Monthly Review: Canada PR Nomination Draws in February 2021

Yet another month passed with encouraging results for immigration candidates.

Closely adhering to its immigration levels plan for 2021-2023, the federal and provincial governments have issued nearly 27,000 invitations to apply for permanent residence in Canada were issued to eligible candidates in the month of February 2021. 

 

This can be seen as a sign of relief and more new aspirants can be expected to immigrate to Canada very soon.

ITAs For Canada PR Under Express Entry 

 

Canada Express Entry is a long-drawn two-step process. 

 

As it manages the application database for three federal immigration programs – the Federal Skilled Worker (FSW), the Federal Skills Trades (FSTP), and the Canadian Experience Class (CEC) – aspirants are first required to qualify for individual program requirements. Such eligible profiles are assessed and ranked on a Comprehensive Ranking System (CRS). Core human factors such as age, education, language skills, and work experience are used to calculate a CRS profile score. 

 

The second step will involve the fortnightly nomination draws held by IRCC. The high-ranking candidates based on the CRS score get invitations to apply (ITA) for permanent residence (PR).

Express Entry has already issued over 33,000 ITAs for Canada PR. Canada is targeting nearly 110,000 ITAs in 2021 following the last year as it issued the highest ever nominations in a single year.

Provincial Nominations To Qualify For Canada PR

Yet another month passed by and Canada immigration remained upbeat with provincial programs issuing nominations to eligible candidates to apply for permanent residence in Canada. 

 

The unique arrangement between the federal and provincial/territorial governments in Canada allows the nomination of foreign candidates separately based on the unique labor demand of each province. Later on, these provincial nominations allow eligible candidates to apply for permanent residence. 

 

Canadian provinces such as Alberta, British Columbia, Manitoba, Prince Edward Islands, Saskatchewan had remained active by conducting nomination draws to invite eligible candidates to apply for a provincial nomination. Thereon, getting a permanent residence in Canada becomes easier.

 

Further, candidates with an active Express Entry and a provincial nomination are at an extreme advantage. By virtue of their nomination, they are awarded an additional 600 points towards their overall CRS score. This would effectively guarantee them an ITA for Canada PR in a subsequent Express Entry draw. 

 

Here is an outlook on active Provincial Nominee Programs (PNP) in the month of February 2021.

Alberta – January 28 100 Alberta Express Entry Stream invited eligible Express Entry candidates, who had scores of at least 360 on the Comprehensive Ranking System (CRS). 
February 10 200 Candidates invited under the Alberta Express Entry stream needed a CRS score of at least 301. Further, they were also required to have work experience in any occupation that supports the province’s economic development and diversification priorities.
British Columbia – February 02 216  Select candidates that include Entrepreneurs, Skilled Workers & International Graduates under the Express Entry BC (EEBC) and Skills Immigration streams.

The cut-off scores for Express Entry BC subcategories were:

  • Skilled Worker: 104
  • International Graduate: 100

The cut-off scores for the three Skills Immigration subcategories were:

  • Skilled Worker: 98
  • International Graduate: 98
  • Entry Level and Semi-Skilled: 79
February 09 – Tech Pilot Draw 74 Skilled worker and international graduate subcategories needed a qualifying provincial nomination score of 80, in addition to qualifying for one of 29 in-demand tech occupations
February 16 494 459 invitations to apply for provincial nominations were issued to candidates in the Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of SI and EEBC streams in the first draws. 

The remaining 35 invitations went to candidates having work experience as retail and wholesale trade managers, restaurant and foodservice managers in another draw. 

February 23 – Tech Pilot Draw 87 Candidates with a provincial score of 75 points under Express Entry British Columbia (EEBC) and Skills Immigration (SI) categories.  
Saskatchewan – February 11  541 International Skilled Worker category through two subcategories: Express Entry, and Occupations In-Demand.

Ontario – February 02 484 Express Entry candidates whose Comprehensive Ranking System scores ranged between 466 and 467.

Further, candidates with at least one year of work experience and only in the 10 selected jobs qualified for this draw.

February 16 – Tech Pilot Draw 1,186 Invitations to Express Entry candidates were issued under the Human Capital Priorities stream and having CRS scores between 453 and 467. 

Additionally, such candidates needed to have word experience in selected 6 tech occupations. 

Manitoba – February 12 296
  • Skilled Workers in Manitoba: 240 LAAs and a minimum score of 514;
  • Skilled Workers Overseas: 23 LAAs and a minimum score of 676; and
  • International Education Stream: 33 LAAs (no EOI score requirement).

Further, a total of 20 LAAs went to Express Entry candidates.

  • Skilled Workers in Manitoba: 158 LAAs and a minimum score of 457;
  • Skilled Workers Overseas: 21 LAAs and a minimum score of 698; and
  • International Education Stream: 28 LAAs (no EOI score requirement).

Further, five LAAs went to Express Entry candidates.

Prince Edward Island – February 18 121 Eligible candidates were invited under Express Entry, Labour Impact and

Business Impact categories.

