In this process, many Provincial Nominee Program (PNP) streams are geared towards international students, some are even dedicated to them.

New Brunswick Launches New Immigration Pilot for International Graduates 

The pilot aims to facilitate permanent residency for international students who have graduated from one of 19 eligible programs of study.

New Brunswick has unveiled a new immigration pilot project for international students who graduate from four private career colleges in the province.

Starting April 1, 2022, New Brunswick will extend provincial nominations to international students who graduate from four private career colleges in the province. These colleges include: 

  • Atlantic Business College, 
  • Eastern College, 
  • McKenzie College, or 
  • Oulton College.

Additionally, they are required to complete their study in one of 19 targeted occupations. 

The press release made a note that the new immigration pilot will benefit recent graduates of designated learning institutions who are not currently eligible for the federal Post-Graduation Work Permit program. 

All eligible designated learning institutions are expected to offer the following career courses for International students in Canada

  • social and community service workers;
  • early childhood educators and assistants;
  • educational assistants;
  • health-care aides;
  • home support workers;
  • licensed practical nurses;
  • paramedics and related occupations;
  • medical laboratory technologists;
  • medical laboratory technicians and pathologists’ assistants;
  • medical administrative assistants;
  • computer programmers and interactive media developers;
  • web designers and developers;
  • computer network technicians;
  • user support technicians;
  • accounting technicians and bookkeepers;
  • payroll clerks;
  • shippers and receivers;
  • supply chain and logistics supervisors; and
  • production logistics co-ordinators

This new initiative is in line with the priorities set by business groups and organizations in the province. Specific details and requirements for the new pilot project will only be available in the fall. 

”With the increased competition for skilled labour, the potential to transition international students into permanent residents is crucial”, recognises both the business community and the provincial government. 

The usual route for International graduates from New Brunswick is to qualify for New Brunswick Skilled Worker Stream. This program is for foreigners who have a job offer from a New Brunswick employer. It is not specifically for international student graduates, but they do allow people who completed a one-year program at a New Brunswick post-secondary to skip the one-year work experience requirement.

Other Provincial Level Programs for International Students

Ontario is one of the preferred immigration destinations for skilled foreign workers to work & settle in Canada. The Ontario Immigrant Nominee Progam (OINP) has two streams dedicated to international student graduates: the Master’s Graduate Stream, and the PhD Graduate Stream. The good part is neither of these programs does not require you to have job offers in order to apply for provincial nominations. 

British Columbia is another preferred immigration destination. The British Columbia Provincial Nominee Program ( BC PNP) has a number of options for international graduates through the Express Entry British Columbia stream and the Skills Immigration stream. If you are eligible for the International Post-Graduate Category, you need not require a job offer to apply. 

The Canadian Province of Manitoba has an International Education Stream for people who graduated from a post-secondary institute in the province. It accepts applications for provincial nominations under three sub-categories:  Career Employment Pathway, Graduate Internship Pathway, and the Student Entrepreneur Pathway

Saskatchewan is not behind with a dedicated stream for Experience Category students who recently graduated from an eligible Canadian post-secondary. You need a full-time job offer from a Saskatchewan employer to qualify.  

Similar dedicated provincial streams for International graduates with a job offer is offered by Prince Edward Island and Newfoundland and Labrador. The job must be in your field of study.

Graduates Showing Interest in Entrepreneurship 

For international graduates with an aptitude in entrepreneurship can benefit from Nova Scotia’s International Graduate Entrepreneur Stream. You need to have at least two years of full-time study at a Nova Scotia university or college. You need to have operated your own business in the province for at least one year and intend to make Nova Scotia your new home.

Newfoundland and Labrador graduates who want to run a business in the province can apply under the International Graduate Entrepreneur Category and get nominated for a provincial nomination. 

A successful provincial nomination may be valid for up to 6 months and eligible candidates can apply to Immigration, Refugees, and Citizenship Canada (IRCC) for permanent residency within this time period. 

