British Columbia Holds Two Provincial Draws For Canada PR

British Columbia Provincial Nominee Program (BC PNP) held two new PNP draws on June 08, inviting a total of 373 immigration candidates for provincial nomination.

Since February this year, the province has been conducting two draws together: one inviting candidates from a general pool, and the other targeting a specific occupational group of immigration candidates. 

 

All the 373 invitations invited in the June 08 PNP draws went to the Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of Skills Immigration and Express Entry BC streams.

 

Out of the invited candidates, the first draw issued 323 invitations to candidates having minimum scores ranging between 76  and 93 points and any work experience in any occupation recognized by the province. 

 

The occupation-specific draw targeted retail and wholesale trade managers as well as restaurant and foodservice managers, NOC 0621 or NOC 0631 respectively. A total of 50 invitations were issued to candidates with a minimum score of 110.

 

All these invited candidates have 30 days to submit a complete application through the BC PNP online system. With this draw, British Columbia has now issued a total of 5249 invitations through various BC PNP streams.

How To Receive Provincial Nominations from BC PNP? 

British Columbia offers excellent work opportunities for foreign workers. The provincial program is well-designed to serve the interests of immigrants by providing a chance to apply for permanent residency in a quick time.

Alberta Resorts To Minimum CRS Requirement Of 300 In New PNP Draw

The Alberta Immigrant Nominee Program (AINP) held a new provincial draw on June 5 which resulted in the nomination of 191 Express Entry candidates. They are now eligible to receive an invitation to apply (ITA) for provincial nominations from the province.

As per the provincial release on June 8, all the invited candidates may be eligible to apply for provincial nominations under the Alberta Express Entry stream. Upon successful provincial nomination, they can significantly downsize their efforts to obtain permanent residency (PR) from the federal immigration department. 

With the latest PNP draw, Alberta has issued a total of 2,100 invitations to Express Entry candidates to apply for provincial nominations. According to the federal allocations, the province can issue up to 6,250 nomination certificates in 2021. Owing to travel restrictions, the province temporarily put a hold on draws for the later months of 2020 and later resorted to only inviting candidates who are already in the province. 

Qualify for Canada PR under AINP 

June 5 PNP draw required candidates to have an active Express Entry profile and a qualifying score of at least 300. The previous Alberta PNP draw on May 18 had a slightly higher score requirement of 301. 

To receive a provincial nomination through the Alberta Express Entry stream, candidates must demonstrate: 

  • adequate work experience or job offer in an eligible occupation. Here is a list of non-eligible occupations for the stream. 
  • Indicate a genuine interest in moving to Alberta.
  • Graduation from any institution in Alberta may boost your chances. 
  • Familial ties with existing permanent residents or citizens in Alberta may help.  

Alberta predominantly invites foreign immigrants to apply for provincial nominations under its ‘enhanced’ provincial stream. This would mean that any interested applicants must first register their profile online in the federal Express Entry system

Upon registration, the profiles are evaluated and assigned scores out of 1200 points following the Comprehensive Ranking System (CRS). It is dependent on the applicant’s age, language proficiency, work experience, and education among other factors. 

Getting nominated under an ‘enhanced’ provincial stream is usually considered by such candidates who have a lower CRS score. A successful provincial nominee will automatically get 600 points added to their overall score. If the lowest-scoring candidates in the new Alberta draw receive the nomination, their new CRS scores will be 900, sufficient to receive ITA for Canada PR in a subsequent Express Entry draw.

Minimum CRS Drops To 368 in the Latest CEC-only Express Entry Draw for Canada PR

Immigration, Refugees, and Citizenship Canada (IRCC) held a back-to-back Express Entry nomination draw to apply for permanent residency (PR) on June 10.

Following the practice of alternate PNP-only & CEC-only nomination draws, the 192nd Express Entry draw targeted only candidates who qualified for the Canada Experience Class program. That is to say, candidates are required to have at least one year of experience inside Canada. 

Canada has been prioritizing candidates who are more likely to be already living in the country, since the start of the year. Even so, Canada is yet to make a firm decision on opening its border to international travel, it seems like the restrictions will ease down in phases soon. 

