Manitoba reaches 4k provincial nominations in its 100th PNP draw

Manitoba Provincial Nominee Program (MPNP) reached yet another milestone by conducting its 100th nomination draw since the beginning of the program in 2014.

The latest PNP draw held October 8 resulted in 191 invitations for immigration candidates to apply for a provincial nomination for permanent residence. With this, the overall tally of invitations issued by MPNP reached upto 3,671. 

MPNP nomination foreign skilled workers and international graduates through its popular immigration streams: Skilled Workers in Manitoba, International Education Stream, Skilled Workers Overseas, Express Entry-linked stream.

Eligibility Requirements

Skilled Worker in Manitoba must have a full-time permanent job offer from an employer in Manitoba
Skilled Workers Overseas need to have an established connection to Manitoba, like close family ties in the province
International Graduates International students that graduate from any institution in Manitoba may be nominated if they have in-demand skills

People willing to be considered for a nomination by MPNP must be registered under its EOI system. Such candidates are ranked out of 1,000 points which is based on human capital factors like language (English/French skills), education, work experience, Manitoba connections.

Draw Size and Required Provincial Score

The invitations to apply for provincial nomination is popularly known as Letters of Advice to Apply (LAAs). These LAAs are given to eligible candidates provided they have qualified for Expression of Interest (EOI) score for each category. 

In the case of the October 8 PNP draw, the following draw and required EOI score were noted:

Canada and its immigration policies have yet again been recognized at a global level. Canada now ranks No.1 in the most preferred migrant destination global survey conducted by Gallup. 

Gallup, Inc. is an American analytics and advisory company and is widely known for conducting public opinion polls. 

Canada has a long history of immigration and it was given a boost with the coming of Express Entry system in 2015. It was now possible for foreign skilled workers to migrate to Canada without a job offer or a Canadian work experience.

Top 10 most accepting countries for migrants

The survey also ranked the top 10 most accepting countries in the world for migrants in the year 2019. The survey used a Migration Acceptance Index. 

The Migrant Acceptance Index is based on three questions:

  • How the local population felt about migrants living in their country, 
  • How they felt about them becoming their neighbors, and
  • How much do they agree on migrants marrying into their family.

The index was first prepared taking in responses from 140 different countries in 2016 and 2017, which was updated again in 145 countries in 2019. The higher the index score, the better the country is for immigration. 

Almost 94 percent of the Canadian residents said migrants living in their country was a good thing. 95 percent of them felt migrants being in their neighborhood was a good thing. Those who said a migrant marrying into their family was a good thing comprised 91 percent.

Based on the results, Canada ranks on the top followed by Australia at the fourth place and the United States at the sixth. Canada was awarded a whooping 8.46 on the Index out of a possible 9.0. Australia got 8.28 while the US was awarded 7.95 on the index. The index also signifies Canada’s need for immigration to maintain a strong economy. 

In recent years, Canada is also focussing a lot on family immigration programs on par with economic programs, for instance, the Parents and Grandparents program will open from October 13 and the Immigration, Refugees and Citizenship Canada (IRCC) will accept requests for sponsoring immediate family members till November 3. 

Back in 2017, Canada was ranked fourth. However, major improvements in annual allocation targets for both federal and provincial programs, the growing xenophobia in the United States and immigrant-friendly measures by the Justin Trudeau-led Canadian government has helped Canada grab the No.1 spot.

Latest British Columbia invites IT workers under Express Entry and Skills Immigration PNP category

Continuing its nominations streak, British Columbia Provincial Nominee Program (BC PNP) invited 72 immigration candidates in the technology sector to apply for a provincial nomination for permanent residence.  

The nominations in the BC PNP draw held on October 6 were issued through BC Tech Pilot as the province majorly targeted candidates from the Information Technology (IT) sector. 

Such candidates were selected from Skilled Worker and International Graduate subcategories in both the Express Entry BC (EEBC) and Skills Immigration streams.

Eligibility Requirements 

Any candidate willing to secure a Provincial nomination from British Columbia will have to be registered under its Skills Immigration Registration System (SIRS).

The registered profiles are assessed and evaluated based on level of education, work experience, English proficiency and location of employment. Candidates scoring above a particular cut-off Provincial score gets nominated. 

The minimum required score for applicants in October 6 draws was 80. 

 

In fact, the cut-off score seems to be the same since mid-June. 

 

All the nominated applicants will get up to 30 calendar days from the date of invitation to submit their complete application via the BC PNP Online registration system.

If approved, the applicants can use their provincial nomination to apply for permanent residency in Canada. All they have to do is apply with Immigration, Refugees and Citizenship Canada (IRCC) and register for the PNP-specific Express Entry program. 