Federal Level Immigration Program for International Graduates

A most common route to settle in Canada is by graduating from any Canadian learning institution and apply for a Post-Graduation Work Permit, which comes with a time validity of 3 years. Most PGWP holders choose to enter the Express Entry pool by qualifying for the Canadian Experience Class (CEC) after gaining at least one year of work experience. 

Recent estimates from Statistics Canada has revealed that Canada was able to retain & transform more than 50% of international students who completed their under-graduation degree from Canadian learning institutions into a permanent resident in the last decade. 

Another route to obtain permanent residency By international student graduates is through the Atlantic Immigration Pilot. It is expected to become a permanent program in 2022. 

Graduates including International students from eligible institutions in Newfoundland and Labrador, Prince Edward Island, Nova Scotia, and New Brunswick may be able to apply for the Atlantic International Graduate Program. This program allows graduates to apply for permanent residence without having any previous work experience.

Monthly Review: Canada PR Nomination Draws in July 2021

Canada is on its course to open up its borders to international travellers, starting this August 9. It is even more encouraging to note that Canada welcomed over 35,000 new immigrants in the month of June 2021, the first of its kind since the imposed travel restrictions to curb the spread of the ongoing COVID-19 pandemic.

That being said, Canada is still far away from reaching its ambitious annual immigration intake levels of 401,000 new applicants. It is expected for Canada to invite at least over 40,000 new immigrants from August to December to fulfil this annual immigration target. 

Here in this blog, we shall give you a brief review of all the Canadian nomination draws in the month of July which would eventually lead to awarding permanent residency to the nominees. While the federal department, IRCC held four program-specific Express Entry resulting in over 5,500 invitations to apply (ITAs) for Canada PR, the Provincial Nominee Programs (PNPs) issued over 6,000 ITAs for provincial nominations. 

This is viewed by expert immigration lawyers as a sign of relief as more new aspirants can be expected to immigrate to Canada very soon. 

Nominations Under Express Entry in July 2021

Observing the Express Entry draw trends in July 2021, one may witness an increasing preference for candidates having a prior work experience inside Canada. Otherwise said, the IRCC is pushing more temporary workers, international graduates, recent graduates present in Canada to apply for permanent residence. 

Somewhere in the whole nomination draws in 2021, the preference for candidates under Federal Skilled Worker Program (FSWP) is still being sidelined. Usually, foreign skilled workers who have adequate work experience but outside Canada are considered under the FSWP category. 

In the year 2019, before the current pandemic exploded the scenes, Canada created a record nomination through Express Entry draws by inviting over 1 million foreign skilled workers for the first time in its history. Data from Statistics Canada reveal that more candidates from the FSWP category were preferred. Canada repeated the same feat in 2020, however, more candidates qualified under CEC & PNP categories.   

Express Entry has already issued nearly 99,000 ITAs for Canada PR so far in 2021. In fact, it is almost half of the expected annual target of 108,800 ITAs in 2021.

Canada Express Entry is a long-drawn two-step process. 

As it manages the application database for three federal immigration programs – the Federal Skilled Worker (FSW), the Federal Skills Trades (FSTP), and the Canadian Experience Class (CEC) – aspirants are first required to qualify for individual program requirements. Such eligible profiles are assessed and ranked on a Comprehensive Ranking System (CRS). Core human factors such as age, education, language skills, and work experience are used to calculate a CRS profile score. 

The second step will involve the fortnightly nomination draws held by IRCC. The high-ranking candidates based on the CRS score get invitations to apply (ITA) for permanent residence (PR). 

Active Provincial Nominations for Canada PR in June 2021

The unique arrangement between the federal and provincial/territorial governments in Canada, except in Quebec & Nunavut, allows the nomination of foreign candidates separately based on the unique labour demand of each province. These provincial nominations allow eligible candidates to apply for permanent residence. 

Further, candidates with an active Express Entry were extremely benefitted as provincial nomination will give them a chance to gain an additional 600 points towards their overall CRS score. This would effectively guarantee them an ITA for Canada PR in a subsequent Express Entry draw. 

