance stubs;
  • An employment letter including salary and date of hiring;
  • Pay stubs; or
  • bank statements.

Immigration to Canada is also possible with family members such as spouses and dependent children.
