The day has finally come for immigration profiles under Federal Skilled Worker Program (FSWP) & Canadian Experience Class (CEC) registered in the Express Entry pool to receive invitations to apply (ITA) for Canada PR (permanent residency)

Immigration, Refugees, and Citizenship Canada (IRCC) invited 1,500 Express Entry candidates to apply for permanent residence. The Comprehensive Ranking System (CRS) cut-off score was 557.

Today, I am pleased to announce that Express Entry draws have officially resumed and applications will be processed at our 6-month processing standard. The return of all-program draws is significant for multiple reasons

Since December 2020, IRCC has not conducted invited FSWP candidates due to border restrictions. Further, CEC candidates were not entertained after September 2021. Canada fulfilled its immigration obligations by inviting candidates with provincial nominations to apply for permanent residency.

Any willing foreign skilled workers with/without a job offer or without any work experience in Canada before being eligible to apply for permanent residence through the Express Entry pathway.

Alternatively, a temporary resident or international student in Canada may also qualify for Canada PR after gaining at least 1 year of Canadian work experience.

All-program Express Entry draws occur when IRCC considers all candidates in the Express Entry pool and issues invitations to apply (ITA) for permanent residence only on the basis of their Comprehensive Ranking System (CRS) score.

By 2024, Canada will welcome over 110,000 Express Entry immigrants per year.

How to qualify for Canada PR via Express Entry?

Immigration in Canada means obtaining permanent residency.

Qualifying for PR via Express Entry is a two-step process.

  • Step1: Here the interested candidates confirm their eligibility for at least one of the three Express Entry programs – Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), and Federal Skilled Trades Program (FSTP)
  • Step2: Candidates can upload their Express Entry profile onto IRCC’s website.

All the registered profiles are then assessed and ranked based on the CRS score.

Such profiles are evaluated on a total of 1200 points. The human capital criteria like

  • age,
  • education,
  • work experience outside Canada,
  • language proficiency in English/French,
  • spouse adaptability,
  • Canadian study experience, etc. are considered for evaluation purposes.

Those invited for permanent residence have 60 days to submit their applications to IRCC. IRCC aims to process most applications within 6 months or less.

Increased Canadian Immigration Opportunities Are Linked To High Job Vacancy Rate

Job vacancies in Canada are more than 80% higher than in the pre-pandemic phase. Interestingly, the unemployment rate in Canada is at a record low of 5.1%. This opens up a huge job opportunities for foreign workers to try their chances in the Canadian labor market.

Canada is facing a dual demographic shock with a rapidly aging population and a low birth rate among the locals. More than one in five working age Canadians are approaching retirement age. This impact is compounded by Canada’s low birth rate of only 1.4 children per woman.

It further strengthens the need for Canada to push immigration targets higher.

Canada recognizes offers over 100 economic immigration pathways. Express Entry is the leading federal pathway to permanent residence. The Provincial Nominee Programs (PNP) form an excellent alternative to regional immigration to Canada and later qualify for Canada PR.

Additionally, there has been a marked increase in international students obtaining permanent resident status within 10 years of arriving in Canada. Many choose to obtain a post-graduation work permit (PGWP) as a first step once they complete their studies.

Minister on New Canadian Permanent Residency Pathways For Temporary Residents

In an interview after his speech at the Collision, a tech conference in Toronto, Immigration Minister Sean Fraser discussed new Canadian permanent residency pathways for temporary residents

The news about new PR pathways is based on a mandate letter issued by Prime Minister Justin Trudeau. Fraser was mandated to “expand pathways to permanent residence for international students and temporary foreign workers.”

In a follow up to this, Randeep Sarai, the member of parliament for Surrey Centre, British Columbia put forward a motion giving the minister 120 days, as of May 11, to develop and release a strategy to achieve these goals.

The challenge that I’m wrestling with right now is that we have more people coming on a temporary basis than we may have spaces for in our immigration levels plan,” said Minister Fraser.

We might have half a million people here temporarily studying but we have 400,000 or so [permanent residence] spaces.”

