Following factors such as age, education, work experience, language proficiency in English or French are considered for assessment. 

Provincial Nominee Programs: Canadian provinces cannot issue permanent residency on their own. However, they can nominate eligible foreign talents to apply for provincial nominations. These nominations will effectively result in permanent residency under the discretion of Immigration, Refugees, and Citizenship Canada (IRCC). 

Most provinces have different streams that have different immigration requirements for groups of students, business people, skilled workers, and semi-skilled workers

New Limited-Time PR Pathways: Canada will consider new applications for Canada PR under the six new PR pathways that include:

  • Permanent Residence (PR) pathway for international student graduates;
  • PR pathway for essential workers in healthcare;
  • PR pathway for essential workers in other occupations;
  • PR pathway for French-speaking international student graduates;
  • PR pathway for French-speaking essential workers in healthcare;
  • PR pathway for French-speaking essential workers in other occupations.

Choose The Right Canadian Province

Canada is expected to welcome over 401,000 new immigrants in 2021. About 80,000 invitations will be sent out to eligible candidates through PNP and over 108,800 ITAs for Canada PR through Express Entry programs. Canada PR Nomination Draw.

It can be read as a sign of relief and more new aspirants can be expected to immigrate to Canada very soon. 

ITAs For Canada PR Under Express Entry 

Canada Express Entry is a long-drawn two-step process. 

As it manages the application database for three federal immigration programs – the Federal Skilled Worker (FSW), the Federal Skills Trades (FSTP), and the Canadian Experience Class (CEC) – aspirants are first required to qualify for individual program requirements. Such eligible profiles are assessed and ranked on a Comprehensive Ranking System (CRS). Core human factors such as age, education, language skills, and work experience are used to calculate a CRS profile score. 

The second step will involve the fortnightly nomination draws held by IRCC. The high-ranking candidates based on the CRS score get invitations to apply (ITA) for permanent residence (PR). 

Express Entry has already issued over 60,000 ITAs for Canada PR so far in 2021. In fact, it is almost half of the expected annual target of 108,800 ITAs in 2021.

Observing the Express Entry draw trends in April 2021, one may witness an increasing preference for candidates having a prior work experience inside Canada. The unique arrangement between the federal and provincial/territorial governments in Canada allows the nomination of foreign candidates separately based on the unique labor demand of each province. Later on, these provincial nominations allow eligible candidates to apply for permanent residence

Canadian provinces such as Alberta, British Columbia, Manitoba, Saskatchewan, Ontario, and Prince Edward Island had remained active this month.

Further, candidates with an active Express Entry were extremely benefitted as provincial nomination will give them a chance to gain an additional 600 points towards their overall CRS score. This would effectively guarantee them an ITA for Canada PR in a subsequent Express Entry draw.

British Columbia – April 06– Tech Pilot Draw 80  Skilled worker and international graduate subcategories needed a qualifying provincial nomination score of 80, in addition to qualifying for one of 29 in-demand tech occupations

April 13 452 B.C.held the third-largest PNP draw of 2021. Nominations were issued to candidates in the Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of Skilled Immigration and Express Entry British Columbia streams. 
April 27 362 Candidates with a provincial score ranging between 78 and 95 points under Express Entry British Columbia (EEBC) and Skills Immigration (SI) categories.  

The separate draw for applicants whose occupation falls under NOC 0621 or NOC 0631, resulted in 14 invitations with scores of  113.

Saskatchewan – April 08 279 International Skilled Worker category through two subcategories: Express Entry, and Occupations In-Demand.

Ontario – April 13 – Tech Draw 528 Express Entry candidates whose Comprehensive Ranking System scores ranged between 456 and 467.

Further, candidates with at least one year of work experience in any of the 6 selected job including: 

Computer and information systems managers (NOC 0213); Computer engineers (NOC 2147); Database analysts and data administrators (NOC 2172); Software engineers and designers (NOC 2173); Computer programmer and interactive media developers (NOC 2174); or Web designers and developers (NOC 2175). 

Manitoba – April 08 243
  • Skilled Workers in Manitoba— 208 invitations with a minimum EOI score of 456;
  • Skilled Workers Overseas— 14 invitations with a minimum EOI score of 708; and
  • International Education Stream— 21 invitations with no EOI score requirement.