Express Entry is not a Visa option but a federally managed immigration database to select candidates with/without job offers or Canadian work experience under the three federal programs. 

Any candidate is selected based on their Comprehensive Ranking System (CRS) score which is based out of 1200 points. Candidates with a Provincial nomination may get upto 600 points, thereby effectively guaranteeing a permanent residency in a subsequent Express Entry draws

The current state of nomination draws at BC PNP

All seems quite well at BC PNP. Despite the imposed travel restrictions, BC PNP had already issued over 6,000 nominations to apply for Canada PR in 2020.  

Infact, only a few other provinces such as Ontario, Saskatchewan, Manitoba have been able to issue more provincial nominations this year. 

The month of September was very eventful for BC PNP as it held seven nomination draws. It resulted in inviting nearly 1500 candidates to apply for provincial nominations throughout the month. The province even released its largest nomination draw in 2020 giving away 450 nominations under Express Entry and Skills Immigration category. 

British Columbia Tech Pilot is regarded as a game-changer since its launch in 2017. It is a BC PNP dedicated stream to eligible candidates even with no permanent, full-time job offer but having work experience in one of the 29 in-demand Tech occupations in the province. The province is most likely to extend the pilot program’s validity by another year. Otherwise, it is even considering making it a permanent stream.

Parents and Grandparents Program To Reopen From October 13 To November 3

Diverting its attention to the family immigration program, the Immigration, Refugees and Citizenship Canada (IRCC) will start receiving requests for sponsoring aged dependents under the Parents and Grandparents (PGP) from October 13 which will go on till November 3. 

The PGP program in Canada allows Canadian citizens or permanent residents to sponsor their parents or grandparents to immigrate to Canada, thereby boosting family immigration for a settled social life.

Only interest for sponsoring will be received between October 13 to November 3. IRCC will further scrutiny to select potential sponsors and invite them to formally apply for sponsoring their parents and grandparents to migrate to Canada. The application has to be submitted within 60 days from the date of receiving invitation.  

 

The eligibility requirements to become a sponsor under Parents and Grandparents Program:

  • The person must be a Canadian citizen or permanent resident
  • Financial stability to support sponsored family members for at least 20 years after they become permanent residents.

Easing Income Requirement for Family-class Immigration

Giving relief to certain sections of immigrants- Parents and Grandparents, as well as other family-class immigration sponsors – in the wake of the coronavirus pandemic, IRCC had already eliminated the requirement to meet all the regular income requirements for the 2020. Which means sponsors are not required to meet the necessary income plus 30 percent yet sponsor their parents or grandparents or other dependents to migrate to Canada.

The Minister for Immigration, Marco Medicino earlier tweed, “Now, more than ever, family reunification is an important component of Canada’s immigration system. It plays a key role in attracting, retaining and integrating the best and the brightest from around the world.”

Following the Immigration Levels 2020-2022 plan that was released just a week before the worldwide lockdowns in March, IRCC aimed at 40,000 new immigrants through the parents and grandparents program. Canada will soon release its revised plan for 2021-2023 and it is expected to continue the high immigration levels giving equal importance to economic and family immigration programs.

Canada may open borders to International Students opting to study in Coronavirus-ready Institutions

In a big relief to student communities, Canada will be allowing international students to travel to Canada from October 20, provided their designated-learning institutions are pre-approved for a coronavirus-readiness plan. 

A designated-learning institution is a college/university which is approved by the respective provincial or territorial governments to host international students. Additionally, these institutions must now have a coronavirus-readiness plan approved by the health authorities of their respective place of location.

Canada has also decided to allow immediate family members to accompany students, if necessary. An immediate family member may include spouses and common-law partners, dependents. 

In another press release, the Immigration Minister Mendicino claimed over 53,000 study permits were issued in August. His government had earlier liberalized the post-graduation work permit criteria for existing international students.

This is just the 31st draw of 2020 and the overall tally of ITAs issued is nearing the 80,000 mark. The exact number of ITAs issued in 2020 alone stands at 78, 350 which is a new record in itself considering the unprecedented situation worldwide.

Canada most accepting country for immigrants, ranks above USA, Australia

A recent global study conducted by a private agency shows Canada to be the world’s most accepting country for migrants. 

The survey included over 145 countries and respondents of varying age groups. The outcome was a unanimous choice for Canada as the most preferred destination for immigration in search of better economic and social opportunities. 

Australia emerged as the fourth most preferred destination for migration ranking above the USA which came at the sixth position. The results follow the current political line and the countries’ present immigration policy to welcome migrants to strengthen its economy.

British Columbia issued 450 permanent residence invitations on September 29

Just before the exuberant Express Entry draws, the province of British Columbia held its largest ever provincial nomination draw of 2020. 