The proposed Canadian permanent residency pathways for temporary residents may not be identical to a similar program launched in 2021, the Temporary Residence to Permanent Residence (TR2PR) pathway.

TR2PR pathway allowed 90,000 temporary residents working in Canada to qualify for permanent residency. However, it was a one-time measure launched by the previous term government to assist Canada meet its immigration target amid border closures.

Canada Boosts Economic-Class Immigration

With increased economic activity in Canada on the rise, eligible skilled workers will now be targeted to fulfill the increased job vacancies in Canada and qualify for Canadian permanent residency.

Canada is already targeting over 430,000 immigrants per year. Moreso, the immigration to Canada is based on the efforts of strengthening the economy post-pandemic and support the aging demography and contribute to the prevalent low birth rate. ,

Usually, Canada invites applications under three classes of immigration: economic class, family, and refugee.

The economic class involves immigrants who have been selected for their ability to contribute to Canada’s economy. The criteria for selection vary according to candidates’ capacity to meet labor market needs, own or manage a business, make a substantial investment or create their own employment.

Popular Canadian immigration programs include Federal Skilled Worker Program and Canadian Experience Class under the Express Entry system, Provincial Nominee Program, or Student visa programs.

Canada will strengthen the Express Entry system by introducing newer reforms this year. However, the minister had categorically dismissed the idea that temporary residents would be awarded extra points through the Express Entry system.

Exciting Opportunity To Apply for Canadian Immigration As Over 430,000 Immigrants Are Welcomed Per Year

Canada’s immigration target in the present year is at its historic high. This is the best time for those willing to apply for Canadian immigration for an exciting career jump and a high standard of living.

In February, Immigration Minister Sean Fraser tabled Canada’s Immigration Levels Plan 2022-2024. The plan calls for over 430,000 immigrants per year and will increase the target to 450,000 by 2024.

Prior to the pandemic, Canada was seeking over 340,000 new immigrants per year. The pandemic brought the efforts to apply for Canadian immigration screeching halt. However, Canada recovered well from the pandemic shocks and announced over 400,000 immigrants annually beginning in 2021.

Immigration, Refugees, and Citizenship Canada (IRCC) recorded a remarkable landing of 405,000 new Canadian permanent residents last year.

Why is Canada Encouraging High Immigration Levels?

Canada is increasing immigration levels in order to strengthen the economy post-pandemic, reunite families, and also to provide humanitarian assistance to refugees.

The family class includes immigrants who a Canadian citizen or permanent resident has sponsored. These immigrants are granted Canadian permanent resident status based on their relationship with a spouse, partner, parent, grandparent, child, or other relatives.

Is Canada Crossing the 500,000 New Permanent Residents Per Year Threshold?

There may be a possibility in the future to invite over 500,000 new Canadian permanent residents per year.

Minister Sean Fraser gave his brief views on the same in a recent interview in Toronto last week. He was a keynote speaker at Collision, a global technology conference.

He believes Canada’s immigration levels will surpass 500,000 per year “sooner rather than later”, but the minister cautioned that future increases must be done in a careful manner that supports the needs of communities across the country.

“It’s not a point of pride that I have to be the minister that gets to 500,000…what’s important to me is that I’m meeting the needs of communities and giving them the opportunity to experience success through our immigration system.

British Columbia PNP tech stream

The latest British Columbia PNP draw targeted 125 profiles under the tech stream to apply for provincial nominations. All the invited profiles had a qualifying score of 85 points.

The British Columbia PNP tech draw is a fast-track, employer-driven immigration stream for the immigration of talented candidates with work experience in one of the in-demand tech occupations.

Some in-demand tech occupations in the British Columbia include

  • Web designers & developers
  • Graphic designers, and illustrators
  • Software engineers and designers
  • Civil Engineers
  • Mechanical Engineers
  • Chemical Engineers
  • Software Engineers
  • Tech Managers

All the invited profiles through BC’s Tech draws must meet the requirements of one of British Columbia’s Express Entry BC and Skills immigration categories.