Highlights of June 10 Express Entry Draws:

  1. Larger Draw Size: Canada invited 6,000 candidates with prior work experience in Canada to apply for permanent residency in this draw. The total number of ITAs issued in this draw is closer to the previous CEC-only draw. 

All the invited candidates have already demonstrated their work experience in Canada. More specifically, international graduates, temporary workers have a great chance of qualifying for Canada PR under the CEC immigration program.  

  1. Higher Qualifying Score: Any prospective candidates that seek to register their profile for consideration under the Express Entry system shall be assessed and ranked based on a Comprehensive Ranking System (CRS). 

Such profiles are evaluated on a total of 1200 points and considers human capital factors like age, education, work experience outside Canada, language proficiency in English/French, spouse adaptability, Canadian study experience, etc. 

The 192nd Express Entry draw required candidates to have a qualifying CRS score of just 368. The minimum required CRS score dropped at least 14 points than the previous CEC-only draw

The vast difference in the minimum CRS score between PNP-only & CEC-only draws must be analyzed from the fact that candidates who already have a provincial nomination receive about 600 additional points.

  1. Tie-Break Rule: IRCC applies a tie-break rule to avoid disputes in the rankings in the case where two or more candidates are awarded the same CRS score. This draw invited candidates who had a minimum score of 368 and only if they submitted their Express Entry profile before April 28, 2021, at 05:45:14 UTC.

Express Entry in 2021

IRCC has regularly held Express Entry draws in 2021. Only program-specific draws linked to either Provincial Nominee Program (PNP) or Canada Experience Class (CEC) 

have been held so far, thereby ignoring the candidates who qualified under the Federal Skilled Worker Program (FSWP). This may be largely due to the COVID-related travel restrictions internationally. 

FSWP candidates are mostly foreign skilled workers who do not have work experience inside Canada and do not hold a job offer in Canada. However, they may qualify for permanent residency based on their age, language proficiency, education, and relevant work experience abroad. 

Even amid travel restrictions, Canada is planning to admit record-breaking numbers of new immigrants over the next three years. In 2021 alone, 108,500 new immigrants are supposed to come through Express Entry-managed programs. More than half, 81,713 Express Entry candidates have been already invited to apply for permanent residency.

Biggest PNP-only Express Entry Draw Held by IRCC

Immigration, Refugees, and Citizenship Canada (IRCC) held a new Express Entry nomination draw to apply for permanent residency on June 9.

Canada seemingly continued with its practice of holding alternate PNP-only & CEC-only nomination draws. This is the 191st Express Entry draw which targeted only candidates with prior provincial nominations. A summary of the nomination draw is as below: 

  1. Biggest Draw Size: A whooping 940 candidates with provincial nominations received an invitation to apply (ITA) for permanent residency in this draw. 

The number of ITAs issued is about 440 more than the previous PNP-only draw for Canada PR. 

All the invited candidates have already demonstrated their connection to a province or territory and experience to succeed in the labor market by securing a provincial nomination. Further, they may qualify to receive invitations for permanent residency through the Federal Skilled Worker Program, Federal Skilled Trades Program, or Canadian Experience Class. 

  1. Higher Qualifying Score: Any prospective candidates that seek to register their profile for consideration under the Express Entry system shall be assessed and ranked based on a Comprehensive Ranking System (CRS). 

Such profiles are evaluated on a total of 1200 points and considers human capital factors like age, education, work experience outside Canada, language proficiency in English/French, spouse adaptability, Canadian study experience, etc. Those who receive provincial nominations through ‘enhanced’ PNP streams will get an additional 600 points towards their CRS score. 

The 191st Express Entry draw required candidates to have a higher qualifying CRS score of 711. This is more so because of the additional 600 points getting added to their overall CRS score. In effect, candidates would only be required to score 111 points. 

