Science graduates may be eligible to apply for a Provincial Nominee Program called the Skills Immigration – International Post-Graduate category.

Under this program, you can immigrate to Canada without a job offer. All you need is a graduate degree in science from an eligible British Columbia institution.

This Provincial Nominee Program category gives priority to immigration candidates who have completed a master’s or doctorate (Ph.D.) degree. They can complete their course in study disciplines like

  • biological and biomedical sciences;
  • computer and information sciences and support services;
  • engineering;
  • engineering technology;
  • health professions and related clinical sciences;
  • mathematics and statistics;
  • natural resources conservation and research;
  • physical sciences;

Eligibility to Apply for Canada Immigration

To be eligible under this stream, you must also be able to demonstrate that you have the intention and ability to live and work in the province.

For example, submitting evidence of your previous or current period of residence in the province. You can also send proof of your work, study, or family ties to B.C.

Another way is to submit a description of any steps you have taken to settle permanently, such as finding a job or a place to live, or community involvement.

Candidates applying under this stream need not have a profile in the federal Express Entry system to be eligible.

BC PNP Express Entry Stream: Priority Application

Candidates who meet the eligibility requirements of the Skills Immigration – International Post-Graduate category and who also have an active Express Entry profile may be able to benefit from priority processing of both their BC Provincial Nominee Program applications.

If nominated, permanent residence is guaranteed with an addition of 600 points to the Express Entry CRS score.

In addition to British Columbia, almost all Canadian provinces and territories have at least one Provincial Nominee Program stream linked to the federal Express Entry system. Many of these PNPs do not require a job offer, including programs in Ontario, Saskatchewan, Alberta, and Nova Scotia.

To be eligible for the British Express Entry Stream you will need to:

  • Have an active Express Entry profile;
  • Meet the eligibility requirements for one of the Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC);
  • Demonstrate a language proficiency level
  • Intend to reside in British Columbia;
  • Have sufficient funds to cover settlement costs in British Columbia.

BC PNP Regional Pilot Guide

British Columbia Provincial Nominee Program (BC PNP) offers different streams for eligible entrepreneurs to migrate and expand their business in Canada. 

The Entrepreneur Immigration (EI) Regional Pilot is for foreign entrepreneurs who are planning to start a new business. Entrepreneurs wishing to purchase an existing business can register and apply under the EI – Base Category of the BC PNP.

Why is this better? Lower net worth requirement and investment capability when compared to the BC PNP Entrepreneur Immigration Base Category program.

In general, this is also a great Canada Permanent Residence (PR) program as there is no age limit and the language requirement is only CLB level 4!

Begin Your Immigration Process- BC PNP EI-Regional Pilot

STEP 1: Determine your Eligibility

To be considered eligible for the BC PNP EI Regional pilot, a potential entrepreneur applicant must have:

Minimum Personal Net Worth (in CAD) $300,000
Minimum Investment (in CAD) $100,000 in the proposed business. 

Note: The BC PNP will not consider any investment made prior to the date of the invitation.

Minimum Language Proficiency Canadian Language Benchmark (CLB) level 4
Work Experience 
  • 3 or more years of experience as an active business owner-manager; or
  • 4 or more years of experience as a senior manager; or
  • a combination of 1 or more years of experience as an active business owner/manager and 2 or more years of experience as a senior manager.
Level of Education  have either a postsecondary credential OR experience as a business owner/manager with 100% ownership of the business for at least 3 out of 5 years;

 

STEP 2: Conduct a Community Exploratory Visit

The province allows you to evaluate your business opportunities, refine business model, perform market research, and connect with local contacts by conducting a community exploratory visit. 

A referral from the local community in British Columbia will be given only if your business aligns with the community’s target industries. A referral from the community will further strengthen your business proposal and thus your chances of immigration.

You have up to 120 days from the date of invitation to submit a complete profile. It should contain all supporting documents like:

What is the 20-month period in BC PNP Entrepreneur Immigration Regional Pilot? The 20-month period is to establish your business and start operations while meeting the terms of your performance agreement.
Am I allowed to bring any key personnel? Apart from your spouse and dependents, you may bring no one else. All staff must be hired in Canada.
What is a Performance Agreement? A performance agreement will set out the terms that must be adhered to while operating your business during your work permit period. This may vary for each business. 

Once the provincial authorities are satisfied with your performance agreement terms, you may apply for a provincial nomination. BC PNP conducts monthly draws to invite eligible candidates.

How long to obtain Permanent Residency? Under 5 years. 

Eligible candidates can apply with IRCC for Canada PR after receiving a successful provincial nomination. 

What are ‘Job creation’ terms? You must create at least one full-time equivalent (FTE) job for a Canadian citizen or permanent resident. You may choose to hire temporary workers but only after creating at least one FTE.
Am I allowed to have partners? It is a requirement that you must own at least 51% of the business you plan to establish.

You may associate with a Canadian citizen or permanent resident businessman, but under the Entrepreneur Immigration Regional Pilot stream, you are not allowed to associate with a foreign businessman (Co-registrant).
