Immigration to Canada Helps Nova Scotia Breach 1 Million Population Milestone

Statistics Canada’s daily data revealed Nova Scotia’s population surpassed the 1 million milestones. The media release followed it saying immigration to Canada played a large part in the population’s growth. Nova Scotia’s population grew 5,696 in the first quarter of 2021, the largest increase in the first quarter since 1971. Most immigrants to Nova Scotia came from India, China, the Philippines, Korea, and the United Kingdom in 2020 through Nova Scotia Provincial Nominee Program.

Jill Balser, Minister of Labour, Skills, and Immigration, openly announced “We look forward to welcoming new people to Nova Scotia with open arms and experiencing the benefits of newcomers in all parts of the province.”

The Province is working to attract and retain more young people, entrepreneurs, and skilled workers in the field of healthcare, education, and construction.

Tim Houston, Nova Scotia’s Premier, in a media release expressed, “We all benefit from this growth with a greater tax base, new businesses and jobs, greater diversity and culture, and improved infrastructure.”

Immigration to Canada: Mandate Letter for Nova Scotia

Mandate letter dated September 14, 2021, indicates positive strategies to improve population levels in Nova Scotia.

The Premier of Nova Scotia tasked its Minister of Labour, Skills, and Immigration to increase the province’s population to two million by 2060. This is possible through a combination of inter-provincial migration as well as immigration to Canada programs.

Nova Scotia will target eligible immigrants to regional areas outside Halifax. Target groups will most likely include

  • Individuals who can work remotely and have the flexibility to move.
  • Current and former students who attend or attended university or college here and fell in love with the province.
  • Individuals who love the outdoors and have always dreamed of living a more laid-back lifestyle, close to the ocean.
  • People who have visited Nova Scotia as tourists.

Nova Scotia is also working towards the launch of a $2.5-million marketing initiative to promote immigration to Canada in near future.

Nova Scotia Provincial Nominee Program Targets 25,000 Newcomers Each Year

The Atlantic province attracts foreign talent with specialized skills or occupations that match identified labour shortages. The province also seeks to retain international students after they graduate from any institution in the province.

The Atlantic province now aims to attract 25,000 newcomers per year. With the province’s current immigration retention rate at 71 percent, the ambitious target seems achievable.

Any eligible foreigner can plan their immigration to Canada through provincial nomination from Nova Scotia in two ways:

  • the Atlantic Immigration Program (AIP), and
  • the Nova Scotia Provincial Nominee Program.

Immigration to Canada Through Nova Scotia Provincial Nominee Program

Ever since the launch of the Express Entry system in 2015, all the Provincial Nominee Programs are categories into two streams: ‘enhanced’ & ‘base’ streams.

‘Enhanced’ stream offer registered candidates in the federal pool to be considered for provincial nominations. This guarantees permanent residency in Canada as additional 600 points are added to their overall qualifying score.

Eight different immigration streams under Nova Scotia Provincial Nominee Program include:

‘Enhanced’ PNP streams –

  1. Nova Scotia Experience: for candidates with their profiles registered in the federal Express Entry pool and work experience in Nova Scotia for at least one year;
  2. Nova Scotia Labour Market Priorities: for candidates with their profiles registered in the federal Express Entry pool and who meet specific labor market needs;
  3. Labour Market Priorities for Physicians: for candidates with their profiles registered in the federal Express Entry pool and who have a job offer as a family physician or specialist physician;

‘Base’ stream targets candidates from a separate pool and delinked from federal Express Entry. It targets candidates with specific skills and experience for temporary residence in Canada.

‘Base’ PNP streams –

4. Physician Stream: for physicians who have a job offer in Nova Scotia and are not in the Express Entry system;

5. Skilled Worker Stream: for skilled workers who have received a job offer in the province;

6. Occupation In-Demand Stream: for workers with a job offer in an occupation that is deemed “in-demand;”

7. Entrepreneur Stream: for individuals who wish to start a business in the province; and

8. International Graduate Entrepreneur Stream: for international graduates who wish to start a business in the province.

Immigration to Canada through Atlantic Immigration Program

Atlantic Immigration Program (AIP) is now a permanent federal immigration to Canada program. It will open doors for additional 6,000 eligible candidates to apply for Canada Visa annually.

Atlantic Canada is comprised of four provinces: Nova Scotia, New Brunswick, Prince Edward Island, Newfoundland, and Labrador.

To apply under the AIP, candidates must have a job offer from a designated employer. They must have also had an individualized settlement plan.

British Columbia Provincial Nominee Program: Canada Immigration without a Job Offer

Science graduates may be eligible to apply for a Provincial Nominee Program called the Skills Immigration – International Post-Graduate category.

Under this program, you can immigrate to Canada without a job offer. All you need is a graduate degree in science from an eligible British Columbia institution.

This Provincial Nominee Program category gives priority to immigration candidates who have completed a master’s or doctorate (Ph.D.) degree. They can complete their course in study disciplines like

  • agriculture;
  • biological and biomedical sciences;
  • computer and information sciences and support services;
  • engineering;
  • engineering technology;
  • health professions and related clinical sciences;
  • mathematics and statistics;
  • natural resources conservation and research;
  • physical sciences;

Eligibility to Apply for Canada Immigration

To be eligible under this stream, you must also be able to demonstrate that you have the intention and ability to live and work in the province.

For example, submitting evidence of your previous or current period of residence in the province. You can also send proof of your work, study, or family ties to B.C.

Another way is to submit a description of any steps you have taken to settle permanently, such as finding a job or a place to live, or community involvement.

Candidates applying under this stream need not have a profile in the federal Express Entry system to be eligible.

BC PNP Express Entry Stream: Priority Application

Candidates who meet the eligibility requirements of the Skills Immigration – International Post-Graduate category and who also have an active Express Entry profile may be able to benefit from priority processing of both their BC Provincial Nominee Program applications.

If nominated, permanent residence is guaranteed with an addition of 600 points to the Express Entry CRS score.

In addition to British Columbia, almost all Canadian provinces and territories have at least one Provincial Nominee Program stream linked to the federal Express Entry system. Many of these PNPs do not require a job offer, including programs in Ontario, Saskatchewan, Alberta, and Nova Scotia.

Besides allowing Canada’s provinces to draw you from the pool of candidates under their provincial streams, having an Express Entry profile also puts you in a position to receive an Invitation to Apply directly from IRCC under federal programs providing you meet Comprehensive Ranking System requirements.

To be eligible for the British Express Entry Stream you will need to:

  • Have an active Express Entry profile;
  • Meet the eligibility requirements for one of the Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC);
  • Demonstrate a language proficiency level
  • Intend to reside in British Columbia;
  • Have sufficient funds to cover settlement costs in British Columbia.

In 2021 alone, British Columbia invited over 11,000 candidates across various streams to apply for Canadian permanent residence.
