Monthly Review: Canada PR Nomination Draws in May 2021

Did you know? Canada has set itself an ambitious target to invite over 1.2 million new immigrants by the end of 2023. It would mean about 401,000 new immigrants will be invited in 2021 for Canada PR. Moreover, 60% of the total target is said to be achieved through economic-class immigration programs like Express Entry, Provincial Nominee Programs, and Business Immigration programs.

In 2021 alone, about 80,000 invitations will be sent out to eligible candidates through PNP and over 108,800 ITAs for Canada PR through Express Entry programs. 

May 2021 saw up to 15,000 invitations to apply (ITAs) for permanent residency (PR) in Canada. It is to be read as a sign of relief as more new aspirants can be expected to immigrate to Canada very soon. 

Express Entry ITAs For Canada PR

Canada Express Entry is a long-drawn two-step process. 

As it manages the application database for three federal immigration programs – the Federal Skilled Worker (FSW), the Federal Skills Trades (FSTP), and the Canadian Experience Class (CEC) – aspirants are first required to qualify for individual program requirements. Such eligible profiles are assessed and ranked on a Comprehensive Ranking System (CRS). Core human factors such as age, education, language skills, and work experience are used to calculate a CRS profile score. 

The second step will involve the fortnightly nomination draws held by IRCC. The high-ranking candidates based on the CRS score get invitations to apply (ITA) for permanent residence (PR). 

Express Entry has already issued over 60,000 ITAs for Canada PR so far in 2021. It is almost half of the expected annual target of 108,800 ITAs in 2021.

Observing the Express Entry draw trends in April 2021, one may witness an increasing preference for candidates having a prior work experience inside Canada. Otherwise said, the IRCC is pushing more temporary workers, international graduates, recent graduates present in Canada to apply for permanent residence. 

Somewhere in the whole nomination draws in 2021, the preference for candidates under Federal Skilled Worker Program (FSWP) is still being sidelined. Usually, foreign skilled workers who have adequate work experience but outside Canada are considered under the FSWP category. 

In the year 2019, before the current pandemic exploded the scenes, Canada created a record nomination through Express Entry draws by inviting over 1 million foreign skilled workers for the first time in its history. Data from Statistics Canada reveal that more candidates from the FSWP category were preferred. Canada repeated the same feat in 2020, however, more candidates qualified under CEC & PNP categories.   

Active Provincial Nominations To Qualify For Canada PR

The unique arrangement between the federal and provincial/territorial governments in Canada allows the nomination of foreign candidates separately based on the unique labor demand of each province. Later on, these provincial nominations allow eligible candidates to apply for permanent residence. 

Further, candidates with an active Express Entry were extremely benefitted as provincial nomination will give them a chance to gain an additional 600 points towards their overall CRS score. This would effectively guarantee them an ITA for Canada PR in a subsequent Express Entry draw. 

The Previous month saw nearly 3,000 eligible foreign talent receive invitations to apply for provincial nominations. With improved retention rates for immigrants in Atlantic Canada, which otherwise was not much popular among immigrants, Canadian immigration through Provincial Nominee Program, Express Entry is gaining much steam. 

BRITISH COLUMBIA

British Columbia has now issued nearly 5,000 invitations to apply for permanent residency since the start of the year. In a parallel development, the province has indefinitely extended the validity of its infamous British Columbia’s Tech pilot project. This would result in more nominations of specific foreign tech workers to immigrate to Canada. 

May  04 – Tech Pilot Draw 84 ITAs Nominations were issued to candidates in the Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of Skilled Immigration and Express Entry British Columbia streams. 

Additionally, invited candidates were expected to  have a valid job offer of at least 12 months in one of the Tech Pilot’s 29 eligible occupations.

May 11 – Two provincial draws 379 ITAs General draw invited about 331 

candidates with qualifying scores of 77 and 94. All candidates were invited under Skilled worker and international graduate subcategories  

Another draw targeted candidates whose occupation falls under NOC 0621(retail and wholesale trade manager.) or NOC 0631 (restaurant and foodservice managers). The draw resulted in 48 invitations with scores of 112.

