Manitoba Issued 4,273 Invitations to PNP Candidates so far in 2020

Manitoba released the results of its 101st PNP draw held on November 5

The draw resulted in 205 invitations to eligible candidates including the candidates from the federal Express Entry pool to apply for provincial nominations. These invitations are called Letter of Advice to Apply (LAAs). With these LAAs, the candidates can apply with the Immigrations, Refugees, and Citizenship Canada (IRCC) to obtain permanent residency.

The Manitoba Provincial Nominee Program (MPNP) invited skilled workers and international graduate through three immigration streams:

Any overseas candidate can apply under the MPNP provided they have an established connection to Manitoba. This can be demonstrated through close family ties or friends in the province, previous experience in Manitoba, or an invitation under one of the MPNP’s Strategic Recruitment Initiatives.

 

In order to be eligible for the Skilled Workers in Manitoba, category candidates must have a full-time permanent job offer from an employer in Manitoba. One biggest advantage for International students to graduate from universities/colleges in Manitoba is that they may also be eligible to apply for provincial nomination under the MPNP. 

After fulfilling the program eligibility, aspiring candidates are required to an Expression of Interest with the MPNP to receive an LAA through the Skilled Workers in Manitoba and Skilled Workers Overseas streams. 

Such registered candidates are ranked out of 1,000 points for human capital characteristics such as their English or French language skills, education, work experience, Manitoba connections, and other factors. The highest-ranking candidates get LAAs.

Improving Credential Recognition for Internationally-Trained Applicants

In order for newcomers to keep their skills up to date so they can rejoin their professions more quickly after arriving in Manitoba, the provincial government is taking adequate steps to reduce barriers to the successful and timely registration of internationally trained applicants to regulated professions.

 

“Regulated professions are responsible for protecting the public interest by ensuring a high standard of professional practice, and our government is working with Manitoba’s 30 regulated professions as the updated act would require them to take steps to improve their assessment and registration process”, said the provincial immigration minister, Eichler, in a media release

 

Some of the 30 self-regulated professions in Manitoba include: 

  • Colleges of Licensed Practical Nurses, Registered Nurses, Pharmacists, Physicians, and Surgeons, 
  • the Manitoba Dental Association, 
  • Chartered Professional Accountants Manitoba, 
  • Manitoba College of Social Workers and 
  • Manitoba Veterinary Medical Association.

The Annual Report to the Canadian Parliament on Immigration: Good News For Aspiring Immigrants!

Alongside the revised Immigration Levels Plan for 2021-2023 unveiled last week, Canada’s government also released its Annual Report on Immigration. 

The report which was submitted to its Parliament provides an overview of the latest immigration developments in Canada. It is exciting to know that our claims on showing that everything is right with Canadian immigration are resounding in the report.

Let’s discuss four such highlights from the report: 

#1 Nearly 200,000 immigrants arrived under the economic class in 2019

Canada welcomed almost 200,000 immigrants under the economic class programs for Skilled Workers, Caregivers, Business, Atlantic Immigration Pilot, and Provincial Nominee Programs. Nearly 90,000 arrived through Express Entry in Canada. The same is expected to reach 100,000 candidates through Express Entry in 2020.

Most Express Entry candidates in 2019 landed in major provinces such as:

  • Ontario (71%),
  • British Columbia (17%), and
  • Alberta (8%)

“Nearly 60% of new permanent residents in Canada come under economic class programs. This will remain the case under the 2021-2023 Immigration Levels Plan.” 

Overall, last year was good for Ontario, Manitoba, Saskatchewan, Alberta, and British Columbia as it attracted a good number of immigrants to apply for provincial nominations through PNP. As per the conventions, a provincial nomination is a guaranteed ticket to obtain permanent residence in Canada. 

 

#2 Canada welcomed over 1 million newcomers in 2019

Most newcomers in Canada arrive on a temporary basis and have a good chance to obtain permanent residency, thanks to its liberal immigration policies.

