Ontario PNP Invites 725 Masters Graduates to Apply for Provincial Nominations

The Canadian province of Ontario held a new provincial draw under its ‘base’ Masters Graduates provincial stream on December 21.

Masters Graduates provincial stream under Ontario Immigrant Nominee Program (OINP) allows recent International student graduates holding a master’s degree from an eligible Ontario institution to qualify for immigration, i.e., permanent residency in Canada. 

All the 725 invited candidates required their Expression of Interest (EOI) score to be above 46 in order to secure their invitation for a provincial nomination. 

Invited candidates now have about 14 days to complete the application process. 

About Ontario Masters Graduate Stream

Ontario Masters Graduate stream was launched to retain more international students. Canada invited a total of 3,890 candidates under the OINP Masters Graduate stream in 2022. 

December 21 PNP draw is the seventh draw in 2022 extending invitations for provincial nominations to masters graduates. 

Any aspirants willing to be considered for the Masters Graduate stream will have to sign up with Ontario’s e-Filing Portal and register their expression of interest (EOI). 

All EOI profiles are ranked based on age, education, work experience, and language proficiency among others. The province may also allocate 10 points at its discretion to respond to labor market needs.

Aspirants need not have a job offer to apply, however, they need to apply for the nomination within two years of graduating. Currently, Ontario recognizes only recent graduates from the following universities eligible for nomination:

Latest British Columbia PNP Draws Invites 173 Skilled Candidates To Qualify For Canada PR 

British Columbia held a new round of provincial nominations on December 20 inviting eligible candidates under the Skilled Worker and International Graduate including Express Entry candidates.

The British Columbia Provincial Nominee Program (BC PNP) held two draws resulting in 153 invitations to apply (ITAs) for tech candidates, and 20 ITAs under targeted professions: Early childhood educators and assistants (NOC 42202) and Healthcare. 

All applicants were invited with varying cut-offs ranging from 60 (for targeted occupations) and 90 (for tech draw) to apply for provincial nominations and eventually qualify for Canada permanent residency. 

BC PNP gives interested aspirants a chance to live and work in British Columbia and eventually find a path to Canada permanent residency.

Qualify for Upcoming BC PNP Draws 

Interested candidates must register with the Skills and Immigration Registration System (SIRS) and have their profiles assessed and evaluated based on age, education, work experience, language proficiency, and others. 

The BC PNP Skilled Worker stream is for experienced workers with a minimum of two years of full-time work experience in any skilled occupation (NOC TEER 0, 1, 2, or 3). Being a tech draw, eligible candidates with enough work experience in tech occupations received ITAs. 

British Columbia Tech program requires immigration candidates to have work experience in one of 29 eligible occupations. Some in-demand tech occupations include

Early Childhood Educators Receive Letters Of Interest From Nova Scotia

Nova Scotia Provincial Nominee Program targets Early Childhood Educators with LOIs (Letters of Interest) to participate in the Nova Scotia Early Childhood Educator (ECE) Immigration pilot.

All the invited applicants on December 20 draw are required to have a job profile as an Early Childhood Educator (NOC 42202) to qualify for provincial nominations under Nova Scotia Nominee Program.

ECE is a regulated profession in Nova Scotia and so any foreign immigrant willing to work and settle as a childhood educator will have to apply for ECE Level 1, 2, or 3 classifications.  

Applying for these classifications is free, and involves two (2) steps:

  • Pre-assessment: The Department of Education and Early Childhood Development in Nova Scotia determines if the applicant has the minimum qualification(s) to work as an ECE in Nova Scotia on the basis of the copies of the documents.
  • Assessment: If the pre-assessment confirms the qualifications to work as an ECE in Nova Scotia, NSNP will share the instructions to apply to ECE Classification Services for a level of classification and obtain a pre-approval letter necessary for a job offer.

Ontario PNP Targets 936 Express Entry Profiles Having Work Experience In IT Industry

Ontario Immigrant Nominee Program (OINP) invites 936 candidates under the Human Capital Priorities (HCP) stream in the latest tech draw held on December 19, 2022. A total of 4,012 invitations were issued under the HCP stream in 2022.

Candidates whose Express Entry profiles were created between December 19, 2021, and December 19, 2022, received Notification of Interest (NOIs) to apply for a provincial nomination in this draw. A provincial nomination will eventually lead to permanent residence in Canada. 

Quick Highlights on December 19 Ontario Tech Draw

The Ontario Immigrant Nominee Program (OINP) issued targeted Notifications of Interest (NOIs) under its Express Entry Human Capital Priorities (HCP) stream.