Further, a total of 15 LAAs went to Express Entry candidates.

April 19 399
  • 30 candidates invited under a strategic recruitment initiative with an EOI score of at least 703; and
  • 369 Express Entry candidates invited with an EOI score of at least 612
April 27 367 Manitoba holds biggest Skilled Worker in Manitoba in 2021

  • Skilled Workers in Manitoba— 301 invitations with a minimum EOI score of 440;
  • Skilled Workers Overseas— 11 invitations with a minimum EOI score of 721; and
  • International Education Stream— 55 invitations with no EOI score requirement.

A total of 34 invitations, also known as Letters of Advice to Apply (LAAs), went to Express Entry candidates.

Prince Edward Island – April 15 156 Eligible candidates were invited under Express Entry, Labour Impact and

Business Impact categories.

140 invitations went to Express Entry and Labour Impact candidates. The remaining 16 invitations went to Business Impact candidates who had a minimum point threshold of 75.

Believe it or not, a report from Statistics Canada has spelled out encouraging trends on foreign student immigration to Canada.

The report revealed,  

 

  • International student enrolments in Canadian universities/colleges tripled from 101,000 to more than 318,000 in the last decade. 
  • Popularity among international students to take up courses in Science, Technology, Engineering, Mathematics (STEM) like computer and information sciences saw nearly 24.2% of more enrolments. 
  • More job opportunities have been noted for recent graduates due to the advancement of the digital economy in Canada. 
  • Business, management, and public administration programs experience a steady growth lead by international students during the last decade.   

 

Time and again Canada has successfully retained a good number of foreign talents to support its economy as well as improve their life chances. The report observed that over 30% of international students who got Canadian bachelor’s degrees and almost 50% of international students who graduated with master’s degrees became permanent residents (PR) within 10 years since they got their study permit.

Limited-time PR Pathway For Recent Graduates From Canadian Universities

Canada recently announced two new permanent residence pathways exclusively for international student graduates. Canada is looking to accept 40,000 applications from those who have graduated from a Canadian designated learning institution (DLI) no earlier than January 2017. 

 

Graduates of a trade/technical program who hold a degree, diploma, certificate, or attestation may also be eligible.

 

Priority will be given to those who are likely to have the skills required to accelerate Canada’s post-pandemic economic recovery. It will remain open between May 6, 2021, and November 5, 2021. 

 

Canada is also looking to increase the French-speaking population outside the Quebec region. And for this reason, it opened another PR pathway seeking only French-speaking international graduates. There is no cap for intake unlike the first one.

Express Entry: Canada Experience Class Option

Express Entry is a federal database that manages profiles for immigration under three programs: the Federal Skilled Worker Stream, Federal Skills Trades Program, and the Canadian Experience Class.   

 

All the registered profiles are evaluated out of 1200 points based on a Comprehensive Ranking System (CRS). It considers factors like age, education, work experience, language proficiency in English or French, and in some cases candidates’ familial or work connected with any of the 11 Canadian provinces/territories. 

 

Ever since its launch in 2015, Express Entry has remained the most preferred PR pathway for foreign skilled workers. Usually, International students/recent graduates with at least one year of work experience inside Canada may be eligible to apply for PR under CEC. 

 

Gauging the current trends in 2021, the federal government through the Immigration, Refugees, and Citizenship Canada (IRCC) has held successfully nomination draws inviting CEC-only candidates or those already present in Canada to apply for PR.

Canada Provincial Nominee Program (PNP) eases immigration to Canada by issuing provincial nominations to desirable foreign talents and with fewer requirements. 

 

Moreover, PNPs support specific immigration streams that scout for recent graduates to easily immigrate to Canada and support their economy. Provincial programs from Nova Scotia, Manitoba, Ontario, Saskatchewan, British Columbia have dedicated provincial streams to invite recent graduates to apply for provincial nominations. Further, such candidates can apply through Express Entry to receive permanent residency easily.

Canadian Immigration Programs For Professional Nurses

Canada has set itself an ambitious target to welcome over 1.2 million new immigrants in the next three years. The country will target at least 401,000 each year. About 60% of the total invitations to apply for permanent residence will be issued under economic-class programs. They include Express Entry, Provincial Nominee Program, and other business immigration programs.

Nurses fall into two categories that make them prime candidates for economic-class immigration. Firstly, they are in high demand, and secondly, they are working in a skilled occupation.