#3 Canada is welcoming more Francophone immigrants

Following a change in evaluation criteria of the Comprehensive Ranking System (CRS), Canada can target more francophone or french-speaking immigrants outside the Quebec region. 

Any registered profile in the federal Express Entry pool is evaluated based on CRS criteria, majorly – age, education, language proficiency in English or French, and work experience.

Based on the recent update, Canada aims to achieve its Francophone immigration target of 4.4% of newcomers settling outside of Quebec by 2023.

#4 Family Immigration is also a priority

Canada is faced with dual demographic shock: an aging population and low birth rate. At the same time, the country is also looking for immigration to strengthen its economy. Thus, Family Immigration is as important as Economic-Class Immigration to Canada. 

The annual report showed the progress that Immigration, Refugees, and Citizenship Canada (IRCC) was making to tackle family reunification backlogs prior to the pandemic.

Express Entry Issues 87,350 ITAs for Canada PR 

2020 is about to end and Express Entry seems on the right track to issue over 100,000 invitations to apply (ITAs) for Canada PR. In its 166th draw held recently, 4,500 ITAs were issued to eligible foreign skilled workers having an overall Comprehensive Ranking System (CRS) score of 478.

Every registered candidate is evaluated using a CRS score which is based on core human capital factors like age, education, work experience & language proficiency in English or French. Based on a recent change, candidates with a french-speaking ability or bi-lingual proficiency will be awarded some additional CRS points over others,  

 

October Month PNP Review

It is exuberate news that Canada held more than 10 draws last month and the month of November is no less. In total, over 3,000 invitations have been issued to foreign skilled workers, entrepreneurs to apply for a provincial nomination in the month of October. With a successful provincial nomination, the candidate can apply with Immigration, Refugees, and Citizenship Canada (IRCC) to get a permanent residence in a quick time. 

 

Alberta Alberta announced a new expression of interest portal and a new immigration pathway for recent international student graduates. However, it is restricted to students graduating from any Alberta institutions
British Columbia Held 6 nomination draws in the month of October. A total of over 900 nominations were made to eligible candidates. 

These draws include invited candidates registered in the federal Express Entry pool as well as entrepreneurs candidates. 

British Columbia started off the first week of November with a Tech Pilot draw

Manitoba Manitoba held its 100th nomination draw since the launch of the program. 

A total of 397 invitations were issued to candidates in the Skilled Workers in Manitoba, Skilled Workers Overseas, and International Education streams from the two PNP draws. 

The province also issued another 205 invitations to apply for a provincial nomination in the first week of November. 

Nova Scotia Nova Scotia targeted candidates in the federal Express Entry pool and having occupations as computer programmers or media developers. 
Ontario Ontario has actively invited entrepreneur candidates as well as Express Entry candidates through one of its Tech draws in the month of October. 

Ontario has invited French-speaking and skilled trades candidates with profiles in the Express Entry system in the first week of November. 

Prince Edward Island Nomination draw from Prince Edward Island resulted in 211 invitations to eligible candidates under the Express Entry, Labour & Business impact. 
Saskatchewan Saskatchewan crossed 1000 invitations in the month of October with two nomination draws. It was followed by another nomination draw towards the end of October with 534 invitations for Canada PR

Canada recently unveiled its Immigration Levels Plan 2021-2023 which targets the highest level of immigration in its history. Over 50% of the target is set to be achieved by economic-class programs including Express Entry, Canada PNPs, Entrepreneur category, etc.

Overal admissions under Canada’s PNP for 2021 is set at 80,800 and will gradually increase year-on-year, 81,500 in 2022 and 83,000 in 2023.

Family Immigration Update

With the new Immigration Plan in focus, Canada will now aim to welcome some 80,000 immigrants per year under the spousal, partner, and children category. ArriveCAN App now Mandatory for Travellers to Canada from Nov 21

Canada has eased-out its restrictions and will soon allow travelers to enter Canada. However, just like many other countries, those traveling to Canada are required to use the ArriveCAN app to furnish additional travel details. This legal requirement is mandatory from November 21 onwards. 