Canadian Immigration seems to be picking up steam after the unprecedented travel restrictions since March and its effects on immigration. 

September 29 provincial draw issued 450 new invitations to eligible candidates to apply for provincial nominations. A successful provincial nomination may guarantee permanent residence in Canada.

Express Entry & Skills Immigration Category

This British Columbia Provincial Nominee Program (BC PNP) draw invited Skilled Worker and International Graduate candidates registered under the Express Entry BC (EEBC) and Skills Immigration (SI) streams.

For candidates to qualify under the EEBC category, they will have to register under the federal Express Entry system. Their profiles are duly evaluated and ranked above one and another using a Comprehensive Ranking System (CRS). Prior to holding its largest-ever nomination draw this year, BC PNP also surpassed 6,000 nominations for Canada PR in 2020 in the month of September.  

All the selected applicants will now have up to 30 calendar days from the date of invitation to submit a complete application via the BC PNP Online registration system.

Canada remains committed with 4,200 Express Entry invitations for Canada PR

September ended on a higher note with the Immigration, Refugee and Citizenship Canada (IRCC) conducting its 164th Express Entry draw. 

Express Entry draw is not a visa type but an application management system. Candidates who register their profiles in the system may qualify for nominations. Such nominations for permanent residence in Canada are held under three federal immigration programs- Federal Skilled Workers Program (FSWP), Canadian Experience Class (CEC), Federal Skilled Trades Program (FSTP), subjected to eligibility criteria. 

A select group of candidates with prior provincial nominations may also find themselves eligible to apply for Canada PR alongside the nominated candidates.

Ever since the lockdown was imposed on March 18, IRCC had held specific Express Entry draws targeting only those candidates with provincial nominations or Canadian work experience.  The 164nd Express Entry draw is a departure from usual as it considered candidates belonging to the FSWP category. 

September 30th draw is now the fifth draw since March that considered foreign skilled workers who had not previously lived or worked in Canada, i.e. FSWP category, to apply for permanent residence

Draw Size Remains Same

The draw size in the latest draw remains the same with 4,200 invitations to apply (ITAs) for Canadian permanent residence. Although the draw size went up to 4500 ITAs in February 2020, the constant draw size of 4200 for the last three draws shows how well Canada is committed to increasing the immigration levels in 2021 and beyond. 

Decrease in qualifying CRS by 1 point

Any profile to be registered in the Express Entry pool is assessed and ranked on a Comprehensive Ranking System (CRS). The said ranking system evaluates the registered profiles based on core human capital factors like age, work experience, education and skills in English or French. 

Following the declining trend in the CRS cut-off scores, the latest draw required candidates to have a score above 471 for a successful nomination. The minimum CRS requirement follows a one-point decline from the previously held all-program draw

Often there arises a situation where candidates end up having the same CRS score. Here is where IRCC uses its tie-break rule to rank a particular candidate higher. The timestamp used in the latest draw was March 2, 2020, at 12:37:25 UTC. 

This meant that all candidates with a CRS score above 471 before the selected date and time were eligible to receive an ITA in this invitation round.

Immigration Levels in New Brunswick Likely To Increase

The recently elected Progressive Conservationl Party government of New Brunswick has promised to increase the immigration levels for economic & demographic recovery. 

The policy support to increase immigration levels were proposed soon after the re-election that took place on Monday, September 14. that. It could benefit the newcomers over the next three years.

The current allocation set by the federal Immigration policy for New Brunswick is 7,500 immigrants every year by 2024. However, the Progressive Conservative Party aims to attract 10,000 people to the province per year by 2027. It may be quite possible as even the federal government is about to revise its Immigration Levels Plan for 2021-2023.

The party also aims to bring the francophone immigrants to 33% of the population by 2024. A francophone immigrant is one who lives outside Quebec and for whom French is the first official language in Canada for usage.

The re-elected government is set to increase the population by attracting families to the province while also encouraging them to stay. COVID-19 situation has warranted many unprecedented changes. In a rare occurrence, Canada is expected to announce its updated Immigration Levels Plan for the second time in the same year.  

As a matter of fact, Canada announced its Immigration Levels Plan for 2020-2022 only a week before travel restrictions got imposed in Canada due to pandemic. 

As per the Immigration & Refugees Protection Act (IRPA), the immigration minister is mandated to announce the plan by November 1st each year when Parliament is sitting. As the date coincides with a weekend this year, the announcement will be made sometime in the last week of October.

New Immigration Mandate Letter

In Canada, the set precedent for the Prime Minister is to outline the responsibilities that the respective cabinet members would pursue while the ruling party manages the government.