With improved retention rates for immigrants and employers seeking more immigrants in Atlantic Canada, which otherwise was not much popular among immigrants, Canadian immigration through Provincial Nominee Programs and Express Entry is gaining much steam. 

BRITISH COLUMBIA: Over 885 candidates were invited to apply for the provincial nomination throughout the past month. These provincial nominations were issued through the Express Entry British Columbia, Skills Immigration. 

The province has temporarily suspended accepting new applications for its base Entrepreneur immigration program. On the other hand, the province has announced to make its tech pilot program a permanent immigration program. This would result in more nominations of specific foreign tech workers to immigrate to Canada. 

ONTARIO: The Ontario Immigrant Nominee Program (OINP) held six draws last month, the most by any province. It also resulted in nominating eligible entrepreneurs to apply for provincial nominations. 

Nearly 2,000 ITAs were issued by the province under the Ontario’s Express Entry Skilled Trades Stream, the Employer Job Offer: Foreign Worker and Employer job offer: International Student stream. Further, the province also targeted around 1,031 candidates with work experience in 18 targeted occupations and who may qualify for Ontario’s Express Entry Human Capital Priorities stream.

Ontario is now eyeing to welcome at least 8,350 eligible candidates to apply for permanent residency (PR) in 2021. Typically, foreign workers with Canadian work experience in occupations relating to National Occupational Classification (NOC) skill level 0, A, B. Such jobs include Managerial positions, Experts in certain fields, Professionals, Supervisors with graduate-level or higher education qualifications.   

ALBERTA: The total nominations from the province were slow-paced this month as only one draw inviting 181 Express Entry candidates was held. Officials from the province have reportedly spoken to media persons confirming that the AINP has now removed the temporary criteria adjustments made to the Alberta Express Entry Stream in the midst of the coronavirus pandemic. MANITOBA: The major highlight is the historic Manitoba PNP that invited nearly 1,140 Express Entry candidates to apply for provincial nominations. Another draw was held earlier inviting eligible candidates under the usual provincial streams: Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas. 
SASKATCHEWAN: The total tally of nominations is nearly double that of last month. The province invited gnarly 570 candidates over four provincial draws through the Express Entry and Occupations In-Demand sub-categories.  PRINCE EDWARD ISLANDS: The province went as per its pre-scheduled draws inviting 127 eligible candidates under Express Entry, Labour and Business Impact candidates.

Monthly Review: Canada PR Nomination Draws in June 2021

Canada has set itself an ambitious target to invite over 1.2 million new immigrants by the end of 2023. It would mean about 401,000 new immigrants will be invited in 2021. Moreover, 60% of the total target is said to be achieved through economic-class immigration programs like Express Entry, Provincial Nominee Programs and Business Immigration programs.

In 2021 alone, about 80,000 invitations will be sent out to eligible candidates through PNP and over 108,800 ITAs for Canada PR through Express Entry programs. 

During the month of June, IRCC broke records by conducting two of its largest-ever Express Entry draws targeting candidates with prior provincial nominations. The draw size for two other Express Entry draws exclusively inviting candidates with prior work experience remained fairly large as well. 

A total of 12 PNP draws and 4 Express Entry draws in June 2021 contributed to a total of 19,000 ITAs. It is to be viewed as a sign of relief as more new aspirants can be expected to immigrate to Canada very soon.

In a parallel development, the province has indefinitely extended the validity of its infamous British Columbia’s Tech pilot project. This would result in more nominations of specific foreign tech workers to immigrate to Canada. 

ONTARIO

A total of 1923 ITAs were issued by the province under the Ontario’s Express Entry Skilled Trades Stream, the Employer Job Offer: Foreign Worker and Employer job offer: International Student stream. Further, the province also targeted around 583 candidates with work experience in 10 targeted occupations and who may qualify for Ontario’s Express Entry Human Capital Priorities stream.