May 18 – Tech Pilot Draw 82 ITAs Nominations were issued to candidates in the Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of Skilled Immigration and Express Entry British Columbia streams. 

Additionally, invited candidates were expected to  have a valid job offer of at least 12 months in one of the Tech Pilot’s 29 eligible occupations.

May 25 – Two provincial draws 370 ITAs Candidates with a provincial score ranging between 76 and 94 points under Express Entry British Columbia (EEBC) and Skills Immigration (SI) categories.  

The separate draw for applicants whose occupation falls under NOC 0621 or NOC 0631, resulted in 47 invitations with scores of 113.

ONTARIO

Ontario is now eyeing to welcome at least 8,350 eligible candidates to apply for permanent residency (PR) in 2021. Typically, foreign workers with Canadian work experience in occupations relating to National Occupational Classification (NOC) skill level 0, A, B. Such jobs include Managerial positions, Experts in certain fields, Professionals, Supervisors with graduate-level or higher education qualifications. 

May 04 – Express Entry-linked Draw 102 ITAs Express Entry candidates whose Comprehensive Ranking System scores ranged between 456 and 467.

Candidates proficient in both French & English were only considered. Further, candidates who received a Notification Of Interest in this draw had to have an Express Entry profile created between May 4, 2020 – May 4, 2021.

Prior work experience of at least one year in Canada was also a determining factor.

May 11 – first base PNP draw under new EOI system 81 ITAs Invited candidates had work experience in one of 23 occupations.

Candidates needed an EOI score of at least 31, and they needed to have job offers in one of 15 health care occupations or eight skilled trades occupations. 

May 18 – first PNP draw for international students under new EOI system 138 ITAs The Ontario International Student Stream under the Employer Job Offer category is open to foreign nationals who have an eligible job offer from an employer in Ontario.

Candidates needed an EOI score of at least 77 to receive an invitation to apply for provincial nomination.

May 25 – first PNP draw targeting candidates with job offers in three rural communities under new EOI system 64 ITAs Eligible candidates under  any of the OINP Employer Job Offer streams and also have a full-time job offer in one of the participating communities are eligible to, you may be able to get a provincial nomination through the pilot.
May 26 158 ITAs International students with job offers in Ontario were considered to apply for a provincial nomination.

ALBERTA

Alberta has now invited 1,909 Express Entry candidates to apply for a provincial nomination in 2021. 

May 05  250 ITAs Express Entry candidates with a score of 300 were eligible to receive invitations to apply for a provincial nomination.
May 18  250 ITAs Invited candidates were required to have a valid Express Entry profile with a Comprehensive Ranking System (CRS) requirement of at least 301.

MANITOBA

Manitoba has now issued nearly 3,422 invitations to apply for permanent residency since the start of the year. 

May 06 150 LAAs

(Letter of Advice to Apply)

  • Skilled Workers in Manitoba – 104 invitations with a minimum EOI score of 400;
  • Skilled Workers Overseas – 29 invitations with a minimum EOI score of 703; and
  • International Education Stream – 13 invitations with no EOI score requirement.

Further, a total of 14 LAAs went to Express Entry candidates.

May 25 232 LAAs
  • Skilled Workers in Manitoba— 166 invitations with a minimum EOI score of 415;
  • Skilled Workers Overseas— 46 invitations with a minimum EOI score of 703; and
  • International Education Stream— 20 invitations with no EOI score requirement.

Further, a total of 20 invitations went to Express Entry candidates.

May 27 404 ITAs All eligible candidates in the federal Express Entry pool with an EOI score of at least 601 were invited. 

SASKATCHEWAN

May 06 259 ITAs International Skilled Worker category through two subcategories: Express Entry, and Occupations In-Demand.  
May 25 269 ITAs Only Occupation In-Demand with scores of 65 were considered to apply for a provincial nomination by the province.