It would mean that the candidates under the Skills Immigration categories must have a job offer or a current job to qualify, except for international graduates. Whereas profiles invited through the Express Entry British Columbia Stream need not have a job offer in the province.

British Columbia PNP draws: occupation-specific draws

The occupation-specific latest British Columbia PNP draw targeted two specific occupations:

  • 14 early childhood educators (NOC 4214) with scores of at least 60;
  • 10 healthcare professionals including managers, nurses, practitioners to therapists with scores of at least 60;

All the invited profiles qualified for any of the sub-categories – Skilled Worker and International Graduate.

It would mean that candidates required work experience and a job offer in the province to qualify. Additionally, if you had studied at any institution in British Columbia, you could be invited through the Graduate category without a job offer.

Apply for Canadian Immigration via Provincial Nominee Program

Applying for Canadian immigration means qualifying and obtaining Canadian permanent residency

The provincial nominee program’s Skills Immigration Registration System (SIRS) manages applications under the two skilled immigration programs. Registration and profile assessment based on education, work experience, and language skills form the core selection criteria.

Eligible candidates may qualify for a temporary resident visa and gain work experience in Canada. Based on their Canadian work experience, they may apply for permanent residence either through the provincial nominee program or Canada Experience Class (CEC).

Recent statistics show that the share of those admitted within the provincial nominee program is at 46% and the share of those landing via CEC increased from 8% to 19%, in 2015.

The latest British Columbia PNP draw nominations are valid for approximately six months from the date of confirmation.

During this time period, you can apply with IRCC under the Provincial Nominee Class and receive an invitation to apply for permanent residence through fortnightly Express Entry nomination draws. You may receive an additional 600 points under the Comprehensive Ranking System (CRS) of the Express Entry system.

In fact, the recent Express Entry draws targeted 932 candidates with prior provincial nominations. All the invites had a minimum CRS score of 796. It meant that they required only 196 points to score on CRS to qualify! The remaining 600 points were to be added automatically for receiving provincial nominations.

As of June 6, 2022, the number of candidates in the Express Entry pool is most with CRS ranging between 351-400, followed by those profiles with CRS 451-500. This shows it is very easy to reach the 196 points mark!

Canada PR Through Latest Alberta PNP Draws

The federal Express Entry system is an application management database to streamline federal immigration programs to issue Canadian permanent residency. It manages applicants under three federal programs – the Federal Skilled Worker Program (FSWP),  the Canadian Experience Class (CEC), and the Federal Skilled Trades Program (FSTP).

Additionally, most PNPs have a dedicated stream to select desirable candidates for provincial nominations directly from the federal Express Entry pool.

The province is attracting Chemical Engineers, Metallurgical & Material Engineers, and Petroleum Engineers for Canada PR through the latest Alberta PNP draws

There are two significant advantages of receiving a provincial nomination under AlNP:

  • Qualifying CRS score remains as low as 300, unlike any other provincial draws,
  • Those who receive the provincial nomination will automatically get an additional 600 CRS points added to their overall score.

All the registered profiles receive a score based on the Comprehensive Ranking System (CRS). Candidates get points for factors including their age, education, work experience, language ability in English or French, and others. The varying degree of scores will help the government determine a prospective immigrant to succeed in Canada’s labor market.

It means that candidates are effectively guaranteed an invitation to apply for permanent residence in the upcoming federal Express Entry draw. As a matter of fact, the latest Express Entry draws targeted 589 candidates with prior provincial nominations to apply for Canadian permanent residency.

Exclusive Interview: Minister Discusses Canada Express Entry Reforms

Immigration Minister was in Toronto to speak at Collision, one of the world’s largest technology conferences. There he gave an exclusive interview to CIC News discussing various changes in the Canada Express Entry system and creating more immigration pathways for foreign workers and students.

Canada-immigration-news

Minister discussed the new Bill C-19 which is currently in consideration in the Senate. The new bill, if passed, will allow Canada to invite Express Entry candidates based on an economic goal.

The new authorities would allow IRCC to include selection factors that would support Canada’s labor needs based on sector, region, and language competencies. The minister said that in doing so, Canada would be able to select more immigrants who are already primed for success in the labor market.