Ontario is now eyeing to welcome at least 8,350 eligible candidates to apply for permanent residency (PR) in 2021. Typically, foreign workers with Canadian work experience in occupations relating to National Occupational Classification (NOC) skill level 0, A, B. MANITOBA

Manitoba issued nearly 687 invitations to apply for provincial nominations last month. The province held three draws through the following three streams: Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas. Of the total number of nominations, a significant number, 427, went to Express Entry candidates.

SASKATCHEWAN

In June, the Saskatchewan Immigrant Nominee Program (SINP) had a dull month with just one invitation round through the Express Entry and Occupations In-Demand sub-categories. A total of 255 invitations to apply for a provincial nomination were issued. 

PRINCE EDWARD ISLANDS

Most of the invitations, 101, were issued to Express Entry and Labour Impact candidates. The remaining 12 invitations went to Business Impact candidates who had a minimum point threshold of 60. 

Further, demand for foreign entrepreneurs is being created through this new entrepreneur immigration pathway for international graduates to apply for Canada PR.

Basics about Canada Start-up Class

Popularly referred to as the Start-Up Visa program (SUV), Canada launched it as a three-year pilot which became permanent on March 31, 2018, due to its increased popularity.

It offers excellent opportunities targeting innovative entrepreneurs to obtain permanent residency. The program helps eligible immigrants help establish start-up businesses in Canada aided by local investors like angel investors, Venture capital fund, Business incubator and the easy availability of skilled workers, thanks to robust economic-class immigration programs.   

Candidates can initially come to Canada on a work permit supported by their designated Canada-based investor, before qualifying for permanent residence once their business is up and running. 

The required commitment must meet the following criteria:

  • A designated angel investor group must invest at least $75,000 into the qualifying business. Candidates can also qualify with two or more investments from angel investor groups totalling $75,000.
  • A designated venture capital fund must confirm that it is investing at least $200,000 into the qualifying business. Candidates can also qualify with two or more commitments from designated venture capital funds totalling $200,000.
  • A designated business incubator must accept the applicant into its business incubator program.

Expenses Other than Establishing Business in Canada

Applicants applying for a Business visa for Canada must be aware of the fact that most Canadians pay up to 50% of their income on housing & other utilities. In addition to the demonstration of capital & settlement funds required to finance your business as well as your financial stability to the immigration authorities, you must be prepared for household expenses such as: 

  • Heating & other lifestyle utilities
  • Food/Clothing/Shelter
  • Health insurance & transportation
  • Recreation

A basic room in the affordable regions of Canada may cost you around $350/month. In bigger cities in Canada, the housing rents can rise up to $2500/month. 

Canada covers the health expenses of immigrants too, however, you must note that Provincial & territorial health programs won’t be able to cover the cost of all newcomers in Canada for three months.

Should You Need a Canadian Immigration Lawyer? 

It may take about 4-6 months to secure a commitment certificate/letter of support from a designated entity for immigration to Canada under the SUV program. Once received, you may apply for a work permit to immediately immigrate to Canada. 

Additionally, up to 18 more months will be required to finalize the application for permanent residence, subjected to requirements like: 

  • The intended business must be incorporated and carrying on business in Canada.
  • The candidate must own at least 10 per cent of the voting rights in the corporation.
  • No other person can hold 50 per cent or more of the voting rights in the corporation.

Canada allows up to five candidates to support their applications for permanent residency by the same business investment.

British Columbia had recently announced to make its tech pilot project a permanent immigration program. This is said to favor tech talents who wish to immigrate to British Columbia for better career opportunities.

If one digs deeper, candidates registered in the federal Express Entry pool are at a greater advantage with this latest announcement. How you may ask? 

A prerequisite to BC Tech Program is qualifying for either of two provincial streams: the Skills Immigration or Express Entry BC. If you are already registered in the Express Entry pool, you have completed the first step.

From there, you have to be eligible for one of the Express Entry BC subcategories: 

  • Skilled Worker,
  • Healthcare Professional, 
  • International Graduate, or 
  • International Post-Graduate.

As an Express Entry candidate with a successful provincial nomination, you are eligible to get 600 points added to your overall score. This is enough to boost your rankings in the federal pool and make you eligible to receive invitations for Canada PR in the subsequent Express Entry draw. 