PRINCE EDWARD ISLANDS

May 20 155 ITAs Eligible candidates were invited under Express Entry, Labour Impact and

Business Impact categories.

138 invitations went to Express Entry and Labour Impact candidates. The remaining 17 invitations went to Business Impact candidates who had a minimum point threshold of 80.

April 13 452 B.C.held the third-largest PNP draw of 2021. Nominations were issued to candidates in the Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of Skilled Immigration and Express Entry British Columbia streams. 
April 27 362 Candidates with a provincial score ranging between 78 and 95 points under Express Entry British Columbia (EEBC) and Skills Immigration (SI) categories.  

The separate draw for applicants whose occupation falls under NOC 0621 or NOC 0631, resulted in 14 invitations with scores of  113.

Saskatchewan – April 08 279 International Skilled Worker category through two subcategories: Express Entry, and Occupations In-Demand.

Further, candidates with at least one year of work experience in any of the 6 selected job including: 

Computer and information systems managers (NOC 0213); Computer engineers (NOC 2147); Database analysts and data administrators (NOC 2172); Software engineers and designers (NOC 2173); Computer programmer and interactive media developers (NOC 2174); or Web designers and developers (NOC 2175). 

Manitoba – April 08 243
  • Skilled Workers in Manitoba— 208 invitations with a minimum EOI score of 456;
  • Skilled Workers Overseas— 14 invitations with a minimum EOI score of 708; and
  • International Education Stream— 21 invitations with no EOI score requirement.

Further, a total of 15 LAAs went to Express Entry candidates.

April 19 399
  • 30 candidates invited under a strategic recruitment initiative with an EOI score of at least 703; and
  • 369 Express Entry candidates invited with an EOI score of at least 612
April 27 367 Manitoba holds biggest Skilled Worker in Manitoba in 2021

  • Skilled Workers in Manitoba— 301 invitations with a minimum EOI score of 440;
  • Skilled Workers Overseas— 11 invitations with a minimum EOI score of 721; and
  • International Education Stream— 55 invitations with no EOI score requirement.

A total of 34 invitations, also known as Letters of Advice to Apply (LAAs), went to Express Entry candidates.

Prince Edward Island – April 15 156 Eligible candidates were invited under Express Entry, Labour Impact and

Business Impact categories.

140 invitations went to Express Entry and Labour Impact candidates. The remaining 16 invitations went to Business Impact candidates who had a minimum point threshold of 75.

Canadian Immigration Programs For Professional Nurses

Canada has set itself an ambitious target to welcome over 1.2 million new immigrants in the next three years. The country will target at least 401,000 each year. About 60% of the total invitations to apply for permanent residence will be issued under economic-class programs. They include Express Entry, Provincial Nominee Program, and other business immigration programs.

Nurses fall into two categories that make them prime candidates for economic-class immigration. Firstly, they are in high demand, and secondly, they are working in a skilled occupation.

New Limited-Time PR for Health workers

Canada introduced 6 new pathways for permanent residence which would favor international student graduates and essential workers in Canada. 

Two of these streams are dedicated to healthcare professionals, such as nurses. It also includes a separate stream for French speakers. Additionally, Nursing student graduates are expected to take full advantage of the other streams dedicated to international students. 

About 20,000 spots are open for temporary residents working in healthcare positions in Canada to apply for permanent residents. The application window will close when the intake cap is full. However, the stream for French speakers is open to accept an unlimited number of permanent residents. 

Healthcare professionals need at least one year of work experience inside Canada and it should be in one of 40 eligible healthcare professions. Mandatory language requirements follow as they need a CLB or NCLC of at least 4 in order to be eligible.

 

Express Entry for Professional Nurses

Healthcare professionals can qualify to receive permanent residency through Express Entry under two immigration programs: the Federal Skilled Worker Program (FSWP) and the Canada Experience Class (CEC). 

