This may be due to skill up-gradation, language proficiency, or even out-dated information. 27,332 Express Entry Candidates Get Canada PR
For instance, IRCC held a rare and historic Express Entry nomination draw on February 13, 2021. The 176th Express Entry draw gave two surprises in the form of exuberant draw size and historic low qualifying scores.
Canada invited every single of 27,332 CEC-specific candidates to apply for permanent residence. Typically, Immigration, Refugees, and Citizenship Canada (IRCC) give you 90 days before submitting the full application to apply for permanent residency.

Once you receive your ITA, your Express Entry profile automatically gets recorded in the Global Case Management System (GCMS).
However, it is necessary to ensure that the submitting information is up-to-date. In fact, failure to do so may cause significant consequences – in one of the cases, IRCC had banned the applicant from applying for permanent residency for five years for misrepresentation of information.
When reviewing your application, officers assess all the accompanying documents with the application for permanent residence. If your application is incomplete on the grounds of missing documents, there is a high risk that IRCC will return your application. This is not the same as being refused.
Choosing To Decline or Not Responding To An ITA
In the event that you cannot provide all the supporting documents within the time needed to proceed with the full application, you may choose to decline your ITA.
Note: There is a clear difference between declining an ITA and not responding.
Declining your ITA will not affect your Express Entry profile. You can still get another ITA as long as you continue to be eligible for any of the three federal Express Entry-managed programs: Federal Skilled Worker Program (FSWP), Federal Skills Trades Program (FSTP), and Canada Experience Class (CEC).
People can improve their chances of getting an ITA by improving their Comprehensive Ranking System (CRS) score through,
improving their score on their language test,
adding the latest skill certificates, or
trying for a Provincial Nominee Program (PNP) nomination, which automatically gets them an additional 600 points.
Sometimes, it is not possible to get all of the required documents. To avoid breaching the 90 day period for submission, you have the option to send a letter of explanation (LOE) to the government. However, the officer-in-charge is at its full discretion to accept or reject your extension request.
In case, you do not respond in 90 days, your ITA will expire. You will no longer be in the Express Entry pool. You may need to register for a new profile to be eligible for upcoming Express Entry draws.

How does Express Entry work?
Express Entry consists of two main stages and is very easy to use. The first significant step involves individuals who meet the requirements for Express Entry expressing to the Canadian government their desire to become permanent residents of Canada. During the second phase of immigration, the Canadian government organizes “draws” or rounds of invitations, wherein the top-scoring individuals are invited to apply for immigration to Canada.
Express Entry comprises three distinct draw types:

To immigrate to Canada, follow these steps to submit your Express Entry profile and get a permanent residence visa:
Step 1: Determine if you qualify for Express Entry. You must meet the eligibility criteria for at least one of the Express Entry programs: the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), or the Federal Skilled Trades Program (FSTP).
Step 2: Undertake language testing and, if necessary, obtain an Educational Credential Assessment (ECA).
Step 3: Complete and submit your profile on the Immigration, Refugees and Citizenship Canada (IRCC) website.
Step 4: Await an invitation to apply (ITA) for permanent residence from the IRCC.
Step 5: Submit your completed Application for Permanent Residence (APR) to IRCC along with the required fees within the specified timeframe. This step includes providing your medical exam and police certificates. Upon submission, IRCC will issue an Acknowledgement of Receipt (AOR).
Step 6: Provide your biometrics when requested by the IRCC.
Step 7: Await the IRCC’s final decision on your APR. IRCC aims to process applications within 6 months or less. Upon approval, you will receive a Confirmation of Permanent Residence (COPR) and, if applicable, a permanent resident visa (for citizens of countries requiring one) to facilitate travel to Canada for your landing process.
Your best-case scenario to be considered for the Express Entry selection would be:
Age: preferably between 25-33 years old
Work Experience: Minimum 3 years of work experience, not necessarily in Canada.
Education Qualification: Graduate level and above have a good chance of receiving Canada PR.
Language Proficiency: Proven ability in English or French through tests like IELTS can help you qualify for Canada PR.
A prior provincial nomination from any Canada PNP stream may guarantee an invitation to apply (ITA) for Canada PR.

Yukon Community Pilot
This program is a new addition to the streams under Yukon PNP launched specifically for the purpose of addressing the economic labour market needs of Yukon. The candidates qualifying under this program get a two-year location restricted open work permit. As it is required that an applicant must work at least 30 hours per week to apply for permanent residence under the Yukon Community Pilot, Yukon permits the applicant to work two or three jobs simultaneously. Moreover, you don’t need to take up the Labour Market Impact Assessment (LMIA) to obtain a work permit, which means faster processing of the applications.

Critical worker stream of PEI PNP is a stream which is driven by employees that allow employers of PEI to hire foreign workers if they run out of eligible local talents to fill in the positions.
Only the people currently working in PEI can apply under this stream. Express Entry profile might not be required by the applicant to apply under the Critical Workers Stream; however, the applicant must have work experience in PEI as well as a job offer in any occupation listed under the NOC C or D of the National Occupation Classification.
The individuals who are presently employed by a PEI employer has the privilege to apply for Provincial Nomination under the Skilled Worker category in Prince Edward Island Stream. This stream permits PEI employers to employ high-talented foreign labourers if they can’t find any relevant candidates from the neighbourhood work market to fill the opening.
To apply under this stream, the applicants must have past work involvement in PEI, also he should have a job offer from a PEI employer in an occupation under National Occupation Class O, A or B of the.
Skilled Workers Outside Canada Stream
This stream also requires the applicant to have a job offer from an employer in PEI. This employer-driven stream makes the hiring of foreign workers viable when employers run out of local talents. This particular stream also requires work experience in any of the occupations categorized under NOC O, A or B but subsides the requirement of a previous connection to the province.