Additionally, the decision to issue permanent residency will depend on your qualification for any one of the three federal immigration programs: the Canadian Experience Class, Federal Skilled Worker Program, or Federal Skilled Trades Program.

Monthly Review: Canada PR Nomination Draws in May 2021

Did you know? Canada has set itself an ambitious target to invite over 1.2 million new immigrants by the end of 2023. It would mean about 401,000 new immigrants will be invited in 2021 for Canada PR. Moreover, 60% of the total target is said to be achieved through economic-class immigration programs like Express Entry, Provincial Nominee Programs, and Business Immigration programs.

In 2021 alone, about 80,000 invitations will be sent out to eligible candidates through PNP and over 108,800 ITAs for Canada PR through Express Entry programs. 

May 2021 saw up to 15,000 invitations to apply (ITAs) for permanent residency (PR) in Canada. It is to be read as a sign of relief as more new aspirants can be expected to immigrate to Canada very soon. 

Express Entry ITAs For Canada PR

Canada Express Entry is a long-drawn two-step process. 

As it manages the application database for three federal immigration programs – the Federal Skilled Worker (FSW), the Federal Skills Trades (FSTP), and the Canadian Experience Class (CEC) – aspirants are first required to qualify for individual program requirements. Such eligible profiles are assessed and ranked on a Comprehensive Ranking System (CRS). Core human factors such as age, education, language skills, and work experience are used to calculate a CRS profile score. 

The second step will involve the fortnightly nomination draws held by IRCC. The high-ranking candidates based on the CRS score get invitations to apply (ITA) for permanent residence (PR). 

Express Entry has already issued over 60,000 ITAs for Canada PR so far in 2021. It is almost half of the expected annual target of 108,800 ITAs in 2021.

Observing the Express Entry draw trends in April 2021, one may witness an increasing preference for candidates having a prior work experience inside Canada. Otherwise said, the IRCC is pushing more temporary workers, international graduates, recent graduates present in Canada to apply for permanent residence.

Canada repeated the same feat in 2020, however, more candidates qualified under CEC & PNP categories.   

Active Provincial Nominations To Qualify For Canada PR

The unique arrangement between the federal and provincial/territorial governments in Canada allows the nomination of foreign candidates separately based on the unique labor demand of each province. Later on, these provincial nominations allow eligible candidates to apply for permanent residence. 

Further, candidates with an active Express Entry were extremely benefitted as provincial nomination will give them a chance to gain an additional 600 points towards their overall CRS score. This would effectively guarantee them an ITA for Canada PR in a subsequent Express Entry draw. 

The Previous month saw nearly 3,000 eligible foreign talent receive invitations to apply for provincial nominations. With improved retention rates for immigrants in Atlantic Canada, which otherwise was not much popular among immigrants, Canadian immigration through Provincial Nominee Program, Express Entry is gaining much steam. 

BRITISH COLUMBIA

British Columbia has now issued nearly 5,000 invitations to apply for permanent residency since the start of the year. In a parallel development, the province has indefinitely extended the validity of its infamous British Columbia’s Tech pilot project. This would result in more nominations of specific foreign tech workers to immigrate to Canada. 

May  04 – Tech Pilot Draw 84 ITAs Nominations were issued to candidates in the Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of Skilled Immigration and Express Entry British Columbia streams. 

Additionally, invited candidates were expected to  have a valid job offer of at least 12 months in one of the Tech Pilot’s 29 eligible occupations.

May 11 – Two provincial draws 379 ITAs General draw invited about 331 

candidates with qualifying scores of 77 and 94. All candidates were invited under Skilled worker and international graduate subcategories  

Another draw targeted candidates whose occupation falls under NOC 0621(retail and wholesale trade manager.) or NOC 0631 (restaurant and foodservice managers). The draw resulted in 48 invitations with scores of 112.

May 18 – Tech Pilot Draw 82 ITAs Nominations were issued to candidates in the Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of Skilled Immigration and Express Entry British Columbia streams. 

