Foreign skilled workers must meet the minimum requirements for all the below-mentioned eligibility criteria to get nominated under the Federal Skilled Worker Program (FSWP):

Canada is Making Foreign-Trained Doctors Easier to Qualify for Permanent Residency

  1. Ontario Plans Foreign-Trained Doctor Credential Recognition Program

 The College of Physicians and Surgeons of Ontario (CPSO) will soon announce a three-month program to recognize credentials of foreign-trained physicians who are willing to work and settle in Canada. 

Through such a program, the regulatory body would:

  • rapidly assess the qualifications of foreign-trained physicians over a 12-week period through supervision and direct observation
  • deploy successful candidates to underserviced communities, and
  • provide a PR path to independent licensure for these foreign-trained physicians.

Other provinces in Canada use Practice Ready Assessment (PRA) programs to support the licensure of internationally-trained physicians who have already completed their training and practiced abroad. 

The available PRA programs are 

  • Alberta Clinical and Surgical Assistant Program
  • Alberta International Medical Graduate Program
  • Collège des médecins du Québec – Practice-ready assessment
  • Clinical Skills Assessment and Training Program (Newfoundland and Labrador)

  1. Canada Allows Self-Employed Physicians for PR Through Express Entry

Physicians who are already in Canada as temporary residents will now be able to obtain permanent residency through Express Entry programs. 

Until now, physicians who practice in Canada could not qualify for Express Entry programs since their nature of work is different from the traditional employee-employer relationship. This means many physicians or doctors who are currently in Canada as temporary residents are considered self-employed.

However, being self-employed with at least one year of work experience abroad does not stop the candidates to apply for permanent residency through the Express Entry program.

  1. Canadian Provincial Nomination Programs for Foreign Doctors

Canadian provinces have dedicated programs through which they nominate specific categories of healthcare professionals for immigration. Like, British Columbia, Nova Scotia, and Saskatchewan have such streams. 

Usually, a job offer from a Canadian employer or work experience as a healthcare professional is a pre-condition for provincial nomination. Foreign-trained doctors willing to practice in Canada may receive provincial nominations if they have already completed the accreditation process, as discussed below.

Skilled Immigration through Canada PNP is set to become the leading economic class pathway for PR in 2023, accounting for over 100,000 new immigrants annually.

Immigration, Refugees and Citizenship Canada (IRCC) is expected to target 105,500 intakes through Canada Provincial Nominee Programs (PNP) alone. Thereon, the overall Canada PNP targets could increase to 110,000 in 2024 and 117,500 in 2025. 

Skilled immigrants in Canada are classified as those immigrants who are invited to work or study in Canada based on their skill levels including work experience and academic records, age, and proficiency in English or French. 

While Canada Express Entry remains to be the most preferred direct pathway for Canadian permanent residency (PR) for foreigners, skilled immigration through Canada PNP gives temporary residency status and later, a chance to qualify for PR after gaining some full-time work experience in Canada.

  • Skilled Worker: For candidates sponsored by a local employer for Canadian permanent residence
  • Critical Impact Worker: For semi-skilled or unskilled candidates sponsored by an employer in a high-demand occupation
  • Yukon Community Pilot: For already-nominated candidates, allowing them to work for multiple employers simultaneously

Northwest Territories 

The Northwest Territories Nominee Program (NTNP) contains different provincial programs that invite eligible foreigners to apply for provincial nominations:

  • Express Entry System for Skilled Workers: For candidates that have received an offer of employment in a skilled position and have already worked in that position for at least six months
  • Entry Level/Semi-Skilled Occupations: For candidates that have already worked in an entry-level position for at least 6 months and the territory deems capable of helping fill entry-level employment shortages

Skilled Immigration Through Canada PNP

Immigration in Canada is the process of obtaining permanent residency. 

Any eligible foreigner with an adequate skill level will receive an invitation to apply for provincial nominations from 80+ PNP streams. 

Provincial nominations act as an eligibility certificate for temporary residence status in a particular province that opens the doors to qualify for Canadian permanent residency. 

A successful provincial nomination ensures 600 additional Comprehensive Ranking System (CRS) points, making skilled immigration through Canada PNP extremely attractive.