#1 Qualifying Score: As candidates having only registered Express Entry profiles were considered, the qualifying score was based on their Comprehensive Ranking System (CRS). 

A CRS score is given to candidates based on their human capital factors like age, language proficiency, work experience, and education qualification. The score is given out of 1200 points. 

The qualifying CRS score for the December 19 draw varied between 484 and 490

#2 Occupation of invited candidates: All the 936 candidates had a mandatory one year or more of work experience in one of the following occupations classified under the new NOC 2021:

How to Qualify for Ontario Tech Draw in 2023? 

All necessary requirements to register an Express Entry profile also apply to Ontario Tech Draw. Candidates need not have a job offer but at least one year of work experience in any of the tech occupations mentioned above. 

Express Entry is a database management system for any foreign skilled workers with/without a job offer to show their interest to migrate to Canada for permanent residence. Those with provincial nominations like the one from Ontario Tech Draw will get preferential treatment to obtain permanent residence. It is through the addition of upto 600 CRS points. 

Invited candidates have 45 days to submit a full application for their provincial nomination.

Canada Processed 700,000 Work Permits And 670,000 Study Permits In 2022

Immigration, Refugees, and Citizenship Canada (IRCC) brings down the overall immigration inventory by nearly half a million applications since August 2022. The reduction of applications in inventory comes alongside a record-breaking year for immigration intake.

Canada processed an all-time high of 4.8 million applications in 2022, admitting more candidates under the temporary residence status. The detailed breakdown of record admissions is: 

  • over 700,000 Work Permits
  • 670,000 Study Permits In 2022
  • 251,000 new citizens between April and November

Immigration Minister Sean Fraser remarked, “Our actions are ensuring that we can continue to welcome and support newcomers who come to Canada to work, study, visit, or settle here,” to highlight the reduction in inventory alongside an increase in admission levels. 

The total reduction in inventory is almost double the number of applications processed over the same period in 2021 when the department processed 2.5 million applicants.

A backlog application means it has not been processed within service standards. 

The service standards set out by IRCC for various immigration programs are available on the official website and provide the expected timeline, or goal, for how long it should take to process an application.

Statistics Canada: Higher Immigrant Retention Through the Atlantic Immigration Program

A comparative study between Atlantic Immigration Program (AIP) and Provincial Nominee Program (PNP) by Statistics Canada and Immigration, Refugees and Citizenship Canada (IRCC) saw AIP retained more immigrants one year after admission than PNPs.

AIP is a permanent immigration option that allows local employers to nominate foreign talents to immigrate to any of the four Atlantic provinces without having to get the expensive Labour Market Impact Assessment (LIMA). 

Atlantic Canada consists of provinces such as New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland, and Labrador. 

The one-year retention rate of skilled workers admitted under AIP stood at 67.6% in 2019. This is more than three times higher than the 21.5% rate in 2016. 

The purpose of the report is to simplify immigration decisions for thousands of aspirants manifesting the dreams of Canadian immigration. 

Improved Retention Rates in Atlantic Canada

Another report identified major reasons for immigrants to retain themselves in Atlantic Canada, even after two years of their stay because  

  • they liked their community, 
  • the cost of living was affordable, and 
  • they liked their job. 

Nova Scotia saw the highest retention rate among newcomers while Prince Edward Island saw the lowest retention rate in the country despite recording the largest increase in admissions between 2010-2015. 

Non-Atlantic provinces of Canada like Alberta, Manitoba, and Saskatchewan experienced drops in retention rates in the range of 5% – 10% between 2010-2015. 

The study noted those who arrive in a province through an economic immigration program are less likely to remain in their province of admission. Whereas those who arrived under family class sponsorship had a 92.3% retention rate in 2015.

How to Qualify for AIP?

Candidates for the AIP must have 1,560 hours of work experience over the past five years. There is an education requirement that can vary depending on your National Occupational Codes (NOC) TEER. The language requirements also vary depending on the NOC TEER category of your job offer.  

International students with graduation in any four of the Atlantic provinces can apply. However, they must already be in Canada on a study permit and have lived in one of the Atlantic provinces for at least 16 months during the past two years before graduation.

Canada PNP is the most preferred pathway for economic-class immigration in recent times. PNP is set to make a record in 2022 with over 80,000 allocations to be filled by various streams. PNP nominations for permanent residence in 2023 will target over 105,000 profiles under specific Express Entry and provincial streams.

Saskatchewan Held New EOI Draws Inviting 635 Profiles For Provincial Nominations

 Saskatchewan Immigrant Nominee Program (SINP) released the nomination results of EOI draws held on December 15. The provincial draws invited 635 immigration candidates to apply for a provincial nomination for Canadian permanent residence (PR).