For Nurses having work experience outside Canada in the last then nurses may apply under the FSWP. Applicants are required to have at least one year of continuous work experience in occupations like Registered nurses and registered psychiatric nurses (NOC 3012), and licensed practical nurses (NOC 3233). The applicants must also score a CLB 7 in English or NCLC 7 in French on all four language competencies: reading, writing, speaking, and listening. Additionally, they are required to obtain at least 67/100 on the six-factor test that assesses candidates’ education level, language skills, and whether they have a job in Canada.

Foreign Nursing professionals who have work experience in Canada within the last three years may apply under the CEC. For nursing occupations such as Registered nurses and registered psychiatric nurses (NOC 3012), language proficiency may be above CLB or NCLC 7. Whereas for occupations like licensed practical nurses (NOC 3233), the applicant can have language proficiency of CLB/NCLC 5.

None of the programs requires a person to have a job offer. However, having one can significantly increase one’s likelihood to receive an ITA for Canada PR. 

 

How Express Entry Operates

Consider Express Entry as an application database to operate FSWP and CEC. All the applications submitted to Express Entry are evaluated and ranked based on a unique Comprehensive Ranking System (CRS). It is dependent on the candidate’s age, work experience, education, and language proficiency among other factors. 

CRS helps Immigration, Refugees, and Citizenship Canada (IRCC) to nominate the highest-scoring candidates in its regular Express Entry draws. Upon which the IRCC sends them ITAs for Canada PR.

The entire process is designed to process 80% of completed applications in six months or less. 

 

Canada PNP for Professional Nurses

Although PNPs cannot directly issue permanent residency to eligible candidates, they can issue provincial nominations to desirable candidates and push them one step closer to applying for permanent residency

All PNP streams are classified with respect to Express Entry into ‘enhanced’ or ‘base’ nomination streams. 

‘Base’ streams are those that are not linked to the Express Entry system. They include New Brunswick Internationally Educated Nurses (IEN), British Columbia’s Healthcare Professional (Skills Immigration pathway), Quebec’s Regular Skilled Worker Program, and the Quebec Experience Program are all avenues nurses can pursue. professional nurses

‘Enhanced’ streams are linked to the Express Entry system and this allows provinces to directly nominate an eligible candidate who is registered in the federal pool. The advantage for Express Entry candidates to get the provincial nomination through such ‘enhanced’ streams is that they gain 600 points on their CRS score. It will effectively ensure their ITA for Canada PR.

Despite the travel restrictions imposed due to the third wave of the pandemic, the Immigration, Refugees, and Citizenship Canada (IRCC) has innovated the immigration process by considering only those candidates who are already residing in Canada. Such candidates may be eligible for the purpose of permanent residency.

Starting this May 06, Canada will consider new applications for Canada PR under the six new PR pathways:

  • Permanent Residence (PR) pathway for international student graduates;
  • PR pathway for essential workers in healthcare;
  • PR pathway for essential workers in other occupations;
  • PR pathway for French-speaking international student graduates;
  • PR pathway for French-speaking essential workers in healthcare;
  • PR pathway for French-speaking essential workers in other occupations.

Upto 90,000 Canada PR Invites Up for the Grab

  • Up to 40,000 spots will be for international students that have recently graduated from a Canadian designated learning institution;
  • Another 20,000 application spots will be available to temporary workers in healthcare;
  • Remaining 30,000 will be available to temporary workers in other essential occupations.

However, there is no cap for the french-speaking pathway, and Canada will continue to accept applicants until the November 5 deadline.

General Eligibility Criteria For Newly Launched Immigration Programs

International student graduates To be eligible, you need to have graduated from a post-secondary Designated Learning Institution (DLI) after January 2017. You also have to be working in Canada at the time of your application.

 

Language proficiency criteria of CLB 5 in English or French.

Essential workers in healthcare and other occupations. You just need to have one year of Canadian work experience in an eligible occupation.

 

Language proficiency criteria of CLB 4 in English or French.