New Limited-Time PR for Health workers

Canada introduced 6 new pathways for permanent residence which would favor international student graduates and essential workers in Canada. 

Two of these streams are dedicated to healthcare professionals, such as nurses. It also includes a separate stream for French speakers. Additionally, Nursing student graduates are expected to take full advantage of the other streams dedicated to international students. 

About 20,000 spots are open for temporary residents working in healthcare positions in Canada to apply for permanent residents. The application window will close when the intake cap is full. However, the stream for French speakers is open to accept an unlimited number of permanent residents. 

Healthcare professionals need at least one year of work experience inside Canada and it should be in one of 40 eligible healthcare professions. Mandatory language requirements follow as they need a CLB or NCLC of at least 4 in order to be eligible.

 

Express Entry for Professional Nurses

Healthcare professionals can qualify to receive permanent residency through Express Entry under two immigration programs: the Federal Skilled Worker Program (FSWP) and the Canada Experience Class (CEC). 

For Nurses having work experience outside Canada in the last then nurses may apply under the FSWP. Applicants are required to have at least one year of continuous work experience in occupations like Registered nurses and registered psychiatric nurses (NOC 3012), and licensed practical nurses (NOC 3233). The applicants must also score a CLB 7 in English or NCLC 7 in French on all four language competencies: reading, writing, speaking, and listening. Additionally, they are required to obtain at least 67/100 on the six-factor test that assesses candidates’ education level, language skills, and whether they have a job in Canada.

Foreign Nursing professionals who have work experience in Canada within the last three years may apply under the CEC. For nursing occupations such as Registered nurses and registered psychiatric nurses (NOC 3012), language proficiency may be above CLB or NCLC 7. Whereas for occupations like licensed practical nurses (NOC 3233), the applicant can have language proficiency of CLB/NCLC 5.

None of the programs requires a person to have a job offer. However, having one can significantly increase one’s likelihood to receive an ITA for Canada PR. 

 

How Express Entry Operates

Consider Express Entry as an application database to operate FSWP and CEC. All the applications submitted to Express Entry are evaluated and ranked based on a unique Comprehensive Ranking System (CRS). It is dependent on the candidate’s age, work experience, education, and language proficiency among other factors. 

CRS helps Immigration, Refugees, and Citizenship Canada (IRCC) to nominate the highest-scoring candidates in its regular Express Entry draws. Upon which the IRCC sends them ITAs for Canada PR.

The entire process is designed to process 80% of completed applications in six months or less. 

 

Canada PNP for Professional Nurses

Although PNPs cannot directly issue permanent residency to eligible candidates, they can issue provincial nominations to desirable candidates and push them one step closer to applying for permanent residency

All PNP streams are classified with respect to Express Entry into ‘enhanced’ or ‘base’ nomination streams. 

‘Base’ streams are those that are not linked to the Express Entry system. They include New Brunswick Internationally Educated Nurses (IEN), British Columbia’s Healthcare Professional (Skills Immigration pathway), Quebec’s Regular Skilled Worker Program, and the Quebec Experience Program are all avenues nurses can pursue. professional nurses

‘Enhanced’ streams are linked to the Express Entry system and this allows provinces to directly nominate an eligible candidate who is registered in the federal pool. The advantage for Express Entry candidates to get the provincial nomination through such ‘enhanced’ streams is that they gain 600 points on their CRS score. It will effectively ensure their ITA for Canada PR.

Starting this May 06, Canada will consider new applications for Canada PR under the six new PR pathways:

  • Permanent Residence (PR) pathway for international student graduates;
  • PR pathway for essential workers in healthcare;
  • PR pathway for essential workers in other occupations;
  • PR pathway for French-speaking international student graduates;
  • PR pathway for French-speaking essential workers in healthcare;
  • PR pathway for French-speaking essential workers in other occupations.

Upto 90,000 Canada PR Invites Up for the Grab

  • Up to 40,000 spots will be for international students that have recently graduated from a Canadian designated learning institution;
  • Another 20,000 application spots will be available to temporary workers in healthcare;
  • Remaining 30,000 will be available to temporary workers in other essential occupations.

However, there is no cap for the french-speaking pathway, and Canada will continue to accept applicants until the November 5 deadline.

