Latest Canada Immigration Options For Human Resource & Admin Managers

Harsh truth needs to be told first.

Pnp-finder-1

No Canadian company will simply hire a foreign individual as their HR manager unless the aspirants can demonstrate a thorough understanding of Canadian labor laws and related provisions.

However, this should not serve as a deterrent for foreign talents to prevent them from applying for Canadian immigration. Canada selects immigrants based on economic contribution and humanitarian needs, as well as for family reunification. The country’s ageing demography and low birth rate coupled with losses due to pandemic have made it rely on foreign immigration even more today.

Here are some reasons why any foreign talent, in our case Human Resources (HR) Managers, should consider migrating to Canada for their career growth and better life chances.

  1. Historic Immigration Levels Target: Canada sets targets for the number of immigrants it receives in each immigration category. These targets are set in consultation with the general public, various community and business organizations, provinces and territories, and settlement support groups.

Over 1.2 million new immigrants are expected to be welcomed in the next three years. The target for 2021 is to admit 401,000 immigrants. Of these, approximately 60 per cent will come to Canada as economic immigrants, helping to support Canada’s economic recovery from the COVID-19 pandemic.

  1. Easy Option for Permanent Residence: Canada remains to be one of the fewest advanced economies to offer permanent residence certificates to foreign immigrants even without a job offer. This is why several economic class aspirants including skilled professionals, entrepreneurs, international students prefer to work & settle in Canada. Even so, Canadian PR holders may qualify for citizenship after fulfilling residence criteria.

Get in touch with our experts to suggest you an immigration plan based on your work profile.

  1. Opportunities in Regional Areas of Canada: Even a recent study has outlined an increased level of immigration to regional areas of Canada in recent years. Many of Canada’s export industries including agriculture and fish processing regularly hire international workers for short-term or longer periods. There’s also a prominently growing tech sector in the country that demands skilled talent in the field of engineering, software/IT, finance & business management.

Other regional destinations apart from major cities like Toronto, Montreal, Quebec is the regions of Regina and Saskatoon in Saskatchewan, Halifax, Charlottetown, Fredericton, Moncton, Swift Current, Winkler, Steinbach, Brandon, Thompson, Brooks, High River, and Wood Buffalo. Further, recent studies have indicated increased retention rates among immigrants in various such areas in Canada.

  1. Canadian Economy is Built on Immigration: Canada’s recognition of the contribution of migrants as part of a new global campaign, “It Takes a Community”, highlights the many positive ways that migrants can impact local communities.

The global campaign to include sharing of their stories and speaking up about how Canada has played a role in migrants’ lives tells a lot about how the country’s economy is dependent on immigration.

  1. Fastest Option- Express Entry System:

Express Entry that began in 2015 is a federal database of immigration candidates that handle applications for three federal immigration programs: the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP), and the Canada Experience Class (CEC).

Candidates are evaluated on human capital factors such as age, work experience, education, language proficiency, spouse adaptability (if applicable) and are scored based on the Comprehensive Ranking System (CRS). Anyone need not have a valid job offer before applying for Canada PR under FSWP.

Only the highest-scoring candidates are issued invitations to apply (ITAs) for permanent residence through the fortnightly Express Entry draws conducted by IRCC. However, you may still immigrate to Canada even with low CRS. Read this blog to know more.

  1. Provincial Nominee Programs:

Only the federal government can issue permanent residency certificates, however, Canadian provinces can aid this process by issuing provincial nominations.

Human Resource Managers are featured on the target occupation list in a few provinces such as British Columbia, New Brunswick, Manitoba.

Upon receiving successful provincial nominations, candidates receive an additional 600 points towards their overall CRS score. Thereby, candidates registered in the Express Entry pool with a prior provincial nomination are effectively guaranteed an invitation to apply for permanent residence.

Provincial Nominations To Qualify For Canada PR

Yet another month passed by and Canada immigration remained upbeat with provincial programs issuing nominations to eligible candidates to apply for permanent residence in Canada.

ANALYSIS: Canada Topples USA To Become The Most Preferred Immigration Destination

A global survey conducted by the Boston Consulting Group (BSG) and The Network released a report claiming Canada to be the most preferred destination by foreign immigrants, even surpassing the USA.