So often, we have come across candidates who notice something is amiss with their Express Entry profile after receiving an invitation to apply (ITA). This may be due to skill up-gradation, language proficiency, or even out-dated information. If you are one of those candidates, fortunately, you have options to make changes to your Express Entry profile before applying for the full application. 

 

27,332 Express Entry Candidates Get Canada PR

For instance, IRCC held a rare and historic Express Entry nomination draw on February 13, 2021. The 176th Express Entry draw gave two surprises in the form of exuberant draw size and historic low qualifying scores.  

 

Canada invited every single of 27,332 CEC-specific candidates to apply for permanent residence. Typically, Immigration, Refugees, and Citizenship Canada (IRCC) give you 90 days before submitting the full application to apply for permanent residency.

Once you receive your ITA, your Express Entry profile automatically gets recorded in the Global Case Management System (GCMS). 

 

However, it is necessary to ensure that the submitting information is up-to-date. In fact, failure to do so may cause significant consequences – in one of the cases, IRCC had banned the applicant from applying for permanent residency for five years for misrepresentation of information

 

When reviewing your application, officers assess all the accompanying documents with the application for permanent residence. If your application is incomplete on the grounds of missing documents, there is a high risk that IRCC will return your application. This is not the same as being refused.

 

Choosing To Decline or Not Responding To An ITA

In the event that you cannot provide all the supporting documents within the time needed to proceed with the full application, you may choose to decline your ITA. 

 

Note: There is a clear difference between declining an ITA and not responding.

 

Declining your ITA will not affect your Express Entry profile. You can still get another ITA  as long as you continue to be eligible for any of the three federal Express Entry-managed programs: Federal Skilled Worker Program (FSWP), Federal Skills Trades Program (FSTP), and Canada Experience Class (CEC).  

 

People can improve their chances of getting an ITA by improving their Comprehensive Ranking System (CRS) score through,

 

  • improving their score on their language test,
  • adding the latest skill certificates, or 
  • trying for a Provincial Nominee Program (PNP) nomination, which automatically gets them an additional 600 points.

 

Sometimes, it is not possible to get all of the required documents. To avoid breaching the 90 day period for submission, you have the option to send a letter of explanation (LOE) to the government. However, the officer-in-charge is at its full discretion to accept or reject your extension request.

In case, you do not respond in 90 days, your ITA will expire. You will no longer be in the Express Entry pool. You may need to register for a new profile to be eligible for upcoming Express Entry draws.

Entering The Express Entry Pool With Low CRS – Good or Bad?

 

Are you intimidated by the results of the last few Express Entry draws? 

 

Most Express Entry draws in 2020 followed by recent rounds of invitations saw most candidates above 460 on the Comprehensive Ranking System (CRS) receive an invitation to apply (ITA) for permanent residence in Canada.

 

The results might be overwhelming for some and discouraging for many as new applicants look to enter the Express Entry pool in hope of receiving nominations for Canada PR. 

 

However, we are here to explore the reasons why having a low projected CRS score should not discourage you from entering the Express Entry pool.

 

The federal Express Entry pool primarily manages the applicants qualifying for three federal skilled worker immigration programs: the Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class.

 

Any applicant entering the federal pool will be awarded a score under the CRS based on factors that include age, education, skilled work experience, and proficiency in English or French. This score is calculated out of a total of 1200 points while determining your rank in the Express Entry pool and by virtue, the chances of getting a Canada PR.

Note: Towards the end of October 2020, IRCC introduced an addition to the CRS scoring pattern. Now candidates with bilingual abilities may fetch upto additional 10 points on their overall CRS score. Connect with our consultants to know more.

 

While there is no threshold CRS score required for any applicant in the federal Express Entry pool, there is a program-specific qualification, i.e., for the Federal Skills Worker Program, a qualifying score of 67 points out of 100 points is required to enter the pool. 

 

This goes on to say that even if you are scoring less than the current qualifying CRS scores, there’s always a chance of improvement even while entering the pool. For instance, 

 

  • Express Entry qualifying CRS thresholds are unique to each nomination draw, i.e. they vary and thus remain unpredictable. Thus, an applicant with a low CRS score may eventually allow you to obtain an Invitation to Apply (ITA) for permanent resident status.

 

  • Applicants with low CRS may choose to wait for the score to drop or look for ways to improve it, even while remaining registered in the pool.

You may retake your language test, gaining work experience, pursuing additional training, or working and studying in Canada to improve your existing CRS score. And if you are offered a job in Canada while you are in the pool, your CRS score may also increase. 

 

Hang On, There’s a PNP option too! 

Canada Express Entry is part of a broad national and provincial system that provides many other pathways to permanent residence for foreign skilled workers with work experience outside Canada as well as international graduates with work experience inside Canada. 

 

If you have already tried several ways to improve your CRS, then consider getting a provincial nomination. 

 

Provincial Nominee Programs, or PNP, allow 11 Canadian provinces and territories to choose and nominate eligible foreign workers and international graduates already registered in the federal pool to apply for a provincial nomination. 

 

Upon receiving a “Notification of Interest” from a province, you will have to apply to the province within 60 days (may vary depending on the province). A successful provincial nomination will automatically fetch you upto 600 points towards your CRS score. It is enough to guarantee an ITA for Canada PR in a subsequent Express Entry draw.