General Eligibility Criteria For Newly Launched Immigration Programs

International student graduates To be eligible, you need to have graduated from a post-secondary Designated Learning Institution (DLI) after January 2017. You also have to be working in Canada at the time of your application.

 

Language proficiency criteria of CLB 5 in English or French.

Essential workers in healthcare and other occupations. You just need to have one year of Canadian work experience in an eligible occupation.

 

Language proficiency criteria of CLB 4 in English or French.

French-speaking international student graduates, essential workers in healthcare, essential workers in other occupations. All other eligibility criteria remain the same as above except that candidates are expected to be proficient in French.

A NOC code is a unique four digit code assigned to each occupation in the Canadian labour market. NOC codes mostly follow a formula:

  • The first digit in a NOC code identifies the Skill Type. (0-9)

Following the recommendations of the European Commission to open the EU internal borders in mid-June, entry restrictions for arriving foreigners are now sparingly applied. The following categories of foreigners travelling to Poland are welcomed: 

  • Travelers from Qatar, Ukraine, and the United Arab Emirates;
  • Foreigners holding right for temporary or permanent stay in Poland (valid residency card must be in place)
  • Foreigners who are authorized to work in Poland under the same rules as Polish nationals (EU/EEA/Swiss nationals) if they worked in Poland previously or intend to work after crossing the border
  • Employees holding the right to work in Poland which can be documented by work permit, seasonal work permit, or statement on intention to hire foreigner if they worked in Poland previously or intend to work after crossing the border
  • Students who are enrolled for studies and schools in Poland together with their legal guardians (for example parents) – confirmation from school required;
  • Scientists entering Poland for the purposes of performing research or development work in Poland
  • Foreigners who obtained a visa in new ‘Poland. Business Harbour’ program dedicated to citizens of Belarus;
  • Foreign entrepreneurs and foreign entities representatives entering Poland to fulfil economic activities in Poland only upon certain approvals from authorities including Ministry of Foreign Affairs;
  • Holders of Card of Pole (Karta Polaka);
  • Foreigners having visa/residence permit from Australia, Canada, Georgia, Israel, Japan, New Zealand, South Korea, Thailand, Tunisia are allowed to enter Poland.
  • Other foreigners are not listed about if their arrival to Poland is justified for significant reasons.

Quarantine Notes

Travellers coming to Poland from the EU Schengen zone will be subject to mandatory quarantine unless presenting negative results on diagnostic tests for SARS-Cov-2. The test should be done within 48 hours prior to entrance to Poland. 

Mandatory 10 days quarantine in Poland applies to individuals coming to Poland from outside the EU Schengen area. However, it shall be waived off if the person crossing the border provides a negative result of a SARS-CoV-2 diagnostic test completed in Poland within 48 hours after the arrival.

ANALYSIS: How Pandemic Is Shaping The Future Of Canadian Immigration

It was ironic in the history of Canadian immigration that days after announcing a record immigration plan in March 2020, Canada closed its border as a public safety measure to prevent the spread of coronavirus.

One year has passed since the first public travel restrictions and Canada’s immigration levels had taken a huge hit. As per the official stat, only 184,000 new permanent residents had landed in Canada, the lowest level since 1998.  

Canadian Immigration Bounces Back Hard

New Immigration Levels Plan:

Canada’s answer to the lowest level of immigration in 2020 is its new immigration levels plan for 2021-2023. The country is now targeting nearly 1.2 million new immigrants in the next three years to immigrate and settle in Canada. 

Increased Immigration to smaller Canadian cities:

Canadian cities such as Toronto, Montreal, Calgary, and Vancouver are popularly known for their significant immigrant population base. However, a recent study by Ryerson University outlines the prospects for immigration in small and mid-sized Canadian cities. 

The paper identified a total of 14 smaller urban centers with immigration rates of over 100 per 10,000 residents. They are regions of Regina and Saskatoon in Saskatchewan, Halifax, Charlottetown, Fredericton, Moncton, Swift Current, Winkler, Steinbach, Brandon, Thompson, Brooks, High River, and Wood Buffalo.  

Studies have also found median entry wages for new immigrants increasing in Canada. 

Record-breaking Express Entry Draws:

During the pandemic, IRCC innovated the Express Entry system by switching program-specific draws. Eventually, IRCC was able to send out invitations to apply for permanent residence to more than 100,000 candidates in 2020.   