The goal is really to maximize the contribution that a newcomer can make in their communities so they’re set up for success when they arrive, but also that they’re going to meet the needs of the community where they’re going to reside,” Fraser said.

I expect we’re going to see a potential increase of retention rates have opened up because people are coming in where they know they have opportunities because that was the basis of their invitation to apply.”

All-Program Canada Express Entry Draws Resume from July 06

Canada is also resuming FSWP draws from July 06.

Immigration, Refugees, and Citizenship Canada (IRCC) paused Canada Express Entry invitations to apply (ITA) for permanent residence to Federal Skilled Worker Program (FSWP) and Federal Skilled Trades Program (FSTP) candidates in December 2020 amid the pandemic.

One of the latest reports from World Education Services (WES) suggests strong demand for FSWP draws. Most candidates who are eligible to qualify under it will go ahead with the Canadian immigration process despite the uncertainty created by the pandemic.

Since September 2021, ITAs for Canada PR were also stopped for Canadian Experience Class (CEC) candidates. The return to all-program draws from July 06 will be welcome for FSWP, FSTP, and CEC candidates alike.

How to apply for PR via Canada Express Entry?

Eligible candidates upload need to create an online profile on the official website. The profiles are then awarded scores based on the Comprehensive Ranking System (CRS). It factors in human capital characteristics such as age, education, language skills, and work experience.

When all-program draws resumes, IRCC is expected to invite those profiles with the highest CRS scores to apply for permanent residence.

Job Vacancies In Canada Sees Record-High In 2022

Finding a job in Canada is deemed prosperous as the latest report from Statistics Canada saw job vacancies climbing to 957,500 in the first quarter of 2022. The largest job vacancies in Canada are in the healthcare and social assistance sectors, along with the construction, manufacturing & retail trade sectors.

PNP News

At the national level, Canada saw the pool of unemployed people shrinking as job vacancies grow. In statistical terms, the unemployment to job vacancy ratio was 1.2 in the first quarter, down from 2.3 in the same quarter of 2020.

First-quarter (Q1) in Canada constitutes the months of January, February, and March.

Healthcare Sector in Canada Continues to Have High Job Vacancies

The health care and social assistance sector reached another all-time high at 136,800 vacancies. The construction sector is also seeing record high numbers of vacancies. In Q1 2022, Canadian construction employers were seeking to fill 81,500 vacant positions.

Job vacancies in Canada are continuing on an upward trend in the manufacturing and retail trade sectors. Finding a job in Canada in manufacturing peaked at 87,400 last quarter, and retail trade employers were seeking 114,600 jobs.

Job vacancies in Canada in the professional, scientific, and technical services sectors saw a little change than in previous years as employers were looking to fill 68,800 positions.

Yet, Canadian employers are facing significant hiring challenges

Despite the record-high job vacancies in Canada, there were nearly 34 newly hired employees for every 100 job vacancies. By comparison, in Q1 of last year, there were about 48 new hires for every 100 vacancies, and 82 in the first quarter of 2016 when comparable data first became available.

Canada is finding innovative ways to address the lack of skilled talent through immigration.

About 1 million new immigrants will be nominated for Canada PR under various economic-class programs including the Express Entry system and Provincial Nominee Programs over the next three years.

Thousands of foreign skilled workers, entrepreneurs, and international students will benefit from these immigration-friendly measures.

Unemployment Rate Fell Across the Three Immigrant Cohorts

Earlier in May 2022, Statistics Canada made a few other observations with respect to the unemployment rate among Canadian immigrants. The results are likely to boost immigration to Canada in the near future:

  • PR immigrants within the last five years: The unemployment rate fell to 7.8 per cent among immigrants, compared to 8.3 per cent in April.
  • Immigrants who gained PR between 5 to 10 years ago: fell to 5.8 per cent compared to 6.3 per cent in March.
  • Immigrants who gained permanent residence 10 years ago or more: It stood at 4.6 per cent in April compared to 4.8 per cent in March.