Pnp-finder-1

Canada topped the rankings overall leaving behind popular destinations such as the USA, Germany, France, Australia, New Zealand, Italy, Spain, Singapore. Canada was highly ranked among respondents with master’s degrees and doctorates, workers with digital experience as well as those under the age of 30. Further, Tech and digital workers appear to be keen on working remotely.

“About 71 percent of tech workers said that they would be willing to work for a company without being physically present in the country. Canadian companies may be able to take advantage of this.

COVID-19 pandemic has played a huge role in affecting where foreign workers prefer to work. The report collated survey results taken across 190 countries from about 209,000 participants.

Previously, another global survey conducted by Gallup, Inc. in the latter part of 2020 had placed Canada on the top of most preferred migrant destinations.

Take this quick online assessment to determine your eligibility for Canadian immigration.

How Is Canada Better Than The USA For Immigration?

The most revealing findings from the survey is Canada now ranks on top of the USA in terms of preference for immigration among foreigners.

While the USA will always remain the powerhouse of Capitalism attracting thousands of foreign talent to work & settle, qualifying for a permanent stay visa or a green card is difficult.

Even international students who prefer to stay back after their graduation find the process of getting a green card in the USA cumbersome.

The report based its findings on two major factors for placing Canada ahead of the USA in immigration rankings.

First, the uncertain immigration policies under the previous Trump administration ironically continue to be under the new Biden administration.

Second is the general drop in interest among foreigners due to frequent social unrest related to long-standing racial injustice and police brutality issues. This kind of behaviour was manifested in the killing of George Floyd by a police officer last year.

On the other hand, Canada is a safe haven for immigrants. Working in Canada comes with many benefits, including a high-quality education for your children, taking advantage of Canada’s universal health care system, and enjoying Canada’s beautiful scenery.

Immigrants coming on study visas or otherwise some other temporary visa permits can gain valuable Canadian work experience that will make them eligible for Canadian permanent residence.

Say, for example, a Canadian work experience of at least one year can give you additional points through the Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC) under Canada’s Express Entry system.

Additionally, there are 11 Provincial Nominee Programs (PNPs) that invite eligible immigrants to apply for provincial nomination. Such invites candidates are one more step closer to applying for permanent residence subsequently.

Here are some useful resources for you to read about immigration to Canada:

Further, there’re a lot of new immigration initiatives cropping up in Canada. For instance, the new immigration level plan aims to invite over 1.2 million new immigrants in the next three years.

About 60% of such immigrants each year are expected to come from economic-class programs like Federal Skilled Workers Programs, Canada Experience Class, Provincial Nominee Programs, etc.

Changes to the evaluation criteria of the Comprehensive Ranking System (CRS) used for Express Entry profiles are aimed at increasing the francophone or French-speaking population outside the Quebec region by 2023.

ANALYSIS: How Pandemic Is Shaping The Future Of Canadian Immigration

It was ironic in the history of Canadian immigration that days after announcing a record immigration plan in March 2020, Canada closed its border as a public safety measure to prevent the spread of coronavirus.

Canada Pnp-finder

One year has passed since the first public travel restrictions and Canada’s immigration levels had taken a huge hit. As per the official stat, only 184,000 new permanent residents had landed in Canada, the lowest level since 1998.

Canadian Immigration Bounces Back Hard

New Immigration Levels Plan:

Canada’s answer to the lowest level of immigration in 2020 is its new immigration levels plan for 2021-2023. The country is now targeting nearly 1.2 million new immigrants in the next three years to immigrate and settle in Canada.

Increased Immigration to smaller Canadian cities:

Canadian cities such as Toronto, Montreal, Calgary, and Vancouver are popularly known for their significant immigrant population base. However, a recent study by Ryerson University outlines the prospects for immigration in small and mid-sized Canadian cities.

The paper identified a total of 14 smaller urban centers with immigration rates of over 100 per 10,000 residents. They are regions of Regina and Saskatoon in Saskatchewan, Halifax, Charlottetown, Fredericton, Moncton, Swift Current, Winkler, Steinbach, Brandon, Thompson, Brooks, High River, and Wood Buffalo.

Studies have also found median entry wages for new immigrants increasing in Canada.

Record-breaking Express Entry Draws:

During the pandemic, IRCC innovated the Express Entry system by switching program-specific draws. Eventually, IRCC was able to send out invitations to apply for permanent residence to more than 100,000 candidates in 2020.