Additionally, invited candidates were expected to  have a valid job offer of at least 12 months in one of the Tech Pilot’s 29 eligible occupations.

May 25 – Two provincial draws 370 ITAs Candidates with a provincial score ranging between 76 and 94 points under Express Entry British Columbia (EEBC) and Skills Immigration (SI) categories.  

The separate draw for applicants whose occupation falls under NOC 0621 or NOC 0631, resulted in 47 invitations with scores of 113.

ONTARIO

Ontario is now eyeing to welcome at least 8,350 eligible candidates to apply for permanent residency (PR) in 2021. Typically, foreign workers with Canadian work experience in occupations relating to National Occupational Classification (NOC) skill level 0, A, B. Such jobs include Managerial positions, Experts in certain fields, Professionals, Supervisors with graduate-level or higher education qualifications. 

May 04 – Express Entry-linked Draw 102 ITAs Express Entry candidates whose Comprehensive Ranking System scores ranged between 456 and 467.

Candidates proficient in both French & English were only considered. Further, candidates who received a Notification Of Interest in this draw had to have an Express Entry profile created between May 4, 2020 – May 4, 2021.

Prior work experience of at least one year in Canada was also a determining factor.

May 11 – first base PNP draw under new EOI system 81 ITAs Invited candidates had work experience in one of 23 occupations.

Candidates needed an EOI score of at least 31, and they needed to have job offers in one of 15 health care occupations or eight skilled trades occupations. 

May 18 – first PNP draw for international students under new EOI system 138 ITAs The Ontario International Student Stream under the Employer Job Offer category is open to foreign nationals who have an eligible job offer from an employer in Ontario.

Candidates needed an EOI score of at least 77 to receive an invitation to apply for provincial nomination.

May 25 – first PNP draw targeting candidates with job offers in three rural communities under new EOI system 64 ITAs Eligible candidates under  any of the OINP Employer Job Offer streams and also have a full-time job offer in one of the participating communities are eligible to, you may be able to get a provincial nomination through the pilot.
May 26 158 ITAs International students with job offers in Ontario were considered to apply for a provincial nomination.

ALBERTA

Alberta has now invited 1,909 Express Entry candidates to apply for a provincial nomination in 2021. 

May 05  250 ITAs Express Entry candidates with a score of 300 were eligible to receive invitations to apply for a provincial nomination.
May 18  250 ITAs Invited candidates were required to have a valid Express Entry profile with a Comprehensive Ranking System (CRS) requirement of at least 301.

MANITOBA

Manitoba has now issued nearly 3,422 invitations to apply for permanent residency since the start of the year. 

May 06 150 LAAs

(Letter of Advice to Apply)

  • Skilled Workers in Manitoba – 104 invitations with a minimum EOI score of 400;
  • Skilled Workers Overseas – 29 invitations with a minimum EOI score of 703; and
  • International Education Stream – 13 invitations with no EOI score requirement.

Further, a total of 14 LAAs went to Express Entry candidates.

May 25 232 LAAs
  • Skilled Workers in Manitoba— 166 invitations with a minimum EOI score of 415;
  • Skilled Workers Overseas— 46 invitations with a minimum EOI score of 703; and
  • International Education Stream— 20 invitations with no EOI score requirement.

Further, a total of 20 invitations went to Express Entry candidates.

May 27 404 ITAs All eligible candidates in the federal Express Entry pool with an EOI score of at least 601 were invited. 

SASKATCHEWAN

May 06 259 ITAs International Skilled Worker category through two subcategories: Express Entry, and Occupations In-Demand.  
May 25 269 ITAs Only Occupation In-Demand with scores of 65 were considered to apply for a provincial nomination by the province.

PRINCE EDWARD ISLANDS

May 20 155 ITAs Eligible candidates were invited under Express Entry, Labour Impact and

Business Impact categories.

138 invitations went to Express Entry and Labour Impact candidates. The remaining 17 invitations went to Business Impact candidates who had a minimum point threshold of 80.
