Ontario and British Columbia Invites Entrepreneurs & Express Entry Profiles For Provincial Nominations

Canada is increasing the number of PNP admissions as the federal and provincial governments consider it an effective tool to promote the economic development of the country. 

This week Provincal Nominee Program (PNP) draw results from August 12-18 is particularly important as Ontario issued its first entrepreneur stream draw since 2021 while British Columbia held two separate round of nomination draws targeting Express Entry profiles in tech occupations.

First Ontario Entreprenuer Draw Since 2021

Over the years, Ontario has successfully attracted many such individuals to boost its economy. The Ontario Immigration Nominee Program (OINP) targets individuals who are looking to start a new business or buy an existing business in the province. 

Such individuals are given a temporary work permit in Ontario and only if the individuals comply with their investment plans will they be offered a permanent residence in Canada. 

August 16 draws issued nominations to 30 candidates who had Expression of Interest (EOI) scores between 138 and 160. 

An EOI system is not to apply but only to show one’s intent to be considered for provincial nominations. It is a points-based system and depends on factors like: 

  • Business Concept- maximum 74 points
  • Investment Factors- maximum 46 points
  • Human Capital Factors- maximum 80 points

Minimum eligibility for Ontario Entreprenuer stream 

After receiving a temporary work permit in Ontario and establishing a business as per the plan, the candidates must meet the following requirements to be considered for a provincial nomination: 

  • Language proficiency at a Canadian Language Benchmark (CLB) 4 level or equivalent;
  • Meet the residency requirements of the program, like physically residing in the province for 75% of the period;
  • Nominees must also continue to meet the conditions of the Performance Agreement with Ontario.

Latest British Columbia PNP Draws Highlight

August 16 BC PNP draws targeted over 223 profiles having the minimum Skills and Immigration Registration System (SIRS) score in the range – 78 for Entry Level and Semi-Skilled workers and 132 for candidates in the Skilled Worker (EEBC) category.

Nearly 177 candidates were invited in a general draw that included tech occupations and Express Entry profiles. 

BC PNP also held another rounds of invitations targeting the following occupations:

  • 26 early childhood educators and assistants (NOC 4214) with scores of at least 60 points ,and
  • 15 healthcare workers with scores of at least 60 points
  • 5 healthcare assistants with scores of at least 60 points

A provincial nominations gives interested aspirants to live and work in British Columbia and a path to Canada permanent residency in a few years.

British Columbia Issues Over 155 Inviting Tech Workers, Health Professional & Educators 

The British Columbia Provincial Nominee Program (BC PNP) held its scheduled weekly draws. It resulted in inviting tech workers, healthcare professionals, early childhood educators and skilled worker or international graduates from other targeted occupations to apply for provincial nominations under two separate rounds of invitation draws.

BC PNP Draws Highlight

August 10 BC PNP draws required the minimum Skills and Immigration Registration System (SIRS) score range from 76 for Entry Level and Semi-Skilled workers, to 114 for candidates in the Skilled Worker (EEBC) category.

The Provincial Nominee Program gives interested aspirants to live and work in British Columbia and a path to Canada permanent residency in a few years.

Qualify for Upcoming BC PNP Draws 

Interested candidates must register with SIRS and have their profiles assessed and evaluated based on age, education, work experience, language proficiency, and others. 

SIRS is similar to Express Entry Comprehensive Ranking System (CRS), however, applied only to British Columbia PNP nomination draws. 

New tech program 

Generally, the Provincial Nominee Program requires eligible candidates to have work experience and a valid job offer. BC PNP Tech program requires immigration candidates to have work experience in one of 29 eligible occupations. 

Some in-demand tech occupations include: 

  • Web designers & developers, 
  • Graphic designers, and illustrators, 
  • Software engineers and designers, 
  • Civil Engineers, 
  • Mechanical Engineers, 
  • Chemical Engineers, 
  • Software Engineers, 
  • Tech Managers, 
  • Media technicians,

Invited candidates will need to submit a complete application within the next 30 days. The province processes most tech applications within two to three months.

Canada is expecting to admit over 800,000 new immigrants over the next three years through economic-class programs like Express Entry, Provincial Nominee Programs, or the Quebec programs.

Manitoba PNP Invites 345 Profiles Including Express Entry For Canada PR In The Latest Draws

The Manitoba Provincial Nominee Program (MPNP) held a new set of Canadian immigration draws on August 11. The latest Expression of Interest (EOI) Manitoba PNP draws led to 345 new Letters of Advice to Apply (LAA) for provincial nominations.