Following its success, IRCC has only held program-specific Express Entry draws in 2021. That is, candidates who qualify for Canada Experience Class (CEC) and those with prior provincial nominations are only invited for permanent residence. The Federal Skilled Worker Program (FSWP) which happens to be the most preferred pathway for foriegn skilled workers without work experience inside Canada has not been considered yet in recent draws.

However, one cannot ignore the unpredictable nature of IRCC Express Entry draws. It was very recently that it held a historic draw issuing nearly 26,000 ITAs for Canada PR. With a target for nearly 108,000 ITAs for Canada PR in 2021, FSWP candidates may soon be considered. Get in touch with our consultants to know your chances.

Provincial Nominee Program (PNPs) increases intake:

Supporting the Express Entry nominations are Canada PNP that is seen active in recent time. The current annual target is to issue over 80,000 invitations to eligible immigrants to apply for provincial nominations.

We have already covered how keen are Canada PNP to welcome new immigrants during the pandemic. Click here to read it.

Canada is actively welcoming Foreign Entrepreneurs:

IRCC intends to accept between 153,600 to 208,500 applications under economic-class immigration programs in 2021. However, the expected target for Business immigration will be around 1,000 eligible applicants. Over and above, Canada PNP is also looking to invite entrepreneurs, self-employed candidates. Ask our consultants to know your best chances and eligibility.

Study opportunities in Canada:

Higher education institutions in Canada are keen on welcoming international students back to campus for new courses this fall. The immigration of international students is not only significant for the country’s global outreach but also creates a ready-made talent pool for companies in Canada to hire them with inherited Canadian experience. Click here to know the list of universities that plan to welcome students by this fall.

Throughout the pandemic, the federal government upheld its decision to increase immigration for economic recovery. Immigration of international students, foreign skilled immigrants, business individuals, along with their families is seen as crucial to overcoming demographic challenges due to ageing and the declining birth rate.

However, there’s still no timeline on when the border will re-open and resume normal travel operations to Canada. Until then, we would advise all the immigration aspirants to register their profiles on the Express Entry system or send-out your Expressional of Interests (EOIs) to desirable PNP. You may also work on your skills such as language proficiency to get more profile points and thus increase your chances of immigration.

Best Options For Business Immigration To Canada in 2021

Canada’s exuberant target to welcome nearly 1.2 million new immigrants over the span of the next three years is overwhelming. The immediate target to welcome upto 401,000 new immigrants in 2021 under economic-class, family-class programs seem realistic.

Such individuals may seek temporary residence or eventual permanent residence in Canada. They must demonstrate that their business will bring significant economic, social, or cultural benefits to Canadians.

Canada Immigration Pathways For Tech Talent: Express Entry, PNPs, Work Permits & More

Canadian governments at all levels have been facilitating the setup of tech talent businesses to propel the economy forward. Businesses & the Government have been investing billions of dollars into groundbreaking research in fields such as quantum computing and artificial intelligence and supporting the creation of superclusters across the country.

Pnp-finder-1

Following this, the demand for tech workers & foreign talents is becoming critical to the success of such industries. From aerospace engineers to video game designers, to metallurgical engineers, tech workers are employed in firms of all shapes and sizes and

they encompass a wide array of skills and outputs.

Who Are Tech Workers?

Defining tech workers can be tricky. However, the US Bureau of Labour Statistics (BLS) to Canada’s National Occupational Classification (NOC) has broadly defined tech talents by relating to the production or use of technology such as:

  • Interacting with Computers,
  • Computers and Electronics,
  • Engineering Design
  • Engineering and Technology,
  • Programming, and Telecommunications.

Canada is home to a large, growing, and diverse tech workforce; ensuring its continued growth is vital for Canada’s economy. However, there are gaps in terms of pay and participation along with gender, race, and ethnic lines. Canada has a significant opportunity to more fully engage its diverse labor market to contribute to an already vibrant tech workforce.

The top five cities in Canada by tech worker employment are:

  • Toronto, Ontario
  • Montréal, Quebec
  • Vancouver, British Columbia
  • Ottawa, Ontario
  • Calgary, Alberta

In 2016, tech workers were paid considerably more than non-tech workers.

High-tech occupations earned the most, earning on average $45,000 more than non-tech occupations.

Digital occupations earned on average nearly $21,000 more than non-tech occupations.