What is ArriveCAN?

ArriveCAN is a free mobile-based and web-based application introduced by the Canadian government to help travelers comply with the border measures. It can either be downloaded as a mobile app or one can sign in to the app online via any web browser.

#1 Before Arriving in Canada: All important information, including travel and contact information, quarantine plan (not required if exempted), and a COVID-19 symptom self-assessment, needs to be furnished through the ArriveCAN app. 

Canada Border Service Agency (CBSA) officers will digitally verify the submitted information. There are penal provisions upto a fine of $1,000 for the ones who fail to submit the required information. 

Air Carriers will play a crucial role in sending reminders to submit the required information digitally through ArriveCAN before boarding the flight. 

#2 After Arriving in Canada: A 14-day quarantine period is mandated for all travelers to Canada barring few exceptions. Daily updates on their activities will be monitored through the ArriveCAN app. 

 

The Canadian government had already cleared their stance on user privacy. ArriveCAN app does not contain any GPS to track the traveler’s movements.

Express Entry: Minimum CRS hiked as 4,500 ITAs issued for Canada PR

The Immigration, Refugees, and Citizenship Canada (IRCC) held its 166th Express Entry draws on November 5, only a week after announcing the historic Immigration Levels Plan for 2021-2023

Express Entry draws are held every two weeks. However, November 5 draw was delayed following an update in the Comprehensive Ranking System (CRS) evaluation: French-speaking candidates are now eligible for additional CRS points over their English-only speaking counterparts.

Quick Highlights on 166th Express Entry Draw

#1 Largest Draw Size: IRCC maintains the same draw size as the previous Express Entry draw at 4,500 invitations to apply (ITAs) for permanent residence. This is the third instance in 2020 where IRCC issued 4,500 ITAs in a single draw. 

CanApprove anticipates increased draw size in near future Express Entry draws based on the following factors: 

  • Those who receive invitations now will be able to enter Canada only in 2021. It takes upto six months or beyond to process the application 
  • The reduced refugees intake temporarily is replaced with more number of immigrants intakes under the economic class immigration
  • With Provincial Nominee Programs falling short of its demand, Express Entry nominations may remain high. 

 

#2 Qualifying CRS increases: Express Entry is merely an application management system for federal immigration programs and specific provincial nominee programs. Thus all the registered profiles in the Express Entry pool are evaluated using a Comprehensive Ranking System (CRS). This ranking system factors in the core human capital like age, work experience, education, and skills in English or French. The profiles are scored upon a maximum of 1200 points. 

November 5 draw saw a sharp increase in qualifying CRS to 478. The previous draw required CRS scored equal to or above 471 for selection.

#3 Tie-break rule: Often there arises a situation where candidates end up having the same CRS score. Here is where IRCC uses its tie-break rule to rank a particular candidate higher. The timestamp used in the latest draw was October 26, 2020 at 22:44:19 UTC. 

This meant that all candidates with a CRS score above 478 before the selected date and time were eligible to receive an ITA in this invitation round.

Factoring in the above human capital:

  • Couple: If System Analysts received an offer of employment in Canada, she would enter the Express Entry pool as the principal applicant, gaining the couple a score of 488, sufficient to qualify for the November 5 Express Entry draw.
  • Single: Her initial human capital score is 422, not enough to qualify. However, since she holds a provincial certification in her occupation from Nova Scotia, she gains 600 additional points. This makes her eligible to qualify for November 5 draw.

Express Entry Draws in 2020

Canada is already cruising ahead with 87,350 ITAs for permanent residence so far in 2020. It is further expected to cross the 100,000 ITA landmark, exceeding the 2020 annual allocation target of 91,800 ITAs. 