Results from the latest draw

The prairie province of Canada invited a mixed pool of on-shore as well as off-shore immigration candidates. Most in-demand occupations in Manitoba include Health, Business, Finance, Sales, and Administration jobs.  

They qualified for various Manitoba PNP immigration streams while some were also registered under the Canada Express Entry pool to apply for provincial nominations. 

  • Skilled Workers in Manitoba – 257 invitations with a minimum EOI score of 623;
  • Skilled Workers Overseas – 33 invitations with a minimum EOI score of 718; and
  • International Education Stream – 55 invitations with no EOI score requirement.
  • Additionally, about 86 invitations went to candidates registered in the federal Express Entry pool.

How to Qualify for Upcoming Manitoba PNP Draws? 

An EOI profile must not be mistaken to be an application for Canadian immigration itself. The profile is evaluated and assessed for 1,000 points based on core human capital, mainly work experience, education, and language proficiency.  

The validity of the EOI profile registered for nominations under any Manitoba PNP draws is one year. Any eligible skilled worker, either on-shore or off-shore, may expect LAAs for provincial nominations

All-Program Express Entry Draws: IRCC Invites 2,250 ITAs For Canada PR 

Immigration, Refugees, and Citizenship Canada (IRCC) held an all-program Express Entry draw on August 17. Canada issued a record 2,250 invitations to apply (ITA) with a qualifying Comprehensive Ranking System (CRS) of 525 points.

August 17 draw is the fourth all-program Express Entry since July 06, as it resumes after a gap of nearly 18 months. 

Canada invites registered Express Entry candidates to apply for permanent residency who qualifies for Federal Skilled Worker Program (FSWP), Canada Experience Class (CEC), Federal Skills Trades Program (FSTP), or with successful provincial nominations.

Is the Tie-break rule applied?  Profiles registered on or before August 17, 2022, at 13:43:47 UTC were invited. 

This is particularly helpful in cases where two or more candidates end up with the same CRS score. 

IRCC even targeted the newest profiles registered as close to August 17 or before. This is a major development towards bringing down the standard processing time for Express Entry candidates to about six months after the disruption caused by the pandemic.

Advantage for International Students Under the Canada Express Entry

Thanks to the latest update from IRCC, Express Entry candidates will now be eligible for Canadian educational credential points for programs completed online between March 2020 and August 2022.

Normally, online education does not count for CRS points if more than 50% of the program was completed through distance learning. 

The latest Express Entry reform relaxes evaluating rules for candidates who studied online during the pandemic. 

The report reads the new measure applies to those who earned a Canadian degree, diploma, or certificate online during the eligibility period – March 2020 and August 2022. 

These candidates may now be eligible for CRS points even if the program was entire: completed online, from outside Canada, or through part-time studies.

Additionally, thousands of expired PGWP holders can now extend their open work permit status by an additional 18 months. This will also help them transition to permanent residence and will allow them to continue working in Canada while they wait.

How to qualify for Canada PR via Express Entry? 

Immigration in Canada means obtaining permanent residency. 

After registration of profiles online, the profiles are assessed and ranked based on the CRS score. 

Such profiles are evaluated on a total of 1200 points. The human capital criteria like 

  • age, 
  • education, 
  • work experience outside Canada, 
  • language proficiency in English/French, 
  • spouse adaptability, 
  • Canadian study experience, etc. are considered for evaluation purposes. 

Those invited for permanent residence have 60 days to submit their applications to IRCC. IRCC aims to process most applications within 6 months or less.

Couples are also expected to provide evidence from at least two of the following:

  • Government issued identification showing the same address (such as a driver’s license)
  • Proof of joint ownership of residential property
  • Rental agreement showing the couple are occupants of the property
  • Evidence of joint utility accounts (such as electricity, gas, telephone, internet), joint credit cards or bank accounts
  • Other documents showing that the couple have the same address (such as phone bills, pay stubs, tax records, etc.)
  • Car insurance showing the couple have both been declared to the insurance company as residents of the same address

Establishing relationship with your partner: documents & evidence

To prove your relationship with a common-law partner for the purpose of immigration to Canada from UAE, you will need the following documents: 

  • A completed IMM 5532 questionnaire titled “Relationship Information and Sponsorship Evaluation”
  • A completed IMM 5519 form if either member of the couple was previously in a common-law relationship with someone else
  • Evidence of separation from a former spouse if either person was previously married
  • Long-form birth certificates listing the names of both parents if the couple have children in common
  • Photos of the couple together

Additionaly, couples may be required to submit: 

  • Documents showing the couple is recognized as being in a common-law relationship (such as employment or insurance benefits)
  • Evidence that the relationship is recognized by friends and/or family (letters, social media information showing the relationship is public)
  • Evidence of shared expenses or financial support among the couple

Latest Saskatchewan EOI Draws Invites 433 Express Entry Profiles For Provincial Nominations

Saskatchewan released the nomination results of its weekly EOI draws held on August 11. The provincial draws invited 745 immigration candidates to apply for a provincial nomination for Canadian permanent residence (PR).