  1. Tie-Break Rule: IRCC applies a tie-break rule to avoid disputes in the rankings in the case where two or more candidates are awarded the same CRS score. This draw invited candidates who had a minimum score of 711 and only if they submitted their Express Entry profile before February 16, 2021, at 09:06:30 UTC.
Further, let us understand who were eligible in this draw with the help of a hypothetical example: 

Riyaz has never worked or studied in Canada. He is 34 years old and a graduate holding a bachelor’s degree. He has cumulative work experience in the social services sector for six years. His language proficiency scores are 7.5 in listening and 6.5 in every other ability. 

Riyaz entered the Express Entry pool with a CRS score of 333. He was then invited to apply for a provincial nomination by a certain Canadian province which increased his CRS score to 933. Now, he is eligible to receive ITA for Canada PR in this draw. 

Express Entry in 2021

IRCC has regularly held Express Entry draws in 2021. 142 Invitations for Provincial Nominations in the Latest Manitoba PNP Draw

The immigration-friendly Canadian province of Manitoba held a nomination draw on June 7, resulting in 142 Letter of Advice to Apply (LAAs) for provincial nominations.

This pushes the total number to 3,564 invitations to apply for a provincial nomination.

All the invited profiles in the latest draw belonged to three ‘base’ provincial streams and ‘enhanced’ streams under the Manitoba Provincial Nominee Program (MPNP). 

Under the ‘base’ provincial streams, 

  • 95 invitations with a minimum EOI score of 375 went to candidates qualifying for Skilled Workers in Manitoba.
  • 25 invitations with a minimum EOI score of 703 went to candidates qualifying for Skilled Workers Overseas.
  • 22 invitations went to candidates qualifying for International Education Stream. These candidates did not require any EOI score. 

Additionally, the ‘enhanced’ stream picked 13 eligible candidates directly from the federal Express Entry pool. 

Qualify for Canada PR under MPNP

Every Canadian province under their Provincial Nominee Program (PNP) can select a group of desirable immigration candidates without the direct intervention of the federal government, to meet their workforce demand. Further, the province aid in offering permanent residency to interested candidates by issuing provincial nominations regularly. 

Receiving a provincial nomination will expedite the chances of obtaining permanent residency, which is under the exclusive discretion of the federal government. 

Manitoba regularly invites immigrants to apply through one of the following three Provincial Nominee Program (PNP) streams: Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas. To be considered for an invitation, candidates must submit an Expression of Interest (EOI) profile. The registered profiles are then out of 1,000 points for their human capital factors and their connections to the province.

This puts you in a position to receive an LAA through the Skilled Workers in Manitoba and Skilled Workers Overseas streams. These programs are designed to identify immigration candidates who meet its labor market needs for provincial nomination. 

Further, recent foreign graduates who get educated in Manitoba stand eligible to be considered for provincial nomination under the International Education Stream. Thus, there is no EOI score requirement to qualify under this stream. 

Express Entry Candidates Under MPNP

Foreign skilled workers can skip PNP and still obtain permanent residency. That being said, Express Entry candidates who hold a provincial nomination are effectively guaranteed to be invited to apply for permanent residence.

You can obtain up to 600 additional CRS points upon successfully receiving a provincial nomination, such as from MPNP. This award is high enough to allow you to receive an Invitation to Apply (ITA) in an Express Entry draw.

Interestingly, the previous Manitoba draw invited 404 Express Entry candidates to apply for a provincial nomination, which is the highest we have seen in this draw.

British Columbia Held New Tech Pilot Draw: 68 Found Eligible For Canada PR

The details of Tech Pilot nomination draws held on June 01 under the British Columbia Provincial Nominee Program (BC PNP) are out.

British Columbia is said to have targeted 68 eligible candidates who have work experience in the technology and information sector to apply for a provincial nomination. Invited candidates have 30 calendar days to apply for the nomination. Further, a provincial nomination will significantly reduce the applicants’ efforts to obtain permanent residency (PR) as it falls under the exclusive authority of the federal government. 

 

All the invited candidates are expected to meet the requirements of either one of the managed programs by the Skills and Immigration Registration System (SIRS): Express Entry BC or Skills immigration categories. 

 

The SIRS is a point-based system that assesses applicants’ skills and scores them on factors like level of education, work experience, proficiency in English, and location of employment. The candidates are scored out of a maximum of 200 points. 