IRCC started off with a PNP-specific Express Entry draws on January 6. It ended up inviting 250 eligible candidates having a minimum CRS score of 813. Effectively, it meant scoring over 213 points in core human capital factors and 600 points from a successful provincial nomination. 

 

Canada returned to the period where it held back-to-back Express Entry draws with alternative nominations for Provincial Nominee Program (PNP) candidates and those qualifying only under Canada Experience Class (CEC) on January 7.

Ontario Immigrant Nominee Program (OINP)

Akin to other Provincial Nominee Programs, Ontario Immigrant Nominee Program is for Ontario to nominate the candidates with skills and qualification that are most needed in the labour market of Ontario for obtaining permanent residence in Canada. OINP has 3 main categories below it. Human Capital, Employer Job Offer and Business. Each of these categories has various streams that target specific immigrant groups. 

Human Capital Category

This is a category driven by skills under which candidates who have relevant skills, education and work experience to contribute to enhancing the economy and labour market of the province. This category has 3 express entry streams and 2 international student streams under it.

  • Express Entry French-Speaking Skilled Worker Stream
  • Express Entry Human Capital Priorities Stream
  • Express Entry Skilled Trades Stream
  • Masters Graduate Stream
  • PhD Graduate Stream 

The first 3 are the passive streams in which candidates can’t directly under these streams but can apply when they are invited by Ontario. Also, to apply under this category, the candidates need to qualify either under Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC). Meanwhile, to qualify under the 2 international student streams, the candidates must have studied in Ontario and graduated under an eligible program.

Employer Job Offer Category

Candidates with full-time, intermediate job offer and support of the employer in Ontario can apply under this category. The Streams under this category include,

  • Foreigner Worker Stream
  • International Student Stream
  • In-Demand Skills Streams

Also, Ontario is actuating the regional immigration pilot program under the employer job offer category. 

Business Category

Candidates with a successful business background are targeted in the Ontario business immigration category. The Ontario Entrepreneur Stream focuses on capturing individuals from outside Canada who want to start a business or buy an active business in Ontario.

OINP draws

OINP draws are periodically conducted and the Notification of Interest is issued to every eligible and qualified candidate in the Express Entry pool after which they can apply for provincial nomination under the express entry streams.

Successfully obtaining provincial nomination will get the respective candidate an add on of 600 points to the CRS score. This increases the probability of getting a permanent residence visa in Canada in the very next express entry draw or the subsequent draws. 

Application Processing

OINP takes 60 to 90 days usually to complete the processing. The non-Express Entry provincial applications generally take 15 to 19 months at the Federal level but for express entry, it’s 6 months on average.

Yukon Nominee Program

  • Yukon Skilled Worker

Yukon Skilled Worker

The appropriate foreign nationals who have skilled work experience along with a valid job offer from Yukon employer are targeted by the Yukon Skilled Worker Stream. The candidate can directly apply for Canada PR after receiving a provincial nomination from Yukon under this category.

Most importantly, the job offer of the candidate must be for any of the designations under the National Occupation Classification A, O or B. The candidate at the time of applying should also have,

  • A study visa or a Temporary Work Permit (TWP)
  • Proven work experience or valid education to qualify that position applied for
  • Certificates of ECA (Education Credential Assessment)
  • Met the language certificates
  • At least 12 months of minimum full-time work experience acquired in the past 10 years

 

Yukon Express Entry

You can apply for a provincial nomination from Yukon through Yukon Express Entry stream with an active express entry profile and an in-hand job offer from a Yukon employer. The education qualification, work experience, language ability and age are all brought under consideration to assess the eligibility of the applicant. This stream directly pertains to the federal express entry system and the candidates nominated in this category can enjoy the expedited process of their application for Canada immigration.

Crucial requirements:

  • Jobseeker validation code along with the Express Entry profile number
  • Sufficient settlement funds
  • Full-time permanent job offered by an eligible Yukon employer
  • A reasonable intention to live and work in Canada

 

Yukon Critical Impact Worker

Semi-skilled workers with a valid job offer from a Yukon employer may apply for a provincial nomination under the Yukon critical employer stream. Anyhow, the candidate must need to qualify the eligibility with some basic requirements like having a minimum of 55 points in the Yukon Nominee Program Pre-Assessment points grid. Otherwise, for at least six months, the candidate must have worked for the same employer who is offering the job on a valid work permit.

 

Yukon Community Pilot

This program is a new addition to the streams under Yukon PNP launched specifically for the purpose of addressing the economic labour market needs of Yukon. The candidates qualifying under this program get a two-year location restricted open work permit. As it is required that an applicant must work at least 30 hours per week to apply for permanent residence under the Yukon Community Pilot, Yukon permits the applicant to work two or three jobs simultaneously. Moreover, you don’t need to take up the Labour Market Impact Assessment (LMIA) to obtain a work permit, which means faster processing of the applications.

 

The jobs must not be contract oriented or seasonal. It should be a full-time offer in any one of the following participating communities:

  • Whitehorse
  • Watson Lake
  • Dawson City
  • Haines Junction
  • Carmacks
  • Carcross