August 11 draw invited eligible profiles registered under Express Entry and Occupation-In-Demand candidates. EOI draw requires interested candidates to get their profile assessed on a score out of 100 according to the International Skilled Worker Points Assessment Grid. 

The province favors candidates with bilingual capability in both English and French. The highest-scoring candidates are then issued an invitation to apply for a provincial nomination from Saskatchewan.

The latest EOI draw invited 745 candidates to apply for provincial nominations. Of these, 433 were issued to Express Entry candidates, and 312 invitations went to candidates in the Occupations in Demand category. 

Both the categories required qualifying scores of 68 points. 

The invited candidates have work experience as managers or executives in IT, Healthcare, Agriculture, or Service industries.

Qualifying for Upcoming Saskatchewan PNP Draws

Saskatchewan is showing a departure from its usual pattern by holding PNP draws on a weekly basis throughout July. Otherwise, the province used to hold draws once per month.

In order to be considered for nominations under the upcoming Saskatchewan Immigration Nominee Program (SINP) draws, candidates must register their Expression of Interest (EOI) profile with the provincial authority. 

Candidates must demonstrate their commitment to meaningfully settling in Saskatchewan by demonstrating their work experience, education, language ability, age, and connections to the province.

All the invited candidates must have valid Educational Credential Assessments.

Additionally, candidates already in the federal Express Entry pool need to register another EOI and choose Saskatchewan. 

Route to Permanent Residency 

On successfully receiving an invitation to apply (ITA) for a provincial nomination, candidates are awarded an additional 600 points toward their Comprehensive Ranking System (CRS) score. It will effectively guarantee an ITA for Canada PR in the subsequent Express Entry draw conducted by IRCC.

The Canadian Employee Relocation Council (CERC) conducted a survey focusing on the workforce mobility in Canada. Among other prominent questions addressed in the survey, the respondents unanimously agreed with the statement, “The contributions of international talent are important to our business.”

Of those employers participating in the survey, 97% hire international talent through work permit programs and 53% access economic immigration like Provincial Nominee Programs & Express Entry. 

However, the survey pointed out delays in work permits and its negative impacts. Canadian companies, academic institutions, and government-funded organizations that are dependent on immigration of foreign talents are facing supply shortage. 

IRCC reported an increase in application backlogs from 2.4 million to 2.7 million between June and July. The increasing backlog is significant in delaying processing times of immigration applications, especially work permits.

The Story And Analysis Of Canada Express Entry Draws Since The Pandemic

 Canada Express Entry draws have remained the most preferred pathway since its introduction in 2015. Express Entry programs allow foreign skilled immigrants with or without a job offer or work experience in Canada to qualify for permanent residency (PR).

The federal government has consistently increased the intake targets under the Express Entry crossing 100,000 new immigrants in 2019.  

Even the coronavirus pandemic could not deter Immigration, Refugees, and Citizenship Canada (IRCC) to invite nearly 107,350 new permanent residents in 2020 and repeat the same in 2021. 

IRCC had to renovate its strategies and make significant changes in the way Express Entry draws were conducted earlier. 

Canada Express Entry draws soon after pandemic

IRCC scheduled a PNP-only draw on March 18, the same day Canada’s travel restrictions first went into effect. 

This would later go on to form a template for upcoming Express Entry draws, where IRCC would hold a small PNP-only draw with around 1000 intakes at a time, followed by a larger CEC-only draw size reaching upto 5,000 intakes at a time. 

In PNP-only Express Entry draws, candidates in the registered federal pool having prior provincial nominations were targeted. On the other hand, CEC-only Express Entry draws invited registered candidates who had at least one year of work experience in Canada and were present in the country. 

There was only one Federal Skilled Trades draw in 2020 that invited candidates who qualified for semi-skilled occupations and usually had lower qualifying scores. 

First all-program Express Entry draws in last 18 months

Canada has resumed all-program Express Entry draws as of July 6. So far, IRCC has held three all-program Express Entry draws inviting candidates under Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC) and also with provincial nomination. 