Pay in tech occupations is the highest amongst engineers, in particular, those working in the resource sector.

Petroleum engineers earned the highest salary at $175,292, followed by engineering managers at $132,409, and mining engineers at $126,190.

Occupational Group Salary
Digital  $66,000
High-Tech $90,000
Non-Tech $45,400

Immigration Pathways For Tech Workers

The federal government has developed innovative and specific programs to attract and retain tech workers, such as the Federal Skilled Worker Program (FSWP), along with provincial programs, such as the Alberta Opportunity Stream (AOS).

Let’s have a look at some more of these programs across Canada:

  • Federal
  • Global Talent Stream
  • Intra-Company Transfer
  • British Columbia
  • Saskatchewan
  • Manitoba
  • Ontario

Federal: The importance of tech workers is clearly seen in the way how Express Entry draws are held. However, there is no explicit preference for technology workers, the ‘enhanced’ provincial streams which are linked to the Express Entry pool nominated specific tech talents regularly.

Even according to the Express Entry Annual Report, the three most common occupations of individuals who received invitations to apply for permanent residency under Express Entry were all technology occupations.

Intra-Company Transfer: This work permit program is for workers who are employed with a company in Canada. Employers do not need a Labour Market Impact Assessment (LMIA) to secure foreign talents.

The foreign worker must satisfy the following conditions to be eligible for this permit:

  • Employed at that company in home location for at least one year.
  • Workers must hold a managerial position, or else demonstrate that they have specialized and proprietary knowledge of the company or its products.
  • Programmers and Developers who have designed a company’s software products or computer engineers who have designed specific programs for the company’s internal use are eligible.

British Columbia: Tech Pilot launched by British Columbia in May 2017 has now become one of the preferred choices for nominating tech talents for permanent residence. The pilot program is an expedited system for processing applications submitted made to existing streams of BC PNP.

Essentially, it makes the BC Tech Pilot quite similar to the federal Express Entry system. The difference lies in the processes that only tech workers are specifically allowed in the BC PNP pilot.

A candidate must qualify one of the five allied existing streams, and have a job offer in one of the 29 identified fields.

Here is a comprehensive list of 29 eligible Tech occupations:

  • Telecommunication carriers managers- NOC 0131
  • Computer and information systems managers- NOC 0213
  • Managers – publishing, motion pictures, broadcasting, and performing arts- NOC 0512
  • Civil engineers- NOC 2131
  • Mechanical engineers- NOC 2132
  • Electrical and electronics engineers- NOC 2133
  • Chemical engineers- NOC 2134
  • Computer engineers (except software engineers and designers)- NOC 2147
  • Information systems analysts and consultants- NOC 2171
  • Database analysts and data administrators- NOC 2172
  • Software engineers and designers- NOC 2173
  • Computer programmers and interactive media developers- NOC 2174
  • Web designers and developers- NOC 2175
  • Biological technologists and technicians- NOC 2221
  • Electrical and electronics engineering technologists and technicians- NOC 2241
  • Electronic service technicians (household and business equipment)- NOC 2242
  • Industrial instrument technicians and mechanics- NOC 2243
  • Computer network technicians- NOC 2281
  • User support technicians- NOC 2282
  • Information systems testing technicians- NOC 2283
  • Authors and writers- NOC 5121
  • Editors- NOC 5122
  • Translators, terminologists, and interpreters- NOC 5125
  • Broadcast technicians- NOC 5224
  • Audio and video recording technicians- NOC 5225
  • Other technical and co-ordinating occupations in motion pictures, broadcasting, and the performing arts- NOC 5226
  • Support occupations in motion pictures, broadcasting, photography, and the performing arts- NOC 5227
  • Graphic designers and illustrators- NOC 5241
  • Technical sales specialists – wholesale trade- NOC 6221

Canada CRS point

Saskatchewan: Unlike British Columbia, Saskatchewan does not have a dedicated tech worker immigration stream as such.

However, the province, sometimes, restricts a specific round of invitations to apply for a provincial nomination to a specific occupation or group thereof. Saskatchewan nominates eligible candidates to either the Occupations-in-Demand or Express Entry streams of the province’s International Skilled Worker category.

Ontario: Ontario has a dedicated Tech Talent pathway that nominated Express Entry candidates to apply for provincial nomination. Further, the provincial nomination can be used to apply for permanent residence.