 

June 01 draws invited candidates from the Skilled Worker and International Graduate sub-categories and having a minimum provincial score of 80 in all categories. 

 

British Columbia Tech Pilot To Become Permanent 

The current pilot is set to expire on June 30, 2021 and it is expected to be renamed and become a permanent immigration program to issue provincial nominations for Canada PR

 

The provincial release read, “Despite the impact of COVID-19, use of the Tech Pilot has continued to steadily increase, with 1,855 tech workers nominated in 2020—an increase of 23 percent over the 1,509 nominated the previous year and a 63 percent increase over the 1,135 nominated in 2018. Since inception, the Tech Pilot has supported more than 6,000 tech workers to be nominated for permanent residency in B.C.

British Columbia has been the most successful province in Canada in inviting the maximum number of foreign immigrants in 2021 to work & settle in the province. So far, the province has invited 4,876 immigration candidates to apply for provincial nominations.

Will Vaccine Passports Likely Affect Your Immigration?

As for the Canadian government, the Public Health Agency Canada (PHAC) has already affirmed that any decision on giving vaccinated individuals certain privileges will be based on reliable scientific evidence, which is yet to be gathered. 

Gauging the general public perception of exclusion by means of immunity passports, a study by Leger360 revealed that about 64 per cent of Canadians would support the introduction of the vaccine passport system. They would agree with their government to introduce a system for proof of vaccination for participation in public gatherings. Further, about 82 per cent of the respondents favor supporting their government to impose proof of vaccination for non-Canadians entering Canada. 

This is also to suggest that vaccine passports could be a possibility in near future. 

Travelling To Canada For Jobs & Study

Fortunately, Canada is allowing essential travellers to enter the country. Those travelling for reasons such as entertainment, tourism are still banned. 

Essential travellers include permanent residents and their family members, certain categories of temporary foreign workers, and international students attending a designated learning institution that has a COVID-19 readiness plan.

Canada is not accepting vaccine passports. However, international travellers are required to undergo a negative COVID-19 test, 72 hours before travelling to Canada. They will also be required to take another test upon arrival in Canada.

While they wait for the test results, those travelling by air are required to quarantine at a government-approved hotel for three nights, at their own expense. Thereon, they can proceed to their final destination where a mandatory 14-day quarantine plan has to be followed. 

This particular step is criticized as being expensive and unfair by the federal COVID-19 panel. However, the panel maintained that there should still be a mandatory quarantine period for incoming travellers.

Moving To Canada: Demand For Healthcare Workers Has Only Increased In Recent Years

A new report released by Statistics Canada towards the end of May 2021, examines the representation of immigrants in nursing and health care support occupations in Canada.

To a matter of delight, the immigrants who arrived in Canada as adults are overrepresented in nursing and healthcare support occupations. It means that foreign skilled workers form a significant part of Canada’s nursing & healthcare support workforce. 

“Nursing and health care support occupations” refers to the occupational groups from the 2016 National Occupational Classification including Professional Occupation in Nursing (Nursing co-ordinators & supervisors, Registered nurses & Psychiatric nurses), Licensed practical nurses, Nurses aides, orderlies, and patient service associates. 

The study analyzed the previous year’s data from 2015/2016 and found that immigrants made up 22 per cent of the total workforce in these occupations.

On numerous occasions, Canada’s immigration Minister Marco Mendicino pointed out the importance of opening up newer immigration pathways because one in every three healthcare workers in Canada were immigrants. His department responded to the demands by opening six new limited-time permanent residency pathways including two dedicated pathways for healthcare workers.  

Furthermore, the demand for healthcare workers has only increased in Canada against the backdrop of the COVID-19 pandemic that has significantly disturbed public health.

Canada PR For Registered Nurse or Other Healthcare Support

Another 1390 Express Entry Candidates Qualify For Canada PR With Two Unusual Canada PNP Draws

The Manitoba Provincial Nominee Program (MPNP) and the Ontario Immigrant Nominee Program (OINP) were seen active between May 27 and June 1, inviting eligible candidates to apply for provincial nominations.