The province invited 348 candidates under the Express Entry stream, and 285 candidates under Occupations-In-Demand stream in the latest EOI draw. Candidates from both categories required a minimum score of 82 points to qualify. 

EOI draw requires interested candidates to get their profile assessed on a score out of 100 according to the International Skilled Worker Points Assessment Grid. 

The province favors candidates with bilingual capability in both English and French. The highest-scoring candidates are then issued an invitation to apply for a provincial nomination from Saskatchewan.

The invited candidates usually have work experience as managers or executives in IT, Healthcare, Agriculture, or Service industries.

More PNP intakes than Express Entry in 2023

Saskatchewan has expectations to meet and exceed the cap of 6,000 under the Saskatchewan Immigration Nominee Program. The province expects that international recruitment may be delayed without the increase of the federal cap.

But the new immigration levels plan 2023-25 increases the intake target for Canada PNP and we would expect a rise in the SINP’s intake cap.  

Canada has recognized that provincial governments are in the best position to respond to local labor market necessities with new immigrants. Even during the peak of the pandemic, IRCC’s Express Entry draws invited only eligible candidates with prior provincial nominations to apply for Canadian permanent residency. 

Qualifying for Upcoming Saskatchewan PNP Draws

In order to be considered for nominations under the upcoming Saskatchewan Immigration Nominee Program (SINP) draws, candidates must register their Expression of Interest (EOI) profile with the provincial authority. 

Candidates must demonstrate their commitment to meaningfully settling in Saskatchewan by demonstrating their work experience, education, language ability, age, and connections to the province.

All the invited candidates must have valid Educational Credential Assessments.

Additionally, candidates already in the federal Express Entry pool need to register another EOI and choose Saskatchewan. 

Route to Permanent Residency 

On successfully receiving an invitation to apply (ITA) for a provincial nomination, candidates are awarded an additional 600 points toward their Comprehensive Ranking System (CRS) score. It will effectively guarantee an ITA for Canada PR in the subsequent Express Entry draw conducted by IRCC.

Manitoba PNP Draws Nominates 1,030 Profiles Under Skilled Worker Overseas Stream

Manitoba held a new set of provincial immigration draws on December 15. The Expression of Interest (EOI) draws led to 1,030 new Letters of Advice to Apply (LAA) for provincial nominations from the Manitoba Provincial Nominee Program (MPNP).

All LAAs for provincial nominations went to profiles that qualified for the Skilled Worker Overseas stream. 

Further, December 15 draw invited 656 profiles with Expressions of Interest (EOI) who had a job seeker validation code and an Express Entry profile. 

Candidates who scored 600 points received invitations in the latest MPNP draws. 

 

Typically, profiles with work experience in Health, Business, Finance, Sales, and Administration jobs receive provincial nominations from the prairie Canadian province, Manitoba. 

How to Qualify for Upcoming Manitoba PNP Draws? 

In order to qualify for upcoming Manitoba PNP draws, interested applicants must first register their Expression of Interest (EOI) with the province. 

An EOI profile is not an application for Canadian immigration but an immigration profile that is evaluated and assessed for 1,000 points based on core human capital, mainly work experience, education, and language proficiency.  

Depending on their profile assessment score, they may qualify for receiving LAAs through the Skilled Workers in Manitoba, Skilled Workers Overseas streams, or International Education Stream.

Manitoba PNP on new NOC 2021

Immigration, Refugees and Citizenship Canada (IRCC) switched to a new classification for economic-class immigrants earlier this month. 

Each year some 15,000 people from countries all over the world move to Manitoba in search of better career opportunities and a standard of life.

MPNP has aligned its provincial intake with the 2021 version of the National Occupational Classification (NOC) from the previous December 01 draw. 

However, if your MPNP application was submitted before November 16, 2022, the MPNP nomination and subsequent permanent residence application will be assessed using NOC 2016.

Canada Express Entry Rounds Will Target Occupation-Specific Candidates Starting In 2023

The Canadian government will implement the approved Express Entry reforms starting in 2023 to enhance the intake criteria. As per the passed C-19 Bill, Immigration, Refugees, and Citizenship Canada (IRCC) will target eligible profiles in the Express Entry pool based on economic goals (occupation or education) in future Canada Express Entry rounds.

Currently, IRCC does not have the ability to invite candidates from the Express Entry pool who have a particular work experience, educational credential, or language skills. Bill C-19 which received Royal Assent or passed in both houses of parliament, on June 23, now gives IRCC the scope to new frame rules around it. 