Following its success, IRCC has only held program-specific Express Entry draws in 2021. That is, candidates who qualify for Canada Experience Class (CEC) and those with prior provincial nominations are only invited for permanent residence. The Federal Skilled Worker Program (FSWP) which happens to be the most preferred pathway for foriegn skilled workers without work experience inside Canada has not been considered yet in recent draws.  

However, one cannot ignore the unpredictable nature of IRCC Express Entry draws. It was very recently that it held a historic draw issuing nearly 26,000 ITAs for Canada PR. Best Options For Engineers To Immigrate To Canada

As already mentioned, the provinces of Ontario, British Columbia, and Quebec have positive momentum in employment markets currently. However, working in Quebec can be a challenge if you do not speak fluent French.

Canada Express Entry System: The most common method, as well as the fastest way, is the Express Entry Program.

Real Case-Study

 

Ms. Carmen Muniz, a Mexican national, migrated to Canada in 2013 on a visitor visa. She would later go on to extend her stay in Canada through a series of the visitor, work, and study permits. Around 2019, she applied for a Post-Graduation Work Permit (PGWP) to allow her to remain in Canada. 

 

Taking note of all these is Immigration, Refugees, and Citizenship Canada (IRCC). The officer-in-charge there rejected her applications, apparently, because they had concerns Ms. Muniz would leave Canada at or before the expiration of her authorized stay.

 

On learning about this refusal, Ms. Muniz then applied instead for an electronic Travel Authorization (eTA). However, she is said to have answered negatively to the questionnaire that asks whether a person has ever been refused entry to, or extension of, one’s time in Canada (or any other country), or ever been asked to leave. 

 

But naturally, IRCC reacted to her negative reply and noted that Ms. Muniz may be found inadmissible for failing to declare material information on her application. IRCC also refuted her claim sent later the same day, confirming that she had indeed been refused a PGWP. She also explained that she did not intend to lie, but had misunderstood the question.

 

Further, IRCC concluded that Ms. Muniz had committed misrepresentation and was therefore inadmissible to Canada for a period of five years.

 

Although Ms. Muniz took her appeal for judicial review, the federal court upheld the decision of IRCC.

ADD-ON STEP: Apply for Canada PR

You have to obtain a Work Permit to arrive and set-up your business in Canada. Meanwhile, your spouse or common-law partner may apply for an open work permit. Dependent minors will be eligible for study permits to attend elementary or secondary school (if applicable).

After fulfilling the terms and conditions of your performance agreement, you must submit a final report to the BC PNP. Based on the report and the evaluation of your performance agreement, you may be nominated by BC PNP for permanent residence. It may take up to four months for the assessment process to complete.

With a successful provincial nomination in hand, you may apply to Immigration, Refugees, and Citizenship Canada (IRCC) for Canada PR.

Are exploratory visits mandatory?

 

No, they are not mandatory for Base Category but it’s recommended for forging up your plan better
Should the investments be proven as Liquid Investments? BC PNP only requires proof of your net worth which can include assets such as stocks, bonds, and real property.

 

Once you receive the work permit and arrive in B.C, you must transfer your proposed amount of investment into a local Canadian bank.

Am I allowed to bring any key personnel? Apart from your spouse and dependents, you may bring a co-registrant who is a non-Canadian citizen (or have a Canadian national as a partner).
What is a Performance Agreement? A performance agreement will set out the terms that must be adhered to while operating your business during your work permit period. This may vary for each business.

 

Once the provincial authorities are satisfied with your performance agreement terms, you may apply for a provincial nomination. BC PNP conducts monthly draws to invite eligible candidates.

How long to obtain Permanent Residency? Under 5 years.

 

Eligible candidates can apply with IRCC for Canada PR after receiving a successful provincial nomination.

What are ‘Job creation’ terms? You must create at least one full-time equivalent (FTE) job for a Canadian citizen or permanent resident. You may choose to hire temporary workers but only after creating at least one FTE.
Am I allowed to have partners? It is a requirement that you must own at least 33.33% of the business you plan to establish.

 

You may associate with a partner or a co-registrant who is a foreign national or permanent resident of Canada. However, each partner who is a non-native of Canada is individually assessed and it’s not promised that each partner gets an invitation to apply.