Despite the negative consequence of pandemic on immigration levels, Express Entry has created record-breaking nominations for permanent residence, thereby welcoming eligible foreign skilled workers with/without job offers or Canadian work experience.

British Columbia Held Its First Tech Pilot Draw of the Month

British Columbia Provincial Nominee Program (BC PNP) held its first tech pilot draw this month on November 3. A total of 76 invitations were issued to eligible candidates to apply for a provincial nomination. 

On receiving a successful nomination, the eligible candidates can apply with Immigration, Refugees, and Citizenship Canada (IRCC) for permanent residence. November 3 draw invitations also went to candidates registered in the federal Express Entry pool. Another category of candidates is selected from the province’s Skills Immigration stream.

Those who wish to apply under the Skills Immigration or Express Entry BC categories will have to create a separate profile under the province’s Skills Immigration Registration System (SIRS).

The SIRS is a point-based system that assesses applicants’ skilled and scores them on factors like level of education, work experience, proficiency in English, and location of employment. The candidates are scored out of a maximum of 200 points. 

November 3 draws selected candidates having a minimum provincial score of 80 in all categories.

Saskatchewan Issues 534 Invitations for Provincial Nominations

Saskatchewan held a new round of invitations on November 3. 

It was only last week when Saskatchewan released the results of two PNP draws held October 21 and October 26. Both led to inviting over 1000 eligible foreign skilled workers with/without work experience in Canada to apply for a provincial nomination.

November 3 draws invited 534 eligible candidates to apply for provincial nomination. Candidates with a successful provincial nomination can apply with Immigration, Refugees, and Citizenship Canada (IRCC) to be considered for permanent residence. 

All the invited candidates belonged to the International Skilled Worker category. Under the category, the province can nominate any individual who is already registered with IRCC’s Express Entry pool as well other individuals whose work skills match that of in-demand occupation in Saskatchewan. 

The candidates in the Express Entry pool are already eligible for one of the three federal economic immigration programs – Federal Skilled Worker (FSW), Federal Skilled Trades(FST) and Canadian Experience Class (CEC).

Express Entry sub-category 272 invitations 68 points if they had 10 years of work experience and a Canadian Language Benchmark (CLB) of 8 or higher. 

Otherwise, they would need an EOI score of 69 or more

In order to be considered for an invitation, eligible candidates need to submit a separate Expression of Interest (EOI) profile with the province. These EOI profiles are evaluated based on their commitment to building a life in Saskatchewan by showcasing their: 

  • work experience, 
  • education, 
  • language ability, 
  • age, and 
  • connections to the province.

The maximum score is given out of 100 points. 

November 3 draws required both categories of candidates to have a minimum cut-off score of 68, but from there the requirements differed.

Ontario Invited 112 Immigrant Entrepreneurs in 2020

Ontario held this year’s fifth nomination draws for entrepreneurs on October 26.  

The Ontario Immigration Nominee Program (OINP) targets individuals who are looking to start a new business or buy an existing business in the province. Such individuals are given a temporary work permit in Ontario and only if the individuals complies with their investment plans will they be offered a permanent residence in Canada

Over the years, Ontario has successfully attracted many such individuals to boost its economy. October 26 draws issued nominations to 21 candidates who had Expression of Interest (EOI) scores between 142 and 200. 

An EOI system is not to apply but only to show one’s intent to be considered for provincial nominations. It is a points-based system and depends on factors like: 

  • Business Concept- maximum 74 points
  • Investment Factors- maximum 46 points
  • Human Capital Factors- maximum 80 points

 

Minimum Eligibility Requirements

After receiving temporary work permit in Ontario and establishing a business as per the plan, the candidates must met the following requirements to be considered for a provincial nomination: 

  • Language proficiency at a Canadian Language Benchmark (CLB) 4 level or equivalent;
  • Meet the residency requirements of the program, like physically residing in the province for 75% of the period;
  • Nominees must also continue to meet the conditions of the Performance Agreement with Ontario.