Statistics Canada reported over 800,000 job vacancies and Canadian employers are keen on addressing the talent shortage with the immigration of foreign skilled workers. 

Even though Provincial Nominee Programs will target more immigrants in 2023, Canada Express Entry will continue to play a prominent role in the country’s immigration system and economy. 

Now that Express Entry is promising normalcy and most new applications will be processed within six months, employers will have better access to more foreign talent.

Healthcare Candidates Could be Targeted 

IRCC could now invite Express Entry candidates based on the most pressing economic needs and urgent labor shortages.

However, IRCC is yet to confirm any date for targeted draws as the federal government is expected to consult provinces, business councils, and other stakeholders to best evaluate which candidates to target.

As per the preliminary understanding of the intention behind the new Canada Express Entry reforms, healthcare is seen as one of the most pressing occupational categories. 

The job vacancy rate within the healthcare sector in Canada stood above 6% for the most part of 2022. In the recent past, Canada took suitable measures to fill jobs in the sector such as removing entry barriers for internationally trained physicians who are already in Canada. 

The expected Express Entry reforms to target candidates with backgrounds in healthcare professions to fill vacant positions at a faster rate seems believable.

December PNP Draws From Prince Edward Island Nominates Express Entry Profiles

Prince Edward Island (PEI) held a low-profile nomination draw on December 01, inviting 69 profiles under its Express Entry and Labour streams.

With this, a total of 1,721 candidates are invited by PEI to apply for provincial nominations and eventually qualify for Canadian permanent residence. 

In order to be considered for nominations under PEI PNP draws, candidates must create an Expression Of Interest (EOI) profile with the province. 

EOI profiles are given points based on the province’s unique points grid. The highest-scoring candidates are then invited to apply through monthly draws.

PEI PNP Express Entry & Labout Impact category

If a candidate is already registered in the federal Express Entry pool, they could qualify for provincial nomination under the PEI PNP Express Entry category. 

Foreigners like Skilled Workers, Critical Workers, and International Graduates with a valid job offer in PEI, and having support from their employer may qualify under the Labour Impact category. 

PEI PNP Business Impact category

Prince Edward Island also favors the immigration of foreign entrepreneurs to boost its economy. Such candidates are issued invitations under the Work Permit Stream, which is for foreign entrepreneurs who want to own and operate a business in PEI. 

Further, eligible candidates with a successful provincial nomination can apply to the Immigration, Refugees, and Citizenship Canada (IRCC) for permanent residency. 

Future of PEI PNP Draws

The division between provincial invitations issued over the last 12 months (Jan 20, 2022, to December 01, 2022): 

  • Business Invitations over the last 12 months – 8% (118) 
  • Labour Invitations including Express Entry over the last 12 months – 92% (1603)

Prince Edward Island is among the four Atlantic provinces in Canada which are dependent on immigration for their population growth and sustaining the economy. Immigrants Make Canada The G7’s Most Educated Country: StatsCan Report

The larger share of the immigrant population with a college or university credential makes Canada the most educated among the G7 countries, according to a report from Statistics Canada (StatsCan)

The G7 group of developed countries attracts skilled immigrants from all over the world and includes Canada, France, Germany, Italy, Japan, the UK, and the US. The European Union (EU) is also a non-enumerated member. 

Immigration-Led Growth in the Canadian Workforce

StatsCan rank Canada first in the G7 for the highest share (57.5%) of working-age people (aged 25 to 64) with a college or university credential. 

Recent immigrants made up nearly half of the growth in the share of Canadians with a bachelor’s degree or higher.

In the last five years (2016 to 2021), the working-age population in Canada saw an increase of nearly one-fifth (+19.1%), and all with a bachelor’s degree or higher. Canada has been successful in attracting newcomers in the fields of healthcare and computer and information science during this period.

Canada’s CRS Points System Boosted Educated Immigrants 

Immigrants with a bachelor’s degree or higher get preferred because of CRS or Comprehensive Ranking System scores.

Canada’s most preferred pathway for permanent residency, Express Entry or Provincial Nominee Program ranks registered profiles according to the CRS scores. 

Under the CRS, applicants are awarded more points for higher academic qualifications. It can make a significant impact on whether to issue an Invitation to Apply (ITA) or not.

Canada Focuses on Immigration-Led Population Growth

StatsCan in another report noted 94.5% of the Q2 growth in Canada’s population came from the rise in immigration. 

International migration accounted for adding 118,114 people to Canada’s population in Q2 2022, mainly contributed by work and study permit holders