Best Time to Plan Your Immigration to Canada

Amid pandemic disruption to international mobility, immigration to Canada kept unemployment rates low by increasingly converting the status of temporary residents located in Canada to permanent residents.

With increased economic activity in Canada on the rise, eligible skilled workers will now be targeted to fulfil the increased job vacancies in Canada and qualify for permanent residency.

Automatic addition of 600 points to their base human capital score, candidates effectively required only 152 points to qualify.

Tie-break rule applied PNP-linked Express Entry profiles submitted before April 19, 2022, at 13:45:45 UTC were considered.

The Express Entry latest draws target domestic temporary workers or skilled workers in the federal pool who already received provincial nominations.

Anybody with work experience in popular in-demand occupations like Health, Business, Finance, Sales, or Engineering/IT has a good chance of qualifying for Canda PR.

Another major development concerning Express Entry is in its final stages of discussion in the Canadian Parliament. It will allow IRCC to issue target occupation-specific nomination draws which was not the case earlier.

Is It the end of PNP-specific Express Entry Draws?

Immigration Minister Sean Fraser revealed in a recent conversation with CIC News that his department is “tentatively” looking to resume all-program draws on July 6.

This is possible with the overall improvement in Express Entry application backlogs at 31,603 compared to 40,889 profiles at the end of April.

IRCC had withheld all-program draws since the beginning of 2021. Canada fulfilled most of its Express Entry annual targets by issuing invitations to candidates with prior provincial nominations or Canadian experience.

Furthermore, since September 2021, IRCC is only issuing Canada PR invites to PNP profiles registered in the federal Express Entry pool.

Although all-program draws could resume in two weeks, it may not be the end of PNP draws forever. IRCC will continue to hold PNP-specific nomination draws to support the economic development of regional Canada.

Will Express Entry CRS Score Go Down?

As of June 6, 2022, the number of candidates in the Express Entry pool is most with CRS ranging between 351-400, followed by those profiles with CRS 451-500.

Candidates in the Express Entry pool with provincial nominations are eligible for a bonus of 600 Comprehensive Ranking System (CRS) points, effectively getting invited to apply for permanent residence in nominations draws as the latest Express Entry draws.

IRCC has a history of surprises with dropping the CRS score to mere 75 points and inviting up to 27,332 candidates to apply for Canada PR on 13th February 2021.

Canada is pursuing one of the most ambitious immigration levels in its history. The country is targeting to welcome 411,000 in 2022, and 421,000 in 2023. Over 60% of the said target will be achieved through economic-class programs like Express Entry & Provincial Nominee Programs. This is most likely to decrease CRS requirements to qualify.

IRCC is also set to resume all-program Express Entry draws from July 2022 which will invite eligible candidates for PR from the Federal Skilled Worker Program (FSWP) and the Canada Experience Class (CEC). This could lower the qualifying CRS requirement.

How to Apply for Canada PR via Express Entry?

Immigration aspirants choose Canada because of its direct permanent residence pathway. A PR invitation through the provincial nomination route is not a direct pathway, however, is very effective to secure your chances of applying for Canada PR.

Canada has decided to cut Express Entry admissions in half for 2022 mainly due to increasing backlogs in the FSWP & CEC applications in the pool. However, intake levels will increase up to 111,500 by 2024.

Any prospective candidate who seeks to obtain permanent residence in Canada must register on Canada Express Entry online portal.

All the registered profiles are then assessed and ranked based on a Comprehensive Ranking System (CRS).

Such profiles are evaluated on a total of 1200 points. The human capital criteria like

  • age,
  • education,
  • work experience outside Canada,
  • language proficiency in English/French,
  • spouse adaptability,
  • Canadian study experience, etc. are considered for evaluation purposes.

British Columbia PNP stream

The latest British Columbia PNP draw targeted 138 profiles with minimum Skilled Immigration Registration System (SIRS) scores between 76 and 123 depending on the pathway.

Apply for Canadian Immigration via Provincial Nominee Program

Applying for Canadian immigration means qualifying and obtaining Canadian permanent residency.