The latest provincial draws seem unusual for the fact that all the invited candidates already had a registered profile in the Express Entry pool. This is to suggest that Canada is expediting towards its target of achieving 80,800 new permanent residents in 2021 only through the provincial programs. 

Canadian provinces cannot give out permanent residency status, but they can help an application along by issuing provincial nominations. Further, the invited candidates may qualify for permanent residency under any one of three federal immigration programs which are managed by the Express Entry system. 

One inherent advantage of receiving a successful provincial nomination before applying for Canada PR under Express Entry is the addition of extra 600 points based on the Comprehensive Ranking System (CRS) to an individual’s Express Entry profile score. This will effectively guarantee their ITA for Canada PR in the regular fortnightly federal nomination draws. 

404 Eligible Candidates Invited By Manitoba

MPNP held the largest draw of 2021 on May 27. It invited nearly 404 candidates registered in the federal Express Entry pool to apply for provincial nomination. 

All the invited candidates were eligible to apply under the province’s Skilled Workers Overseas stream and required to have a minimum Expression of Interest (EOI) score of 601 to be invited.

This provincial draw is unusual because MPNP nominates only a few Express Entry candidates at a time. The bulk of invitations to apply for provincial nominations go to candidates under Skilled Workers in Manitoba, International Education Stream, and non-Express Entry candidates applying under the Skilled Workers Overseas stream.

This signals a shift in preference for more candidates without work experience inside Canada to be eligible for permanent residency.

To receive invitations for provincial nomination under the MPNP, interested candidates need to register an Expression of Interest. Further, the province ranks candidates out of 1,000 points for their human capital factors, as well as their connections to the province. 

Ontario Invites 986 Eligible Candidates in Skilled Trades Draw

OINP held a unique nomination draw on June 01 that resulted in 986 invitations to candidates registered in the federal Express Entry pool. 

Interestingly, all the invited candidates belonged to Skilled Trades Stream and had a minimum qualifying score ranging from 300-379 points.

Ontario’s Express Entry-linked Skilled Trades Stream offers a pathway to permanent residency for Federal Skilled Worker Program and Canadian Experience Class candidates. 

Eligible candidates need to have a minimum of one year of full-time work experience in a skilled trade listed in Minor Group 633 or Major Group 72, 73, or 82 under Canada’s National Occupational Classification (NOC).

British Columbia Decides To Make Tech Pilot Project A Permanent Immigration Program

After analysing the exceptional performance delivered by the British Columbia Tech Pilot project, the province has finally given its acceptance to continue it as a permanent immigration program.

Since its launch in 2017, Tech Pilot has been instrumental in fast-tracking the immigration of eligible foreign workers and international students belonging to specific tech occupations. Through regular weekly draws from the British Columbia Provincial Nominee Program (BC PNP) pool of immigration candidates, the pilot project has played a significant role in the growth of British Columbia’s booming tech sector. 

The release read, “Despite the impact of COVID-19, use of the Tech Pilot has continued to steadily increase, with 1,855 tech workers nominated in 2020—an increase of 23 per cent over the 1,509 nominated the previous year and a 63 per cent increase over the 1,135 nominated in 2018. Since inception, the Tech Pilot has supported more than 6,000 tech workers to be nominated for permanent residency in B.C. 

The current pilot is set to expire on June 30, 2021, and it is expected to be renamed and become a permanent immigration program to issue provincial nominations for Canada PR. 

How To Qualify For Canada PR Through BC PNP Tech Pilot? 

Since the Tech Pilot project is not considered a separate stream or category under the BC PNP, those willing to apply must first create a profile through the province’s online portal, the Skills Immigration Registration System (SIRS).

The SIRS is a point-based system that assesses applicants’ skills and scores them on factors like level of education, work experience, proficiency in English, and employment location. The candidates are scored out of a maximum of 200 points. 

The highest-scoring candidates receive invitations to apply for provincial nominations. It takes them one step closer to obtaining permanent residency in Canada. BC PNP says most applications for provincial nominations are processed within two to three months. 

Additionally, the Tech Pilot only nominates candidates with skilled work experience in selected 29 occupations, as mentioned below.