FSWP is significant because it allows direct pathway for Canada PR without a job offer or Canadian experience. 

Since then, the number of Invitations to Apply (ITAs) issued in each draw has grown by 250 each week, causing the Comprehensive Ranking System (CRS) score requirements to go down.

Even though IRCC is expecting to welcome about 55,900 Express Entry candidates in 2022 and another 75,750 new applicants in 2023, the Express Entry target will go up to 111,500 by 2024.

How to Predict Your Chances of Getting ITAs in the Upcoming Express Entry Draws?

You cannot rely on CRS scores to go down to get an ITA. Predicting ideal Express Entry CRS score for qualifying is difficult because – 

  • IRCC does not publicize draw strategies in advance. 
  • Type of candidates registered in the Express Entry pool will significantly affect qualifying CRS score. 
  • For instance, an increase of PNP candidates or more high-scoring Express Entry candidates in the pool will affect score cutoffs.

There is a large number of Express Entry candidates in the pool with scores above 501, partially due to suppressed demand due to the pandemic. 

However, as more high-scoring candidates are entering the Express Entry pool, it is not fast enough to increase the CRS cutoff. As a result, the CRS score has continued to go down in recent Express Entry draws

Moving forward, IRCC is expected to hold Express Entry draws focused on an economic goal, such as occupation, or language competency. In that case, CRS scores and program types may  no longer be the only deciding factor for getting an ITA for Canada PR. 

In a parallel development, more Provincial Nominee Programs are seeking greater autonomy over immigration and more nominations to invite immigration candidates. Both Saskatchewan and Ontario are pushing the demand through.

Latest British Columbia PNP Draws Invites 164 Profiles To Apply For Canadian Immigration

The latest British Columbia PNP draw on August 03 issued over 164 invitations to apply for Canadian immigration. The westernmost province invited a majority of profiles through its targeted Tech stream draw and the remaining through two occupation-specific draws supporting the health and education sector.

All invited profiles either had prior professional work experience or international graduates with study experience in Canada and were already registered in one of the BC immigration streams to receive the provincial nominations.

British Columbia PNP tech stream

The latest British Columbia PNP draw targeted 133 profiles under the tech stream to apply for provincial nominations. All the invited profiles had a qualifying score of 90 points. 

All other tech draws held recently required a minimum qualifying score of about 85 points. 

The British Columbia PNP tech draw is a fast-track, employer-driven immigration stream for the immigration of talented candidates with work experience in one of the in-demand tech occupations. 

In-demand tech occupations in British Columbia include 

  • Web designers & developers
  • Graphic designers, and illustrators
  • Software engineers and designers 
  • Civil Engineers 
  • Mechanical Engineers 
  • Chemical Engineers 
  • Software Engineers 
  • Tech Managers

All the invited profiles through BC’s Tech draws must meet the requirements of one of British Columbia’s Express Entry BC and Skills immigration categories. 

It would mean that the candidates under the Skills Immigration categories must have a job offer or a current job to qualify, except for international graduates. Whereas profiles invited through the Express Entry British Columbia Stream need not have a job offer in the province. 

British Columbia PNP draws: occupation-specific draws 

The occupation-specific latest British Columbia PNP draw targeted two specific occupations: 

  • 22 early childhood educators (NOC 4214) with scores of at least 60;
  • 09 healthcare professionals with scores of at least 60;

All the invited profiles qualified for any of the sub-categories – Skilled Worker and International Graduate. 

It would mean that candidates required work experience and a job offer in the province to qualify. Additionally, if you had studied at any institution in British Columbia, you could be invited through the Graduate category without a job offer.

Apply for Canadian Immigration via Provincial Nominee Program 

Applying for Canadian immigration means qualifying and obtaining Canadian permanent residency

The provincial nominee program’s Skills Immigration Registration System (SIRS) manages applications under the two skilled immigration programs. Registration and profile assessment based on education, work experience, and language skills form the core selection criteria. 

Eligible candidates may qualify for a temporary resident visa and gain work experience in Canada. Based on their Canadian work experience, they may apply for permanent residence either through the provincial nominee program or Canada Experience Class (CEC). 

The latest British Columbia PNP draw nominations are valid for approximately six months from the date of confirmation. 

During this time period, you can apply with IRCC under the Provincial Nominee Class and receive an invitation to apply for permanent residence through fortnightly Express Entry nomination draws. You may receive an additional 600 points under the Comprehensive Ranking System (CRS) of the Express Entry system