 

OINP is also actively nominating foreign workers specializing in Tech occupations like,

  • Computer and information systems managers (NOC 0213)
  • Computer engineers (NOC 2147)
  • Database analysts and data administrators (NOC 2172)
  • Software engineers and designers (NOC 2173)

Canada Focuses More On French-speaking Immigrants  

Canada has recently announced its decision to prioritize the entry of more francophone, or french-speaking populations outside the Quebec region. The country is looking upto 4.4% French-speaking immigrant population outside of Quebec by 2023. 

The announcement paves way for any foreign-based skilled worker even without prior work experience in Canada can apply for permanent residence through the Express Entry system. The Immigrants, Refugees, and Citizenship Canada (IRCC) will now award a maximum 25 points for their language skills in French, as against 15 points before. Candidates who are proficient in both English and French can score upto 50 points, up from 30 points before. 

 

Outcomes of STEM migrants in Canada

Statistics Canada released a report noting the economic outcomes of Science, Technology, Engineering, Mathematics (STEM) educated immigrants in Canada.

In terms of occupational outcomes, more than half of STEM-educated immigrant workers held non-STEM jobs. It is not seen as a matter of concern as STEM skills are valued in many other occupations with good economic compensation, say Finance, Accounting, Economics, etc.  

The study also found that STEM-educated immigrants that entered Canada through the Canada Experience Class (CEC) program did relatively well compared to others. Any interested candidate is required to have at least one year of skilled work experience in Canada before they could apply to become permanent residents.

Earlier in March, just a week before the world went into lockdown, Canada pledged to welcome 341,000 new immigrants in 2020. Although the targets are unlike to be met, the Express Entry draw may cross 100,000 invitations to apply for Canada PR. 

 

Travel Restrictions Extended by One Month

Canada extends the ongoing travel restrictions by another month till November 30. These travel restrictions have been since March 18. Since then, several relaxations have been brought in place to avoid any adverse impact of immigration.

Express Entry BC and Skills Immigration Streams

For any candidate to receive a provincial nomination from British Columbia, registration under Skills Immigraion Registration System (SIRS) is mandatory. 

Under the SIRS, the applicants’ profiles are evaluated and issued a score based on level of education, work experience, proficiency in English and location of employment. The maximum scoring is done out of 200 points.

Saskatchewan Releases Results of Two PNP Draws Held October 21 and October 7

Saskatchewan has made the results of recently held nomination draws public. Two draws held under Saskatchewan Immigrant Nominee Program (SINP) had nominated over 1000 eligible candidates under Express Entry and Occupation-in Demand categories.

In 2020 so far, 3,040 candidates have received invitations under the Express Entry category in 2020. And around 3,018 candidates have received invitations under the Occupations In-Demand category.

SINP Express Entry & Occupation-in Demand Category

SINP has a dedicated stream which is connected to the federal Express Entry pool. Express Entry manages skilled worker applications for the Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), and Canadian Experience Class (CEC).

In order for any candidates to receive an invitation from Saskatchewan to apply for a provincial nomination, they must mandatorily submit an SINP Expression of Interest (EOI) profile.

An SINP EOI profile is evaluated on the candidate’s age, education, work experience, language skills, and ties to the province. Based on these criteria, the candidates are scored out of 100 on its International Skilled Worker Points Assessment Grid.

After receiving an invitation for provincial nomination, the applicants can use their Express Entry profile to receive an additional 600 points towards their Express Entry Comprehensive Ranking System (CRS) score. This will effectively guarantee an invitation to apply for permanent residence in Canada in the subsequent IRCC draws. 

Saskatchewan has a separate program for occupations who face labour shortages. This stream is Occupations In-Demand category and it is available to immigration candidates who do not have an Express Entry profile. 

While one would require no job offer or Canadian work experience to apply for a provincial nomination from Saskatchewan under Express Entry category, work experience in specific occupations is a must to apply under Occupation-in Demand category.