The Ontario Immigrant Nominee Program (OINP) has identified work experience in specific technology occupations as being eligible for periodic tech-only draws. Applications selected in such tech draws benefit from fast treatment and enhanced service.

Last year alone, Ontario issued no fewer than 4,385 invitations through this program.

Just as technology grows and evolves, no doubt, will Canada’s means of identifying, selecting, and integrating foreign tech workers. The developments of the recent past years are exciting, but the best may be yet to come.

Comprehensive Guide To Migrate As A Design Engineer in Canada

Thousands of engineers with international qualifications immigrate to Canada annually. In fact, Canada’s plan for economic recovery post-COVID-19 relies significantly on the immigration of skilled workers, entrepreneurs, and international students.

Pnp-finder-1

Design engineers are one of the categories of skilled talent immigrants that remains in demand among Canadian employers. They are group professionals focused on the engineering design process in any of the various engineering disciplines, including civil, mechanical, electrical, chemical, textiles, aerospace, nuclear, manufacturing, systems, and structural /building/architectural.

As per reports from CIC news, Film, TV, and video game production are thriving since reopening after COVID-related shutdowns in Canada.

Incidently, Graphics Design Engineering talents are employed in film production, video-game development industry. As a matter of fact, the Canadian province of British Columbia, Ontario, Quebec hosts film production, video-game development companies that employ such foreign talents.

According to Mark Bourgeois, director of communications and public affairs, with Engineers Canada, the national organization of the 12 provincial and territorial associations that regulate the practice of engineering in Canada, “Canada is facing a short supply of engineers having more specialized experience.

According to Statistics Canada, more than 75,000 engineers are registered with Professional Engineers of Ontario alone. The majority work as civil or mechanical engineers, with a large percentage also in the electrical and computer engineering field.

Overall, the demand for engineers is predicted to increase, with architectural, engineering, and related services the highest in demand.

It is encouraging to note that the median level entry-wage for immigrants in Canada hit a record high

Where & How To Begin?

Licensing is required to work fully as an engineer in Canada, so, on arrival in Canada, internationally trained engineers are encouraged to contact the engineering licensing body in the province or territory they live in.

Bourgeois believes there are no unique barriers faced by internationally trained engineers in the licensing process itself. “They must go through the same process as Canadian students,” he says, “to prove education and have Canadian work experience.

In terms of immigration, experienced and specialized engineers will have better job prospects in Canada, as employers have recruiting needs for specific projects, but markets will be weaker for new graduates,” adds Bourgeois.

Best Options For Engineers To Immigrate To Canada

As already mentioned, the provinces of Ontario, British Columbia, and Quebec have positive momentum in employment markets currently. However, working in Quebec can be a challenge if you do not speak fluent French.

Toronto (including the Greater Toronto Area) and Vancouver (including the Lower Mainland) represent the safest bets in terms of the larger Canadian cities right now. Alternatively, options to move to a smaller city are equally open for foreigners such as the likes of Kelowna and Victoria in British Columbia, and Guelph and Oakville in Ontario.

Work Permits For Skilled Migrants in Canada

A work permit allows for quick entry but temporary stay in Canada.

If you have a regular job offer, your employer will obtain a Labour Market Impact Assessment (LMIA). This would show that there is no Canadian citizen or permanent resident available to fulfill the duties of the job.

Further, you can apply for a work permit from Immigration Refugees and Citizenship Canada (IRCC) on the basis of a positive LMIA letter as well as a job offer letter.

Another option to consider is the Global Talent Stream (GTS). It is a fast-track stream that allows highly skilled workers to obtain a work permit within two-four weeks of applying.

Permanent Residency For Immigrant Engineers

A residence permit option allows you to settle permanently with your family in Canada.

Canada Express Entry System: The most common method, as well as the fastest way, is the Express Entry Program.

Express Entry system manages application for three immigration programs: Federal Skilled Worker Program (FSWP), Federal Skills Trades Program (FSTP), and Canada Experience Class (CEC).

Any candidate interested to register their profile in the Express Entry system will be assessed and ranked based on a Comprehensive Ranking System (CRS). The score varies according to candidates’ age, education qualification, work experience, language proficiency in English or French among other factors. Only high-scoring candidates are invited to apply for a permanent residence through fortnightly nomination draws conducted by IRCC.