A global survey conducted by the Boston Consulting Group (BSG) and The Network released a report claiming Canada to be the most preferred destination by foreign immigrants, even surpassing the USA.

Federal Business Immigration Programs

  • Ontario Entrepreneur Stream: The Ontario Entrepreneur Stream is aimed at individuals from outside Canada who want to start a business or buy an already existing business in Ontario. Those who are approved for the program will be nominated for Canadian Permanent Residence. 

 

Alberta: It operates two business streams namely: 

  • Alberta International Graduate Entrepreneur Immigration Stream: The Alberta International Graduate Entrepreneur Stream is aimed at international graduates from Alberta post-secondary institutions who want to establish or operate a business in the province.

 

  • Alberta Self-Employed Farmer Stream: The Alberta Self-Employed Farmer Stream is managed by the AINP in close collaboration with the Alberta Agriculture and Forestry, and targets applicants with farm management skills and sufficient financial resources to invest in a farming business in Alberta.

 

Saskatchewan: It operates the following business immigration streams:

Who Are Tech Workers?

Defining tech workers can be tricky. However, the US Bureau of Labour Statistics (BLS) to Canada’s National Occupational Classification (NOC) has broadly defined tech talents by relating to the production or use of technology such as:

  • Computers and Electronics, 
  • Engineering Design
  • Engineering and Technology, 
  • Programming, and Telecommunications.

Immigration Pathways For Tech Workers

The federal government has developed innovative and specific programs to attract and retain tech workers, such as the Federal Skilled Worker Program (FSWP), along with provincial programs, such as the Alberta Opportunity Stream (AOS).

Federal: The importance of tech workers is clearly seen in the way how Express Entry draws are held. However, there is no explicit preference for technology workers, the ‘enhanced’ provincial streams which are linked to the Express Entry pool nominated specific tech talents regularly. 

Even according to the Express Entry Annual Report, the three most common occupations of individuals who received invitations to apply for permanent residency under Express Entry were all technology occupations.

Intra-Company Transfer: This work permit program is for workers who are employed with a company in Canada. Employers do not need a Labour Market Impact Assessment (LMIA) to secure foreign talents.

The foreign worker must satisfy the following conditions to be eligible for this permit: 

  • Employed at that company in home location for at least one year. 
  • Workers must hold a managerial position, or else demonstrate that they have specialized and proprietary knowledge of the company or its products. 
  • Programmers and Developers who have designed a company’s software products or computer engineers who have designed specific programs for the company’s internal use are eligible. 

 

British Columbia: Tech Pilot launched by British Columbia in May 2017 has now become one of the preferred choices for nominating tech talents for permanent residence. The pilot program is an expedited system for processing applications submitted made to existing streams of BC PNP. 

Essentially, it makes the BC Tech Pilot quite similar to the federal Express Entry system. The difference lies in the processes that only tech workers are specifically allowed in the BC PNP pilot. 

A candidate must qualify one of the five allied existing streams, and have a job offer in one of the 29 identified fields.

Saskatchewan: Unlike British Columbia, Saskatchewan does not have a dedicated tech worker immigration stream as such. 

However, the province, sometimes, restricts a specific round of invitations to apply for a provincial nomination to a specific occupation or group thereof. Saskatchewan nominates eligible candidates to either the Occupations-in-Demand or Express Entry streams of the province’s International Skilled Worker category. 

Ontario: Ontario has a dedicated Tech Talent pathway that nominated Express Entry candidates to apply for provincial nomination. Further, the provincial nomination can be used to apply for permanent residence. 

The Ontario Immigrant Nominee Program (OINP) has identified work experience in specific technology occupations as being eligible for periodic tech-only draws. Applications selected in such tech draws benefit from fast treatment and enhanced service. 

Last year alone, Ontario issued no fewer than 4,385 invitations through this program.

Just as technology grows and evolves, no doubt, will Canada’s means of identifying, selecting, and integrating foreign tech workers. The developments of the recent past years are exciting, but the best may be yet to come.
